Major Duties:

Position may be filled at GS-09 or GS-11.  Full Performance level for this position is GS-11.  If a candidate selected below the full performance level, the candidate may be non-competitively promoted to the next higher grade level.  Promotion is neither guaranteed nor implied.

The incumbent serves as Security Specialist (Executive Protection) with responsibility for assisting with personal protection and transporting the USTR and  Deputy USTRs and other senior staff, ensuring their safety and security, and driving them to meetings, speeches, and other official functions.  In addition, the incumbent assists senior Security Specialist with programmatic areas of security administration.

The incumbent must qualify to obtain a Special Deputation by the United States Marshals Service; including at minimum:  having successfully completed an accredited basic law enforcement basic training program (civilian or military); have previous law enforcement experience; and not having been convicted of a crime of domestic violence as defined in Title 18, USC Section 922 (g) (9) Lautenberg Amendment.  Must be able to qualify with the use of a firearm and maintain proficiency.

Qualifications:

MINIMUM QUALIFICATION REQUIREMENTS: Applicants must have a minimum of one year of specialized experience at a level of difficulty and responsibility comparable to the next lower grade in the Federal service.  Specialized experience is experience directly related to the work of the position to be filled, which has equipped the applicant with the particular knowledge, skills and abilities to successfully perform the duties of the position.  Examples of specialized experience includes but is not limited to:

GS-09: One year of specialized experience at the GS-07 grade level or equivalent is required. Specialized experience is experience directly related to the line of work of the position to be filled, and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, the experience must be comparable to the next lower grade level in the Federal service. Applicant’s experience must have equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of this position.

GS-11: One year of specialized experience at the GS-09 grade level or equivalent is required. Specialized experience is experience directly related to the line of work of the position to be filled, and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, the experience must be comparable to the next lower grade level in the Federal service. FAVORABLE SECURITY SCREENING:  This position requires the selectee to be at least 18 years old and be able to obtain and maintain an Executive Office of the President (EOP) favorable security determination as a  prerequisite to employment.  EOP’s offer of employment is conditional until the selectee  passes a drug screen, pre-employment security interviews, appropriate credit checks, a criminal background record and identification check, and the EOP exercises its discretion to grant the selectee a favorable security determination.  Any employment offer EOP management extends prior to a favorable security determination is merely tentative, and the EOP expressly reserves the right to rescind the tentative employment offer at any time before the selectee’s start date.

DRUG TESTING:  The applicant tentatively selected for this position will be required to submit to urinalysis to screen for illegal drug use prior to appointment.  After appointment, the employee will be included in the component’s random drug testing program.

What To Expect Next:

Applicants will be notified of receipt of application and again at the point of selection/non-selection by the servicing personnel office.

Displaced employees requesting special selection priority consideration under the Interagency Career Transition Assistance Program (ICTAP).  If you are a displaced Federal employee, you may be entitled to receive priority consideration under the ICTAP.  To receive consideration you must:

History of Washington Office

The headquarters of the Office of the United States Trade Representative are located in the Winder Building at 600 17th St., NW in Washington, D.C., a pre-Civil War building of historic significance that narrowly escaped demolition in an urban renewal city program in the 1970s.

Named after its builder, William H. Winder, the Winder building was Washington’s first “skyscraper” when it opened for business in 1848. The government purchased the building in 1854. Originally designed as office space for the U.S. Army and Navy, the building has housed a variety of government tenants over the years, including a military arms museum.

Around the time of the Civil War ordinance of the Winder Building included the Quartermaster General and the Navy’s Bureau of Ordinance and Hydrography and later, the headquarters for the Bureau of Military under Judge Advocate General Joseph Holt. In 1865, the Winder roof served as a signal station of the Washington detachment of the U. S. Signal Corps for communication via flag signals to military fortifications and camps around Washington.

In 1888, the building was transferred to the Department of Treasury. The Second Auditor of the Treasury and his staff occupied the building exclusively for many years. During World War I, the Army occupied part of the building. In 1949, the U.S. General Services Administration, which is the building manager for many government facilities, took control of the Winder Building and has maintained it ever since.

During the 1970s, the White House used the building, which was undergoing renovation. At the end of the Carter Administration, the Council on Wage Price Stability occupied the building for a short time. USTR took up residence in 1981.
