Aviation: Department Of State Enters 5 Year IDIQ Agreement For Up To 110 S-61 T Helicopters

    Interesting choice of helicopter.  This goes back to the idea of trying to be more cost effective by upgrading proven helicopters as opposed to buying brand new and more expensive helicopters. Hell, the first flight of the S-61 was in 1959, so this is definitely an old war horse.

    The other piece of news that everyone is waiting on is wether or not the DoD will loan State the Blackhawk helicopters and MRAPs it is requesting?  With the purchase of these S-61 T’s, I am wondering if DoS is wanting a faster helicopter like the Blackhawk for QRF or rescue type operations? Who knows, and I will post that information when it comes up. Below I also posted the job ads for pilots and technicians with Presidential Airways. –Matt

In February 2010, Sikorsky announced an indefinite delivery/ indefinite quantity agreement with the US Department of State to purchase up to 110 modernized S-61T Sea King helicopters, for “passenger and cargo transport missions in support of its worldwide operations.” The State Department regularly leases helicopters for this purpose; as one example, the helicopter that spirited Rep. Alan Grayson [D-FL] out of Niger during the 2010 coup was flown by Blackwater/Xe’s Presidential Airways.

Because of the current state of helicopter support in Afghanistan, the role of private contractors to fill the gaps has been growing. The initial S-61T delivery order has been followed by more… and Sikorsky is pointedly touting the S-61Ts as an alternative to leased machines.

Sikorsky Aerospace Services today announced the U.S. State Department has ordered 11 additional upgraded S-61TM utility helicopters for use in Iraq and Afghanistan. Sikorsky Aerospace Services (SAS) is the aftermarket division of Sikorsky Aircraft Corp., a subsidiary of United Technologies Corp. (NYSE:UTX).

Earlier this year, the State Department entered into a five-year indefinite delivery, indefinite quantity (IDIQ) contract for up to 110 upgraded S-61 aircraft for passenger and cargo transport missions in support of its worldwide operations. Under the IDIQ agreement, the first four aircraft purchased in February are currently in completion and are scheduled for deployment in Afghanistan this fall.

Industry Talk: BLISS Could Be State’s New LOGCAP, And More Clarification About WPPS

     Thanks to David Isenberg for posting this on his blog and bringing it to everyone’s attention.  I think this is some interesting information that came out of this letter between Richard Verma and Sen. Claire McCaskill. If in fact BLISS becomes the new LOGCAP for DoS, this could be a pretty sizable contract.  That’s ‘if’ they cannot bring State under the current LOGCAP.  We will see how it goes.

     But what I thought was most interesting in this letter was the clarification as to the fact that contractors will be operating this war equipment that DoD will be loaning to State. That is great, and it will be cool to see Blackhawks and MRAPs rolling out into the skies and roads of Iraq under the control of contractors.  I wonder if they will paint this equipment a different color? Like DoS blue/white/yellow? lol

    Also, will these MRAPS or Blackhawks be stripped of all the life saving electronics and communications stuff that our troops were able to use for the survival of their units?  Probably not, but who knows.  Today’s military hardware has a lot of useful stuff in it that could really come in handy for the contractors that have to operate it.

     One thing that is missing in this letter, is a question and response about the 14 security related functions that State identified, that might have to be done by contractors.  Stuff like EOD or counter mortar/rocket team operations. Or QRF/rescue stuff or other military type activities.  I say this because I have yet to see any answers as to how the DoS will treat contractors if they actually had to fire their weapons and kill enemy combatants while doing any of these 14 security related functions.  Or worse yet, what about firefights that unintentionally ended up in the deaths of civilians? Because the enemy loves to attack from population centers with the hopes of creating such an incident.

     Like I have said before, we might want the war to be over in Iraq, but the enemy could care less about our wishes. If anything, with a limited military presence and an Iraqi government and security forces still trying to establish itself, a lot can happen during the transition and drawdown. DoS must understand that the enemy has learned much from the propaganda value of such incidents like the Nisour Square incident. If they can recreate such an incident again they will gain much, and DoS and the US mission in Iraq will suffer yet again from the consequences.

     There are still many questions that come to mind, and that is will DoS support their contractors if involved in a firefight that accidently resulted in civilian deaths, or will they treat the contractor as if they were criminals?  Worse yet, will they hand these individuals over to the Iraqis, or will they insure these men are afforded the same protections and rights that the military or even diplomats would have received in similar situations? Will DoS implement rules for the use of force that are realistic and give contractors the best chance of success for the defense of personnel and property? Or will DoS even allow the proper weapons and tactics required for an effective defense (that could include borderline offensive operations), or even rescues? Stuff to think about and it will be interesting to see how this turns out. –Matt

1. Will private security contractors, including contractors under the State Department’s Worldwide Personal Protective Services contract, be operating the requested equipment, vehicles, and aircraft?

     The Department of State (DOS) does not presently maintain a cadre of qualified drivers/operators for some requested equipment, such as MRAPS, and, as such, would need to supplement current skill sets within its WPPS contract to ensure operational capability. If/when DoD provides the requested equipment, the Department will modify the relevant contracts to require that the equipment be operated and maintained by contractor personnel in accordance with manufacturer, DoD, or other applicable standards. Contract modifications will also require that contractor personnel possess the necessary qualifications and complete the requisite training to properly operate and maintain the equipment. An aircraft provided to the Department will be incorporated into an existing Department aviation support contract.

5. If the State Department’s request to use LOGCAP is denied, how does the Department plan to ensure that the next contract for life support services is as transparent, competitive, and accountable as possible?

     Should the LOGCAP [Logistics Civil Augmentation Program] be unavailable, the Department will follow Federal Acquisition Regulation competitive procedures in any separate procurement action. Due to long-acquisition lead-time involved, the Department has already initiated action to develop a competitive solicitation for the base life support requirements should it be unable to remain under the LOGCAP program. This solicitation is referred to as the Baghdad Life Support Services acquisition, or BLISS contract. If necessary, the Department could issue a Request for Proposals for the BLISS contract in a very short time.

Disaster Response: Quake Slams Haiti, Thousands Feared Dead

   I have posted the main story about what happened, and below this story is a list of all the ways you can help.  From texting donations to just mailing money to organizations.  This will be a massive effort, and we will see what the true assessment is as soon as the Incident Command Teams send out a report.

   One thing that I am not hearing about, which will be a huge concern as time ticks away, is security.  I have yet to see any advertisements for disaster relief related security operations, but we will keep our eye out.  Haiti is an extremely poor nation (poorest in the western hemisphere), and security issues were a big problem before this earth quake.  My guess is that massive looting and lawlessness will occur after the initial shock, along with attacks against aid workers and innocents in the weeks and months ahead. Providing security for these recovery operations will be very important if we really want to help Haiti.

   The current privatised security operations, in my opinion, will be mostly rescuing clients–hotel guests, businessmen, travelers, or securing banks and other institutions vital to Haiti and foreign investors. Also, expect some of the aid groups to have some security folks. It looks like the various governments throughout the world are looking at this in the same way, with sending teams to rescue citizens, along with trying to help the Haitians with rescue and disaster relief.

   I would also like to remind the readership that the private military company response to hurricanes like Katrina was excellent, and because Haiti is relatively close to the U.S., PMC’s could be contracted to do all sorts of things to help in that response.  Blackwater was able to provide a helicopter, and hundreds of security contractors, all equipped and ready to work in that disaster zone, and they did an excellent job.  BW saved lives and was able to keep the peace at the various disaster relief centers with guards. Other companies were able to respond quickly to the Katrina disaster, and were easily able to offer those services until no longer needed. I would also suggest security for the key communications infrastructure which will insure communications for people and aid will not be hindered.  Security must be a priority, if in fact folks want the rest of the disaster relief operation to be successful. –Matt

Quake Slams Haiti; Thousands Feared Dead

A Magnitude 7.0 Earthquake and a Series of Aftershocks Hit Just 10 Miles From Capital

Jan. 13, 2010 —

A major earthquake struck just off the coast of Haiti late Tuesday afternoon, reportedly causing extensive damage in the capital of Port-au-Prince, and one aid worker said, “There must be thousands of people dead.”

The quake had a magnitude of 7.0 according to the U.S. Geological Survey, and was centered just 10 miles from Port-au-Prince.

The center was also relatively shallow, less than 10 miles below ground, raising the risk of damage.

Karel Zelenka, a Catholic Relief Services representative in Port-au-Prince, told U.S. colleagues before phone service failed that “there must be thousands of people dead,” a spokeswoman for the aid group told The Associated Press.

“He reported that it was just total disaster and chaos, that there were clouds of dust surrounding Port-au-Prince,” Sara Fajardo said from the group’s offices in Maryland.

Technology: Israeli Robots Remake Battlefield

    Hmmmm. A UAV per platoon huh?  Sounds like drone archer material if you ask me, and it is usually the Israelis that push the envelope on this stuff. I also posted a small deal on Scout Helicopter pilots being replaced by UAV’s for really dangerous missions.  You know, the ones where they try to draw fire in order to locate the enemy. The Hummingbird, Fire Scout, or even the AH 6X Little Bird UAV would all be good choices for such a mission. –Matt

Nation Forges Ahead in Deploying Unmanned Military Vehicles by Air, Sea and Land

TEL AVIV, Israel – Israel is developing an army of robotic fighting machines that offers a window onto the potential future of warfare.

Sixty years of near-constant war, a low tolerance for enduring casualties in conflict, and its high-tech industry have long made Israel one of the world’s leading innovators of military robotics.

“We’re trying to get to unmanned vehicles everywhere on the battlefield for each platoon in the field,” says Lt. Col. Oren Berebbi, head of the Israel Defense Forces’ technology branch. “We can do more and more missions without putting a soldier at risk.”

In 10 to 15 years, one-third of Israel’s military machines will be unmanned, predicts Giora Katz, vice president of Rafael Advanced Defense Systems Ltd., one of Israel’s leading weapons manufacturers.

“We are moving into the robotic era,” says Mr. Katz.

Over 40 countries have military-robotics programs today. The U.S. and much of the rest of the world is betting big on the role of aerial drones: Even Hezbollah, the Iranian-backed Shiite guerrilla force in Lebanon, flew four Iranian-made drones against Israel during the 2006 Lebanon War.

When the U.S. invaded Iraq in 2003, it had just a handful of drones. Today, U.S. forces have around 7,000 unmanned vehicles in the air and an additional 12,000 on the ground, used for tasks including reconnaissance, airstrikes and bomb disposal.
