BearingPoint’s Emerging Markets Team is currently searching for a Senior Consultant in security, for services in Sudan starting December 1, 2008.

Location: Sudan, Kenya and other potential locations as necessary or assigned (mandatory – 100% time)

Position Description/Performance Profile: The Senior Consultant will occupy a leadership position supporting BearingPoint security and client-facing operations in emerging markets locations to include Sudan, Kenya and other potential locations as necessary or assigned.

Role will require the candidate to develop and implement strategic plans, operational/security assessments, standard operating procedures, communication/control systems, and training to ensure effective day to day protection and immediate, effective response to crisis situations. This position will report directly to Managing Directors and Senior Vice Presidents of BearingPoint in the United States. Duties will include the following:

Corporate point-of-contact and project liaison between BearingPoint and the USAID project manager on matters related to the physical security and safety of BearingPoint personnel in Sudan

Corporate point-of-contact and project liaison between BearingPoint and the USAID project/program managers on matters related to the daily operations of contracted engagements.

Responsibilities include daily security reporting and travel coordination for all BearingPoint personnel traveling in or out of the Sudan, briefing personnel on the security situation in Sudan upon arrival, and coordinating corporate security efforts in the event of an emergency

Drafting/Updating personnel travel security protocols, health and safety compliance rules, country evacuation plans, facility access control procedures, and physical security guidelines and actions for project personnel during emergencies

Documenting and tracking security incidents and providing execution support for BearingPoint Corporate Security or our client security initiatives

Risk, and quality management of BearingPoint’s private security subcontractors, including continuous oversight of intelligence analysis and personal security escort operations

Day/Night manager of the BearingPoint’s static, camp guard force

Oversee employee compliance with corporate and client program operational security procedures to ensure proper handling and storage of client and BearingPoint business sensitive information.

Position-specific Requirements:

i) Minimum six years’ experience in professional USAID operations, security environments or military experience demonstrating the following skill areas:

* Project Management and liaison with US Government agency representatives

* Security Planning

* Security Advance Party

* Threat Assessment

* Facilities – Perimeter Defense, CCTV Installation/Control, Surveillance, Sweeps

* Transportation – Driving/Walking Drills, Offensive/Defensive Driving

* Personal Protection – Unarmed Combat, Small Arms

* Survival Training – Desert, Jungle, Temperate

* Resistance to Interrogation

* Leadership – Team Staffing/Oversight

* Threat assessment/site surveys, route reconnaissance and convoy protection, CPP of VIPs, defensive driving (including escape and evasion), vehicle search techniques, utilizing advanced security equipment, surveillance and counter surveillance

* Security Management – Plan and manage comprehensive personal security operations to protect assets. Conduct Security Advance Parties, Threat Assessments, and Vulnerability Analyses

* Route Planning – Plan and monitor route selection reconnaissance

* Management – Achieve Total Quality Management.

* Resolve conflicts productively.

* Financial – Plan and manage operating budgets to achieve business goals for profits and cost control.

* Training/Staff Development – Design and conduct strategic and tactical training programs and field maneuvers for managers and staff.

* Search Procedures – Conduct protective searches of vehicles and buildings

* Vehicle Operations – Trained and qualified in Advanced Defensive Driving, Armored Vehicle Driving, and Vehicle Maintenance.

* Weapons – Expert Marksman.

* Communications – Conduct advisor security meetings and client meetings.

ii) Minimum 5 years’ experience working security and operations in East Africa.

iii) Qualified in CPR, First Aid, First Responder, and Battlefield First Aid.

iv) Qualified in U.S. State Department High Threat Personal Protection, Unarmed Combat, and Small Arms.

v) Bachelor’s degree

Position-specific Desired Skills: Effective Public Speaker.

Logistics: 100% travel in East Africa and as assigned.
