Industry Talk: Were ArmorGroup Allegations Quashed?

Attkisson asked Krongard about the conflict of interest: 

Attkisson: Did you know your own brother was on ArmorGroup’s board of directors? 

Krongard: No , I did not. 

Attkisson: Why didn’t you know? 

Krongard: Dunno. I guess No. 1 I’m not sure why I should’ve known, but No. 2 he never told me.

Howard Krongar’s job was to investigate alleged misconduct at the U.S. embassy in Kabul. Sharyl Attkisson reports on how one of his personal relationships may have prevented him from doing so.

A hearing has been held over the recently-leaked photos which reveal allegedly lewd behavior by employees hired to provide security for the U.S. Embassy in Kabul. Sharyl Attkisson reports.

John Gorman, a former manager with ArmorGroup, the private company hired to provide security at the U.S. Embassy in Kabul details what he knew and what happened when he tried to stop it.

Krongard is accused of improperly burying legitimate allegations against security contractors Blackwater and ArmorGroup while, and perhaps because, his brother sat on the boards of directors of those compines while he was charged with investigating them.

     It looks to me that Walter just opened up the synopsis on FBO about this contract, and pointed out the key elements. Which is great, but this is nothing new.  Contractors have been taking on extremely complex and tough tasks for awhile now. In Building Afghan Army, It’s Back to Basics

Building up Afghanistan’s army, which has become a top priority in the Obama administration’s strategy, will not be simple, no matter how many more U.S. troops are going to be provided Gen. Stanley A. McChrystal.

Army building, like nation building, is a challenge in a country in which corruption is rife and illiteracy is high. Nine out of 10 new Afghan army recruits cannot read or write, according to recent news reports.

One way to gauge how the U.S. military sees this job is to look at the tasks that have been drawn up for the 175 contractors to be hired to help mentor and train personnel at the Afghan Ministry of Defense.

The U.S. Army Materiel Command has provided bidders for this two-year contract with a 96-page statement of work. It details the tasks to be performed by teams assigned to each of the 18 functional areas within the ministry.

Many of the tasks reflect Pentagon practices transferred to Afghanistan. For example, the contractor is to “develop and deliver an education program on ethical practices for key leaders” in the offices of Defense Minister Rahim Wardak and his top deputies. They are also to develop an ethical code of conduct for leaders, as well as “a tracking system for allegations of corruption.”

(NYSE:DCP), has entered into a definitive agreement to acquire 100% of the stock of Phoenix Consulting Group, Inc. Phoenix provides its proprietary training courses and materials and management consulting and augmentation services to the intelligence community. Terms of the transaction were not disclosed. The acquisition is expected to expand DynCorp International’s services to the intelligence community and national security clients. DynCorp International intends to fund the purchase price with cash on hand.

MR. THIBAULT: Well, the reason that’s important is, so often in whistleblower cases, there’ll be one or two individuals that bring the whistle and allege wrongdoing, and they’re kind of — the history says sometimes they’re summarily dismissed as disgruntled employees, or about-ready-to-be-fired employees. And in this case, it’s not everyone, but it’s — you know, have you experienced that kind of referral in your past?

MS. BRIAN: That’s a great question. I’ve been doing this for 20 years, and there has not been a circumstance that I can point to where such an enormous percentage of individuals have come forward essentially as whistleblowers. It’s — it’s — out of 150 English- speaking guards, we’re speaking to 20 of them. I mean, it’s really quite extraordinary. So it’s unlike anything I’ve ever experienced, and it’s a testament to the magnitude of the problem.

    I wanted to post this as a reminder of how significant this case is. Danielle Brian of POGO said 20 AGNA whistleblowers? Amazing. And I am sure those are just the ones that felt strong enough about their case to come forward.  I am sure there are others who have experienced equally abusive circumstances on this contract. This is pathetic, and I cannot believe how poorly managed this contract was.

   Also, I want to give a heads up to the ‘Isenberg Analysis’ over at PMH.  What David Isenberg is doing is going through the commission transcripts with a fine tooth comb, and providing the context and the historical details that would escape most of us in regards to what these guys are saying.  He has been reporting on this industry for a long while, so to hear his perspective is fascinating.  It is also a three part series, and he has already pumped out part 1 and part 2.  Check it out. –Matt

     The program encompasses logistics support, construction, military training and advising, maritime security capacity building, equipment procurement, operational deployment for peacekeeping troops, aerial surveillance and conference facilitation. Potential contractors must possess a broad range of functional regional expertise and logistics support capabilities.      The big story here is AFRICAP, and what the hell is it? I posted some open source stuff on the contract below. From the quote up top, you get an idea of what this contract is all about. The program has 1.5 billion dollars attached to it, so this is pretty significant.

    The other news is PSI coming on to the scene as a player. From TWISS 2 to AFRICAP, they will be busy. My question is who do they know, because winning these two contracts back to back like this is impressive. That company is going to be spinning up a ton of jobs, so definitely keep your eyes on them over the next couple years.-Matt
