Industry Talk: FBO News– Contractors Needed For The South Sudan And Libya!

Wow, this has been an extremely under reported deal by the main stream media. Basically with both of these FBO solicitations, the US government is wanting to use contractors to set up shop in the newly formed South Sudan and in Libya.

The South Sudan is in dire need of all the help it can get. So if the money is there, there might be a lot of opportunity for this industry. Especially for the defense related stuff, and with that equipment and weapons, will require the trainers and mentors to get their military up to speed.

Libya is in the same boat. It is looking more and more like the rebels are whittling away at Ghaddafi’s war machine and the US is positioning itself. But no doubt that a new government there will need all the help they can get. So we will see how this goes, but it is interesting news to say the least. -Matt

Statement of Work
During the last eight years, Sudan has been the highest-priority country in sub-Saharan Africa, and one of the highest U.S. priorities worldwide. The United States Government played a major role in brokering the 2005 Comprehensive Peace Agreement (CPA), which ended the twenty-year civil war between the government in Khartoum (Government of Sudan) and the Sudan People’s Liberation Movement (SPLM), a southern Sudanese rebel movement. During his June 2005 visit to the United States, the SPLM Chairman John Garang appealed to administration and Congress for support to transform his guerrilla forces into a modern military.  Among other initiatives, the support outlined in this request for proposal addresses this appeal.
In January 2011, as stipulated in the CPA, citizens of Southern Sudan voted in a referendum for independence  from or unity with the North.  The overwhelming majority chose independence; on 9 July 2011, the South became the Republic of South Sudan (RoSS).  The Office of the U.S. Special Envoy to Sudan (USSES), with the Bureau of African Affairs (AF) at the U.S. Department of State, plans to continue assisting in the transformation of the South Sudan Armed Forces (SSAF) from a largely guerrilla force to a military force operating under the RoSS’ Ministry of Defense (MoD).
The purpose of this Statement of Work (SoW) is to outline the requirements for advisors embedded in the South Sudan Minstry of Defense (MoD).  The advisors will be managed by the Department of State’s Bureau of African Affairs, Office of the U.S. Special Envoy to Sudan, and the U.S. Embassy in Juba. The purpose of the advisors is to provide support to the Minstry in the areas of policy planning, human resources, financial management, acquisition and procurement, military production, inspections, public affairs, and veterans affairs, or other functions as necessary, to enhance the Ministry’s ability to effectively manage the transformation of the South Sudan Armed Forces from a largely guerrilla force to a regular military operating under the MoD as the civilian authority within the RoSS.  As part of this assistance, the U.S. Department of State will support the Management Advisory and Training Team (MATT) in Juba, South Sudan to provide training and mentorship to MoD management staff and leadership.  The MATT will support the Ministry leadership, but will not be directly involved in the day to day decision making activities of the MoD.  Advisors will assist MoD senior management and staff at all levels, in their role as mentors and trainers, to perform key functions at appropriate standards.
The USG will work with Ministry of Defense to identify counterparts for each of the advisors listed in this Statement of Work. Contractors will report to the Minister or their ministry counterparts, but might also work with other South Sudan civilian agencies as required.
The overarching purpose of this initiative is to support the MoD with advisors in nine areas; 1 Defense Policy,  2 Human Resources (2); 3 Military Production; 4 Civil-Military and Public Affairs; 5 Inspections; 6 Finance and Budget; 7 Acquisition, Procurement and Logistics, and 8 Veterans Affairs. [Note that support to Human Resources will include two positions; one to focus on personnel readiness and management, and the second to focus on force planning and resource allocation.] To that end, this program will focus on enhancing the overall effectiveness of the MoD staff and leadership by addressing fundamental weaknesses in existing MoD staff procedures and planning efforts, and strengthening the MoD staff and leadership to effectively manage the transitioning guerilla force into a regular military through supporting effective staff policies and procedures.

The Lord’s Resistance Army—a murderous rebel group made up mostly of Ugandans, and led by a crazed warlord named Joseph Kony—today ranges across the jungles and scrubland of Uganda, Congo, Sudan, and the Central African Republic. Its ranks may be depleted, but the remnant deals death wherever it goes. U.S.-backed military forces are trying to hunt Kony down. So is a Pennsylvania-based evangelical preacher named Sam Childers—a biker and former drug dealer who has found his calling in this quest for a killer. Last year the author joined Childers as he continued his hunt for Kony. It is a story of pursuer and pursued, each believing that God is on his side.

It’s two a.m., and we’re barreling down a deeply pocked dirt road in Southern Sudan. In the cool of night, the temperature is nearly 100 degrees. Sam Childers, 46, is behind the wheel of a chrome-tinted Mitsubishi truck. Christian rock blares on the speakers. He has a Bible on the dash and a shotgun that he calls his “widow-maker” leaning against his left knee. His top sergeant, Santino Deng, 34, a Dinka tribesman with an anthracite complexion and radiant black eyes, sits in the passenger seat, an AK-47 across his lap. I sit in the back. Since leaving the town of Mundri, headed toward the Congolese border, we’ve been driving for two bone-jarring days on roads littered with the charred wrecks of armored vehicles and fuel tankers, remnants of battles past. A truck follows close behind, carrying 15 men from the small militia group under Childers’s personal command. The convoy is on its way to a Sudanese town called Maridi. In the area we’re passing through, just hours ago soldiers from the Lord’s Resistance Army (L.R.A.) hacked 15 villagers to death with machetes, then disappeared into the bush. Intelligence sources from the Sudan People’s Liberation Army—the ragtag military wing of the breakaway government of Southern Sudan—have indicated that elements of the L.R.A. are now headed to Maridi. Childers wants to intercept them, and kill their leader.

Building Snowmobiles: Using Special Forces to Lead PMC’s in Darfur

   David knocked out a good one with this article.  I had no idea such a paper existed, about using Special Forces and PMC’s together for small wars like what is going on in Darfur.  Why not?  I am sure Special Forces units are used to working with far less capable forces, why not combine them with a western PMC.  It would be interesting to hear some perspective on this from the snake eater community.  Or better yet, I would love to hear this Major Jorgensen on Combat Operator Radio talk about this concept.  

   As for combining the two groups and creating some kind of unity of command?  Incident Command all the way.  Matter of fact, if all NGO’s and Government types could get on the same band wagon of the Incident Command System, then we could all be speaking the same language out there.  It would be the middle ground, and something that would have excellent application in wars and other disasters.  This example of Special Forces combined with PMC’s reminds me of my smokejumper days.

    On fires, we would parachute in with two possible missions.  If the fire was small, then we would put it out ourselves with minimum support.  If the fire was big, or got big as we were on the ground, then we instantly transitioned to Incident Command mode and start to organize.  We would make our assessments, and call into dispatch on what we would need to put out our fire–from man power, to equipment and logistical support, to air power.  During that process, we would find our selves managing a whole slew of varied agencies and private contractors.  It would not be odd at all, to have a Bureau of Indian Affairs hand crew, a Type 2 Private Contractor hand crew, a Type 2 Contractor Crew from Southern California that had maybe a few guys that spoke english, an Engine or two from the Forest Service, a Cop from a local PD, and some structure Engines from the Local Fire Department, all on one fire.  The key to organizing such a mess of folks, is simple.  They were all red carded forest firefighters, and new the common language of Incident Command.  And if they didn’t, it was so simple, that it could be explained to them on the scene.  

     All in all though, most folks on a fire knew the drill.  They had to have programable radios that were set up on scene to communicate for that fire, they had to have the fire clothing and equipment, they had to know plan of attack and who the Incident Commander was, they had to know their part in the battle, and who the adjacent forces were, and they had to have some knowledge of fires and the red flag and fire watch out situations.  If they had a red card, that meant they knew what a forest fire was all about, and they knew what the incident commander was all about, and they worked from that point.

    Boy, there’s that R2P thing again.  Talk is cheap, and the Sudan and the Congo are disasters right now.  It is extremely frustrating to know that there is a capable company like Blackwater–ready to go into the fire and protect the weak, and yet we do nothing.  Good job to Mrs. Bennett for putting together a great article. -Head Jundi

PSC prospects in Darfur

With the international community slow to react to the conflict in Darfur, private security companies weigh their options for entering the region, Jody Ray Bennett writes for ISN Security Watch.

For almost five years the world has watched hundreds of thousands of Darfur civilians be massacred, raped and displaced from their families and homes.

Even though world leaders have issued calls to action, such as the 2005 international manifesto Responsibility to Protect (R2P), which called for states responsible for widespread harm to its population to face repercussions, the international community has been slow to respond to crisis in Darfur. Two years after the issuing of the R2P, approximately 200,000 to 400,000 Dafuris were dead and 2.5 million displaced.

As the US stretches its own forces in Iraq and Afghanistan, it has also been politically unable to justify the invasion of yet another Islamic country. China, Sudan’s closest economic, political and military ally, has failed to respond to the ongoing genocide despite its ability to do so.

News: Can Private Military Firms Play a Role in Darfur, by IAR

    Boy, this was a fantastic paper and I highly recommend reading this.  The concept has been hit upon by various news organizations and even by some of the companies out there. That idea is to use private security forces to secure the Sudan.  In my opinion, this concept has not had the serious review and serious consideration that it needs.  It makes sense and it poses the question that if in fact, we have a responsibility to protect (R2P) the innocent that are being killed and terrorized in Darfur, then what are we willing to do to make that happen?  

    Obviously the African Union sucks, with a paltry 9,000 troops securing a country the size of France.  They have not secured it, and people have died because of this lack of security.  I also understand the politics behind the US or China not getting directly involved with troops, but really, if we want to stop this disaster, something has to happen.  That this negative and hateful view of the private military industry must be cast aside, and they must reconsider our usefulness because there are no real options left out there.  

     And what really gets me is the disaster that is happening in the Sudan is pure Deja vu.  Didn’t we say never again after standing by and not doing a damn thing during the Rwandan Genocide back in the mid-nineties?  If nations do not want to contribute forces to stop a blood bath, then really the only option left is to use the private security forces if they want to exercise R2P. -Head Jundi

Can Private Military Firms Play a Role in Darfur?

Emerging at the end of the 20th century amid significant global controversy, private military firms (PMFs) represent a new facet of armed conflict. Although PMFs are relatively new, the concept of for-hire soldiers is certainly not unique; mercenaries have existed since ancient times. As a modern manifestation of the mercenary organization, the public has been extremely critical of these organizations because of their lack of accountability and the ambiguous legality of their work. Recently, the media has been particularly critical of PMFs operating in Iraq and have focused on their immunity from prosecution. The uproar surrounding the recent Blackwater shootings exemplifies the ongoing controversy.

The public’s underlying unease with PMFs is that they wield a power reserved exclusively for the nation-state—the monopoly of force. The surrender of this monopoly has not been through democratic referendums or because of public demands, it has been relinquished by executive branches intent on consolidating power to improve their comparative advantage in military affairs. Despite the controversy, PMFs are now a permanent feature of global military operations. Their influence will only increase because private sector firms are now able to provide and deploy military and security services much more rapidly—and at a significantly reduced cost—than their public sector counterparts.

There are a number of different ways to categorize PMFs. Some academics distinguish between private security contractors and private military firms, but the difference is slight. Deborah Avant, in her book The Market for Force, classifies these organizations by the types of contracts they sign, rather than the organizational structure of the firms themselves. P. W. Singer, in his “tip of the spear” typology, classifies PMFs by the services they provide: militarysupport firms are responsible for supplementary aspects of battle (anything from catering services to helicopter maintenance); military consultants provide advice and training; and military providers supply command-and-control structures, military hardware, and war fighters. This paper will focus on firms, henceforth called PMFs, operating in the third category: the provision of military force.

Since the creation of the first modern PMF in 1989 such organizations have played roles in scores of conflicts. Executive Outcomes (EO) was founded by apartheid-era South African military officers and, while now defunct, once operated throughout the African continent. In Africa alone, there have been countless operations conducted by firms throughout Sierra Leone, Angola, the Democratic Republic of Congo (DRC), Mozambique, Somalia, Liberia, Nigeria, and a host of other nations. Today PMFs are employed globally, although they are particularly prominent in Iraq and Afghanistan.

However, there is one conflict zone in which the lack of PMFs is conspicuous: Darfur. The Darfur conflict is an ongoing humanitarian disaster that has claimed hundreds of thousands of lives, ruined millions more, and, without quick and decisive action, will likely worsen. Negotiations in Libya, which began in October 2007, have been all but abandoned because of Khartoum’s intransigence and the absence of most rebel groups. Naturally, a peace deal is still far off and powerful states—including the United States and China—are hesitant to become immersed in what is becoming a regional conflict. In the meantime, millions of internally and externally displaced people are vulnerable to attack by the Sudanese government, armed militias, and rebel groups.

News: Contract Russian Pilot Killed in the Sudan During Rebel Assault

This was a little known fact to me. I had no idea the kind of involvement the Russians had(civilian or not) in the Sudan. I was not able to find out the name of the company that he worked for, if he did work for a company. It’s hard to say with these Russian companies/military units.
Now with this news, I have also heard that Blackwater is completing the purchasing of their planes. Everyone wants their own air force these days. LOL. -Head Jundi ———————————————————-

May 26, 2008 (WASHINGTON) — A MIG-29 fighter Jet was shot down killing its Russian pilot during the Darfur rebel assault on the Sudanese capital earlier this month, a Russian radio station said today.
Russian MIG-29 fighter Jet The independent Russian radio station Ekho Moskvy quoted a man by the name of Vladimir as saying that a colleague of his in Sudan told him that “a flight instructor flying a MIG-29 was shot down from a large-caliber machine-gun during this fighting [Darfur rebel attack]”.

The Darfur Justice and Equality Movement (JEM) fighters mounted an assault on the Sudanese capital on May 10th that took the government and international community by surprise.
