Leadership: Team Rescorla

On 9/11, it is a somber time. You remember that day and all the death and destruction attached to it. It was a horrible day and I will never forget it. It is a memory that many of us in the security industry carry with us to our jobs both at home and abroad.

With that said, every year I try to shine a light on those stories and sacrifices that need some attention. I am a security contractor, and it seems that the private security sacrifice in this war or during 9/11 never gets the focus or respect it deserves. Most attention goes towards the civilians killed, or the military/police/firefighters killed, and other sites and news orgs out there always give attention to those sacrifices. Which is fine, but here on this blog, I feel it is equally as important to highlight the contractor sacrifices and heroism in this war.

For example, I have talked about Rick Rescorla and his heroic actions in the past, or all the private security contractors killed in the Twin Towers. This year, I would like to talk about Team Rescorla or the concept of red teaming in order to create or improve upon action plans.

Team Rescorla was an informal team that Rick Rescorla formed amongst fellow security consultants after the 1993 World Trade Center bombing. Rick formed this group to spit ball ideas about potential future attacks against the WTC, based on this attack. In the video below, they talk about how prophetic this team was in coming up with attack scenarios that could be devastating to the employees of Morgan Stanley.

What was interesting is Rick Rescorla reminds me of how Col. John Boyd would work with his Fighter Mafia friends to spitball ideas. Boyd was all about working with his team to bring up and refine ideas. Rick did the same thing with Team Rescorla and was constantly tapping into his human resource. One example of this was Rick and his conversations with Dan Hill, a special forces operative and fellow Vietnam Veteran who also fought with the Mujahideen in Afghanistan against the Russians. Dan was also a muslim convert and spoke arabic, something that was quite handy when trying to get into the mind of the jihadist back then. Rick used Dan’s knowledge of guerrilla warfare and terror tactics to think of a weakness of the WTC back in 1990. Here is a quote that sums up the point of the conversation.

Rescorla’s office at Dean Witter was in the World Trade Center. The firm, which merged with Morgan Stanley in 1997, eventually occupied twenty-two floors in the south tower, and several floors in a building nearby. Rescorla’s office was on the forty-fourth floor of the south tower. Because of Hill’s training in counterterrorism, in 1990 Rescorla asked him to come up and take a look at the security situation. “He knew I could be an evil-minded bastard,” Hill recalls. At the World Trade Center, Rescorla asked him a simple question: “How would you take this out?” Hill looked around, and asked to see the basement. They walked down an entrance ramp into a parking garage; there was no visible security, and no one stopped them. “This is a soft touch,” Hill said, pointing to a load-bearing column easily accessible in the middle of the space. “I’d drive a truck full of explosives in here, walk out, and light it off.

Of course, three years later the WTC was bombed, a prediction of Team Rescorla.

Another member of Team Rescorla was Fred McBee. Rick consulted with Fred after these attacks about the possibility of flying an aircraft into one of the towers at the WTC. Fred was able to use a flight simulator on his computer and show how it was possible to fly an aircraft into a building. According to the book Heart of a Soldier, this is how Team Rescorla spitballed the flying bomb theory.

Rescorla also enlisted Fred McBee, his friend from Oklahoma. He said he assumed the terrorist’s goal had been to take down the towers. Since a truck bomb had failed, what would they try next? Rescorla mused that a small, portable nuclear weapon might do it. Another possibility, he said, which he’d drawn from Hill’s plan to start World War III, was to fly a cargo plane into the building. McBee happened to have a Microsoft flight simulator on his computer at that moment. He’d been experimenting with it using a Cessna light plane, but with a click of the mouse he changed it to a Boeing 737. Then he pulled up the image of lower Manhattan and simulated a crash in the World Trade Center. “This would be a piece of cake,” McBee said. Then he tried it on the Statue of Liberty and the Empire State Building, with the same results. Then he switched to Washington D.C. But the White House and Capitol were blacked out. “It looks very viable,” McBee concluded.

You get the picture that Rick really tapped into his team and what they could come up with. Constantly throwing out ideas and asking for input, with no idea too crazy. After all, terrorists had already struck the WTC once with a truck bomb, it could happen again but worse. Boy did it ever…

Also, for both the 93 and 01 attacks, Team Rescorla submitted their warnings to authorities. They mostly gaffed them off. Luckily for Morgan Stanley, Rick drilled and drilled the employees for just such another instance as what happened in 93. I am sure Rick consulted with Dan Hill on all aspects of the action plan, and called others for ideas. In the video below, they talk about all the upgrades done to the stairwell and the drilling procedures they went through to make evacuation more efficient. Team Rescorla knew this was going to happen again, and they were going to make sure that things were in place. Unfortunately another attack did happen, and everyone knows of those events on 9/11.

To sum up this post, I wanted to emphasize the power of having your own team, formal or not, to red team your security site defense or action plan. Having a group of folks that you trust, who will give you honest feedback, and who will really look at all the possibilities is key. One person cannot come up with everything, and it is important as a leader to really leverage any input you can get from your team or outside sources to either create a plan of action, or improve upon the current plan. And things are constantly changing, so the plan needs to constantly be evaluated and improved upon. Lives depend upon it, and it is that process that led to Rick Rescorla with the help of Team Rescorla, in saving 2,687 lives on 9/11. That is something to never forget. –Matt

Military News: A Soldier’s Load Or A Soldier’s Anchor?

Average Paratrooper 72hr kit is 103.69lbs. Paratroopers are carrying 55% of their body weight. The recommended fighting load for a conditioned soldier should not exceed 48lbs and the approach march load should not exceed 72lbs (FM 21T18)

A big hat tip to Tom Ricks at FP’s Best Defense blog for finding this. After reading through the load outs of today’s soldier in the document below, I was just floored. This is ‘not’ light infantry, and in our desperate attempt to take all of the risk out of war fighting, we are actually making it even more dangerous for them and making our forces less combat effective. That is my opinion at least.

I mean how can a heavily weighted down soldier like this, outmaneuver an enemy like the Taliban, who usually wears the bare minimum of what is required for their assaults? And if you read this report below, soldiers invariable are forced to use CAS as the only viable means of killing the enemy–just because they cannot maneuver effectively. Which is fine, if you are dealing with an enemy that is not wise to how CAS or artillery works. But this enemy is much wiser than that, and especially after fighting the world’s best military after 12 plus years of war. They know the windows of opportunity of when to attack, and they know how long they have until we bring the big guns onto the scene.

The other thing that you don’t hear too much about is the amount of skeletal and back injuries that our soldiers are suffering, because we are asking them to wear all of this crap? I suspect the VA will be busy long after this war is over.

I think these load outs are indicative of the damage highly bureaucratic organizations like the military can inflict upon itself. You have a military constantly fighting with itself as to it’s true goal–is it to win wars, or to render warfare ‘safe and sane’ to use a fireworks analogy.

Then of course there is the politics of the matter, which the west is a victim of as well. If the public is more concerned with their troops fighting a war safely and coming home alive, and less concerned with winning a war at all costs, then I blame the politicians for pushing such a ridiculous concept. It put’s into question why we are there in the first place, if in fact we are this concerned with the actions within that war, as opposed to actually winning it? I know our enemies could care less about such frivolous things–and they are purely focused on the win–and at all costs.

Of course you want to protect the troops as best we can, but how are we protecting them when they can’t move around? Or they become heat casualties because of all the stuff they are carrying. Are we fully focused on winning the war, and at all costs–or are we only willing to fight a war if it is done safely from an MRAP, while wearing over a hundred pounds of kit and a reflective belt. lol

I guess another way to look at this, is to see what the enemy is doing. Do you think the enemy has the same obsession with making warfare safe and sane, and loading down their troops with over a hundred pounds of kit? Likewise, do they believe carrying more kit than us, makes them more combat effective on the battlefield? Because in this contest over who has the heaviest load, we are winning hands down. lol

Finally, I am always inspired by the great thinkers of warfare, like Sun Tzu. These guys understood warfare and strategy, and they lived it. In this contest between the west and groups like Al Qaeda or the Taliban, we will always see the enemy attacking weakness with strength because there is no way they can take us on directly. The Vietnamese understood this in the Vietnam War as well. Sun Tzu understood this in his war against the Chu’s, and so on. This is some basic stuff here, and our military leaders continue to forget this.  –Matt

Books: Gifts Of War–Once Upon A Rice Paddy, By Dan Roach

This is cool. Every once in awhile I get a heads up from a reader about a book they wrote. This particular book is about the author’s experiences in Vietnam. What is cool though is that this book has appeal to all types of veterans, and the leadership lessons learned are priceless.

Those lessons and the blood, sweat, and tears of war, are the ‘gifts’ of memory that I believe the author is referring too. They are the memories and experiences that veterans will always cherish–the good and the bad. And lucky for us, Dan has taken the time to put those memories into a book and share that with the world. A gift indeed.

About the author.
After graduating from college with a B.S. Degree in Forestry, Dan Roach faced one of the biggest decisions of his life; enlist or be drafted during time of war. He chose enlistment hoping to have more control over his destiny. On May 10, 1966 he enlisted in the Army and was off to FT. Jackson, SC to attend Basic and AIT (Advanced Infantry Training). After AIT he reported to Infantry OCS (Officer Candidate School) at Ft. Benning, GA. On March 27, 1967 he graduated as a 2nd Lieutenant and went directly into RANGER School. After RANGER School he was assigned as an instructor in the Mountain Phase of RANGER Training at Dahlonega, GA. As a RANGER he was sent to Airborne School at FT. Benning, on 17 July 1967.

History: Ross Perot’s Private Rescue Of EDS Employees In Iran, 1978

     This is some fascinating history.  I will let the articles and stories below speak for themselves. But basically what we have here is a former special operations hero Col. Bull Simons and CEO Ross Perot, conducting a private rescue operation of Perot’s employees trapped in Iran back in 1978. And they got them home in one piece.

     There has been a miniseries and book written about the rescue in the eighties, but below I found a current interview where Ross Perot actually talks about particulars of the rescue. He mentions a man in Iran named Rashid who was very instrumental to this operation, and if I can find any articles about his effort, I will make an edit and add this to the post.

     What is also interesting is that Congressman Ron Paul actually mentioned this rescue when he was discussing the concept of using the Letter of Marque as a means for using private industry for today’s wars.  I guess the point with this is that Col. Simons was able to plan and conduct a rescue mission through private means and with the help and support of a very rich and determined CEO of EDS, and accomplished the mission. (Hewlett-Packard is the new name of Electronic Data Systems now) In other words, it is another example of what private industry can do when it comes to conducting military-like operations.

     The other point I wanted to make is that this rescue was in a way a chance for Col. Simons to conduct a rescue operation that he could make up for the Son Tay Raid during the Vietnam War.  The Son Tay Raid (Operation Ivory Coast) was a famous rescue operation he commanded, and tactically speaking it was successful. But because of poor intelligence they had no idea that the prison camp did not have POW’s, and they came up empty handed. That would’ve sucked, but I still give them a lot of credit for pulling off what they did.

     But I can bet you one thing that the Son Tay Raid was weighing heavily on the mind of Simons as he conducted his planning and preparations for this private EDS rescue. I am sure all the Vietnam veterans working for EDS at the time were highly supportive of this rescue as well, because of what it symbolized and what Ross Perot cared about at the time.  And that is getting your men back home, whether they are POWs in Vietnam or EDS employees in Iran. That is what really made this cool and why it belongs here on FJ. –Matt

KEEPING FAITH: THE PEROT TOUCH

For all the giving Perot has done over the years, there was one special occasion where it came back to him, when in 1978 two of his EDS executives were taken hostage by the Iranian government. When attempts to resolve the situation through diplomacy failed, Perot made the decision to act on his own. Remembering Col. Bull Simons, who had retired a few years earlier, Perot called him and asked him if he would organize and lead the rescue of his men in Iran. Within days, Simons was selecting and training a team of EDS employees (all highly decorated Vietnam veterans) into a hostage rescue team to rescue the two executives from the Tehran prison and bring them home.

In what may be the ultimate act of employer loyalty – the Iran rescue – you go to Iran in 1979 to get your people out. Can you talk a bit about what happened?

Before I left for Iran, I visited with my mother who was dying of cancer. I explained the situation to her, and that two of my men had been falsely arrested and jailed. She looked me squarely in the eye and said, “Ross, these are your men. You sent them over there and it’s your obligation to get them out.” What does that say about her?

Days later I was with Simons and the team in our safe house, and he looked me in the eye one day and said, “Perot … see if the U.S. Embassy will allow these men to receive refuge at the embassy when we get them out of prison.” That was the biggest mistake we made, because when I talked to the American ambassador he said “No,” and two hours later, the Iranian security forces were tearing up the town looking for me. Simons then said, “Perot, I want you to go to the prison where the men are held. Visit with them, and tell them what our plan of action is, so that they know where the rendezvous point is, what they’re supposed to do, etc.”

I replied, “Colonel, the Iranians are still looking for me.”

He replied, “One branch of the Iranian government is looking for you, but another branch of the government runs the prison. They don’t talk to one another – they won’t know anything about you at the prison.”

If Bull Simons told you to do it, you did it. A rescue team member drove me to the prison where the two EDS executives were being held. It was a giant fortress, with everyone standing in front, and there were at least a hundred camera crews there. I thought, “Well, this is it.” I walked past them and they ignored me. I thought to myself, “There must be somebody else here.” I went in, walked up to the reception room and there was former Attorney General Ramsey Clark, sitting there talking to the general in charge of the prison. Ramsey leaned forward and pointed at me, and spoke to the general. The general politely arranged for me to meet with Paul Chiapparone and Bill Gaylord [the two detained EDS executives], and I then left. After I returned home, and the story of the rescue was in all the papers, Ramsey called me and said, “Ross, I thought you were Frank Borman,” [the retired U.S. Air Force colonel, NASA astronaut, commander of the Gemini VII and Apollo 8 missions and then-president of Eastern Airlines] and I said, “Thank God!”

The man who actually led the rescue at the prison was an Iranian systems engineer working in our company – we called him “Rashid.” Simons roamed the streets of Tehran and observed huge numbers of Iranian terrorist teams. Simons had the genius to have Rashid create an Iranian “terrorist” team so that Rashid, as a leader, could attend the morning meetings. There were lots of these teams all over Tehran, and they would meet each morning to plan their daily activities. Simons learned that the team leaders also attended, so this meant Rashid was able to go to the meetings. Simons asked Rashid to form a team to infiltrate the revolutionary movement. Before the jailbreak actually occurred, Simons told Rashid, “See if you can bribe the police chief to leave open the police armory, where all the weapons [are] stored.” Rashid paid them $100, less than the cost of a pistol, to leave the police armory open. Rashid and his team attended the next morning meeting with more weapons than you can imagine. Rashid, who by now was very well regarded by his fellow terrorist team leaders, distributed weapons around the room, and shouted “Gasre Prison is our Bastille. It is our responsibility to free the thousands of political prisoners.”

One hour later, 30,000 terrorists stormed the prison and the guards were stripped down to their long underwear [and they] never fired a shot. 12,000 prisoners were allowed to escape so that our two men could also escape.

Our team drove their vehicles over 500 miles to the Turkish border before they ran into trouble. They were within 30 miles of the border when a group of Islamic revolutionaries stopped the vehicles, pulled Simons out, and started hitting him with a rifle butt. Simons, with no comment, pulled a note out of his pocket and handed it to them. The note read, “These people are friends of the revolution; please show them courtesy and escort them safely to the border, signed, Commandant of the Tehran Islamic Revolutionary Committee,” and it had a big seal. If you were to read the seal closely, it said, “Rezaieh Religious School: Founded 1344.” Simons gave me the note when he arrived in Turkey. He translated the words on the seal to me. I can tell you that I carefully read all seals on documents now!

The point is, it could never have happened without Bull Simons. The team did it – and nobody was hurt. It was too good to be true. When we landed in Dallas, my mother was at the airport, sitting in her car just outside the exit door. She was determined to see my two men reunited with their families. Mother passed away a few weeks later.

Vietnam: Securitas Enters The Security Services Market In Vietnam

   You never hear any security related news coming out of Vietnam, so when this came across my screen, I thought this would be cool to add to the archive.  Long Hai Security sounds like a pretty big group in Vietnam and hopefully the transition is smooth.

   Most of the time, these companies really don’t change much in the transition, unless there are blatant deficiencies. Stuff that needs to be addressed in order to make the newly purchased company profitable and sound.  Other than that, I really don’t have much more to add, and hopefully some readers can chime in about the market there. –Matt

Securitas enters the security services market in Vietnam

Following the strategy to expand in Asia, Securitas has agreed to acquire 49 percent of the Vietnamese security services company Long Hai Security. Purchase price is approximately MSEK 35 (MVND 88,000).

Long Hai Security has annual sales of approximately MSEK 53 (MVND 134,000) and approximately 2,500 employees. The company is the market leader in the Vietnamese security services market and operates throughout Vietnam, with its largest branches being in Ho Chi Minh City and Hanoi.

Long Hai Security provides mainly guarding services, but has also operations protecting its customers’ property in secure cash transportation, executive protection and alarm monitoring services.

Long Hai Security is consolidated in Securitas AB as of January 1, 2010.
