     The big story here is AFRICAP, and what the hell is it? I posted some open source stuff on the contract below. From the quote up top, you get an idea of what this contract is all about. The program has 1.5 billion dollars attached to it, so this is pretty significant.

    The other news is PSI coming on to the scene as a player. From TWISS 2 to AFRICAP, they will be busy. My question is who do they know, because winning these two contracts back to back like this is impressive. That company is going to be spinning up a ton of jobs, so definitely keep your eyes on them over the next couple years.-Matt

DynCorp International Selected for New AFRICAP Contract

FALLS CHURCH, Va.–(BUSINESS WIRE)– The U.S. Department of State has selected DynCorp International (NYSE: DCP) as one of four awardees under the AFRICAP recompete, which supports regional stability in Africa by building the capacity of African countries and regional organizations to prevent, manage and resolve conflicts on the African continent. The Department of State currently is supporting programs and initiatives for conflict resolution and stability in Sudan, the Democratic Republic of Congo (DRC), Somalia, Liberia, Sierra Leone, the Economic Community of West African States (ECOWAS) and the African Union. This new multiple award, indefinite delivery/indefinite quantity (IDIQ) contract is a follow-on contract to DynCorp International’s Africa Peacekeeping contract under which it supported contingency and security sector reform programs in Africa for the State Department.

The new AFRICAP contract establishes a mechanism for awardees to compete for task orders to provide training and advisory services, equipment procurement, logistical support services, and construction services to African countries. The period of performance is a base year plus four 1-year options beginning on September 11, 2009. During the performance period, the customer shall place orders with each company for a guaranteed minimum of $500,000, with a maximum ceiling value across all four IDIQ contracts of $1.5 billion over the life of the contracts. Each company has a contract ceiling of $375,000,000.

What is AFRICAP (FBO)

The Department of State (DOS), Bureau of African Affair?s Africa Peacekeeping Program (AFRICAP) program covers much of the security assistance work being requested throughout the continent of Africa. The program enhances African countries ability to conduct peacekeeping operations and builds African capacities for crisis management and counter terrorism. One of the program?s key objectives is regional peace and stability. DOS uses its peacekeeping operations (PKO) funds to advance that goal by undertaking training of armed forces, enhancing their ability to deploy by land, air and sea. AFRICAP contractors also work with regional organizations to enhance their abilities to prevent, manage, and resolve conflict and supporting peacekeeping and peace building operations.

The Department of State, Bureau of African Affairs now seeks sources for the recompete of the AFRICAP program contract. The program encompasses logistics support, construction, military training and advising, maritime security capacity building, equipment procurement, operational deployment for peacekeeping troops, aerial surveillance and conference facilitation. Potential contractors must possess a broad range of functional regional expertise and logistics support capabilities. These tasks will be implemented in countries throughout the African continent, as designated by the DOS, and in conjunction with specific DOS programs and policies. Potential contractors must possess the following capabilities: demonstrated capability for ?in house? construction work, experience working in a third world environment, stability operations support experience, military training, logistics support, equipment procurement institution building, strong financial management processes, proven adherence to timelines, strong HQ support for field, thorough vetting of employees in the field, solid program management, and medical support.

The current AFRICAP contracts were awarded to Pacific Architects and Engineers (PAE) and DynCorp International in FY 2003. Each contract has a ceiling of approximately $500,000,000.00. It is anticipated that the total, combined ceiling amounts of all contracts awarded under this competition may exceed one billion dollars over a five year period. Our anticipated acquisition strategy includes making multiple awards including 3 to large businesses and 1 to a service disabled, veteran owned or 8(a) firm. It will likely be a mandatory requirement that all firms be capable of performing all potential tasks under the contract, however, partnering will be acceptable. The Department of State anticipates the contracts to be IDIQ’s of a hybrid nature with the ability to issue performance based work statements for individual tasks where possible.

An RFP is expected to be released within 60 days of this notice. This sources sought notice does not bind the US Department of State to any agreement written or implied. It is requested that interested contractors submit no more than one (1) binder containing narratives outlining their capabilities to perform the above outlined requirements.
