Afghanistan: The US Embassy Is Attacked, And Yet Nothing Said About Security Contractor Performance?

Boy, this latest attack in Kabul was an interesting incident. Purely because I have yet to hear anything at all about the security contractor performance during this whole deal.

Now I will tell you what I have heard that is not making the news, and that is at least one Afghan security guard was wounded on the compound itself. I have also heard that the tower that the Taliban were using in this attack was a major concern of security contractors that have been posted at that site over the years. It is the high ground, and positions like this are always a concern. But what was done about it? Because I am sure the RSO’s over the years had received an earful about it.

I have also heard that there weren’t any M-2’s or MK-19’s used to decimate those enemy positions in the tower. At those distances, something like a M-2 .50 cal. could reach the tower and pour some hate on it.  It might have saved some lives, and yet I am hearing that the military component of the defense did not respond with such tools? I could be wrong here, and I would like to be corrected on this. Because I am sure the contractors didn’t have those tools or authority to use those kinds of weapons. (The video below shows the fight at ISAF, and I don’t see any heavy weapons being used?)

Either way, I would love to hear from any contractors or soldiers that were on scene on any of those compounds that were involved in this fight. Because it is just odd to me that we spend this much money on the WPS guys and the KESF guys, and everyone else in between, and there is nothing at all about their good work and sacrifice? It is actually in poor taste that the DoS, ISAF or NATO refuses to say anything at all about our industry’s contribution in incidents like this.

The other reason why I wanted to post this is to give any of the companies and DoS/ISAF/NATO a chance to communicate about the contractor performance during this deal. Because as we speak, the media and new media folks out there are filling in the vacuum of information with their narrative.

You have folks like POGO that have been excellent at pointing out the deficiencies of companies like AGNA, but currently is spinning this latest deal as if AGNA performed poorly in this incident? And yet POGO has not one shred of information to support anything of the sort. So instead, they go off on the past performance of AGNA to leave the reader with the idea that they ‘must have performed poorly during this incident’. That is what I mean by narrative, and DoS and company silence is doing more harm than good.

Hell, if you want, I could spin this as a deal where the contractors performed well?  I could just assume that because not one diplomat or federal employee was killed or injured, that the defense was excellent. Or I could use quotes from guys like General Carsten Jacobsen:

He said the attack proved the security of the Nato and US embassy compounds, which were not breached, and said the Afghan forces responded “very well” and quickly.

But instead, I would like to draw some conclusions based on facts. So help me out folks, and don’t let others who could care less about the facts control the narrative.

Now of course the DoS/ISAF/NATO is probably instructing AGNA or other companies not to make any press releases, or there is some contract stipulation against such things, but still?  It is just horribly odd to me that there is not a mention about the very people that put their lives on the line to defend the property and people of these compounds during such a publicized attack? –Matt

Edit: 9/16/2011- Ok, I have had several reports from readers that contractors were engaged in combat during this deal. Meaning, they were using their weapons to defend against attackers. Which I am glad they did, and I certainly hope they killed some of these Taliban attackers? Nothing confirmed as far as how many Taliban were killed by contractors. There were also multiple RPG hits within the compound.

Yesterday was a long and difficult day for the U.S. Embassy, for ISAF and for the residents of Kabul.  We witnessed both cowardly attacks by an increasingly desperate insurgency, as well as instances of enormous courage and dedication on the part of ISAF troops and especially the Afghan National Security Forces.  It was Afghan police and soldiers who bravely ended the attack on the embassy and stopped further strikes on Kabul Airport, two police stations, and a local high school.  We mourn the Afghan civilians and the brave troops and security forces killed in these actions, and wish a full recovery to the wounded, which include Afghan civilians and American and partner-nation troops.  We offer condolences to the families of these innocent victims.??The attacks serve to highlight the weakness at the core of the insurgency.  Unable to confront ISAF and newly-trained Afghan troops on the conventional battlefield, they have turned to launching attacks on high-profile facilities like the U.S. Embassy in an attempt to garner headlines.  Yet their actions backfired. Afghan security forces showed they were up to the task of thwarting such operations and are willing to sacrifice their lives to reclaim their communities and country.  Unlike the insurgents, the ANSF took great care to avoid civilian casualties. The transition to Afghan-led security is on track, as we turn our focus to long-term efforts for supporting a more secure, stable and prosperous Afghanistan.??As Secretary of State Clinton said yesterday, “We will be vigilant, but we will be continuing with even greater commitment to doing all we can to give the Afghan people, who have suffered so much, a chance at a better future for themselves and their children.”

UPDATED: U.S. Embassy Statement
September 13, 2011
The U.S. Embassy confirms an attack occurred today in the area of the U.S. Embassy, including RPG and small arms fire.  Four Afghans were injured in the attack on the embassy compound, none with life threatening injuries.  They included three Afghan visa applicants and one local contract guard.

This is cool. IDS was a partnership company that Kaseman and U.S. Training Center put together to bid on DoS stuff. (I could be wrong on the arrangement there, and if anyone wants to correct the record, please help me out)

IDS was mentioned in this contract award I posted awhile back. They now they have a web site up and jobs are flying for Afghanistan and Israel. Industry Talk: Is The DoS And The WPS Program Being Set Up For Failure By Congress?

Iraq as a democracy in our own image is a foolish dream. The State Department will now be expected to be the firewall against its descent back into chaos. Be ready with the fire hoses … um, sorry, Congress had just slashed the money for the fire hoses. –Diplopundit

What I wanted to point out here is that there are several forces that are at play, that might result in contributing to DoS and WPS failure. Congress has never really been excited about funding DoS and has always thrown way more money at defense related initiatives. (thanks to defense industry lobbyists). To get Congress to recognize the value of DoS is like pulling teeth. But folks like the DoS are essential to soft power initiatives and solving problems diplomatically, as opposed to killing people in costly wars. Remember that whole Sun Tzu quote about winning a war without fighting?

With today’s penny pinching endeavors as a result of the economy, or lack of a coherent energy policy, or the cost of fighting two ‘costly’ wars for close to ten years, there is more of an effort to cut costs. Which is good to a point, and I would love to see government get smaller and more efficient. But common sense should be applied to some of these cost cutting initiatives, and especially where lives are on the line.

There are some areas that should not be cut or messed with, because the consequences of not properly funding these functions of government could have grave consequence. Specifically, the DoS mission in places like Iraq or Afghanistan.  And to really boil it down, when agencies get less money to effectively handle projects that are vital to the stability of an already weakened country like Iraq, then you start to see the really negative effects. Things like a lack of, or poor condition of equipment or weapons for security contractors.  Or the amount of oversight decreases or is not fulfilled, because there is no money for such things.

The other forces at play is the public desire to just pull out of these wars, and not care about these programs that we have invested billions of dollars in. This public opinion fuels Congress, and in order to politically survive, they must meet the demands of the public. That is democracy, but it also could lead to half measures or poorly funded programs that really do need sufficient support in order to be successful. I will not sit here and say we should do one thing or the other, and my only goal here is to show the potential consequences of such things.  I would hate to see this industry get thrown under the bus once again, all because of the politics of the war.

Which by the way, I really would like to hear more from the WPS folks, both DoS and contractors, as to how your program is going? The public and this industry needs to know if your operations are negatively impacted because of  these political factors. I will really be mad and sad, if men and women die or get hurt because of these poorly funded and managed initiatives. You are either all in, or all out, and half measures and poor funding can have dangerous consequence. Congress and the public needs to hear it as well.

Another point I wanted to make is WPS will be vital for the ‘other’ DoS missions out there as a result of the Arab Spring.  The cards are being re-shuffled in the middle east and diplomatic missions in these countries will be vital for national interest. These are dangerous times, and security for these diplomatic missions is essential. Congress should do all it can to ensure DoS and it’s security apparatus is successful, because lives and national interest are on the line.

Oh, and the main stream media might be easily influenced by the winds of politics, but this blog is not, and I am concerned with the reality on the ground. I want to know if this industry is getting a fair shot at success out there, or if they are being set up for failure. Of course I want our industry to provide an excellent service to it’s clients, but I am also wary of the factors that are out of the hands of private industry. That way, at the end of the day, we can point the finger at what really was the cause of failure as opposed to letting folks with personal or political agendas define the causes and reasons for failure. Budget woes poised to hit State Department hard

The State Department’s budget has already taken a hit in 2011, but it appears that its finances will be squeezed even tighter just as the department is trying to regain ground lost to the Pentagon over the past decade.
In the final budget resolution passed for 2011, Congress agreed to provide $48 billion for State and foreign operations. This marked an $8.4 billion reduction from the president’s budget request. It was also $504 million less than the department received in 2010.
For 2012 spending, the House Appropriations Committee announced that it plans to cut $11 billion from the State Department and foreign operations budget request of $47 billion. This includes funding for the U.S. Agency for International Development.

Quotes: The Interior Ministry In Kabul Depends On 282 Foreign Advisors, And 120 Are Contractors!

     The Interior Ministry in Kabul has 282 foreign advisers working there, according to the NATO Training Mission Afghanistan, which placed them in the ministry. Of the 282 advisers, 120 are contractors, costing $36 million a year, paid for by the U.S. government. The rest are made up of 119 U.S. military and U.S. government civilians, and 43 from other coalition countries…..

     …..Several Interior Ministry officials, serving and retired, were complimentary about the work of the foreign advisers. One mid-ranking security official, who didn’t want to be named because he wasn’t authorized to speak to reporters, said that corruption would be “many times” greater if the foreigners weren’t present. 

     That last part of the quote up top is what I was focused on.  If you read through the article below, you hear all sorts of negative comments about the services of this foreign advisory group, to include bashing the contractor element. Of course those corrupt souls in the Afghan government would bash these pesky foreign advisors that would report on their greedy activities…. To me, this advisor crew is vital to the war effort, by helping to minimize the amount of corruption in this government.  Imagine if there was no adult supervision?

    Also, DynCorp and MPRI were listed as some of the top contractor advisors, which is interesting.  MPRI is like a retirement home for retired military officers. So it would make sense that this collection of military mind power and experience would be directed towards a very crucial part of the war.  And that is getting the Afghan government on it’s feet, and trying to make it look good in the eyes of the people.  A tall order if you ask me.

     This also indicates to me the strategic importance of contractors.  The US and NATO could have insisted on having an all federal or military group of advisors.  But they do not have that capability, and they have had close to ten years to try and develop an all government force.  As you can see, private industry has been able to answer the call just fine, and a majority of this group is composed of smart and very capable contractors, doing a very important job.

     It is also an example of the ‘blended workforce’ concept. This advisory corps has 162 government and military advisors in it, so they too can contribute in building the Afghan government, as well as keep track of and manage the advisory corps and it’s efforts. A federal/public partnership, or blended workforce is what you call this. You see this arrangement with other areas of war zone contracting, like with the WPS program–a federal handler, overseeing a contractor security team. Hopefully this blended workforce concept does not impede the advantages of private enterprise, or decrease the strength of government oversight. It should complement both, and the end result should be something everyone can support.-Matt

  

Afghans rely heavily on foreign advisers as transition looms

Nearly 300 foreign advisers, most of them Americans, work at Afghanistan’s Interior Ministry, and hundreds more work in other government departments, a reliance on foreign expertise that raises doubts about the viability of the West’s exit strategy.

Afghan President Hamid Karzai will announce later this month his plans for “transition” from heavy international involvement in Afghanistan’s governance and security to local control. But the number of civilian advisers in the ministries suggests that either Afghans lack the ability to govern themselves or that the international community is trying to run the administration itself, more than nine years after the U.S.-led invasion of the country.

There’s no clear plan to reduce that number.

Foreign advisers in the Interior Ministry, for example, appear to outnumber the senior Afghan officials they serve.

The Afghan government’s capacity to execute plans is so lacking it will spend only half of its $1.5 billion budget for economic development projects this fiscal year, according to the Ministry of Finance — despite the desperate need for investment in education, health and other basic services.

Industry Talk: State Department Planning Calls For 5,500 Security Contractors In Iraq

     The period immediately after the military withdrawal may be especially sensitive, as extremist groups test the new defenses and attempt to demonstrate their own relevance. Current planning calls for 5,500 security contractors to be employed by the State Department in Iraq, roughly double the current number and not including the Office of Security Cooperation. Roughly four thousand of these will be third-country nationals serving as static perimeter security for the various installations, a continuation of current practice at both civilian and military sites. 

     Though the numbers remain in flux, current plans call for about 600 guards in Irbil, 575 in Baghdad, 335 each in Kirkuk and Mosul, and about 3,650 in Baghdad. Most of State’s security contractors, both perimeter and movement, will be hired through the Worldwide Protective Services (WPS) contract, the successor to the current Worldwide Personal Protective Security (WPPS II) contract.      Very cool and it is nice to get some more numbers on what this will look like. In my Scribd I posted the report if anyone wants to read it. It mostly rehashed a lot of the same issues in past conversations and reports about WPS and the civilian mission in Iraq.

     As far as news with the companies and WPS, all I can suggest is to follow the latest reports in the forums.  There are plenty of threads discussing the rumors and the legitimate news about what is going on with the stuff. All I can say is have patience with the process and do all you can to get that WPS certification. That kind of thing will make you very marketable in this industry. –Matt
