Industry Talk: ManTech Awarded $70 Million Contract To Operate BETSS-C In Iraq

     This is another former military task being handed over to a contractor as the mission continues to change in Iraq. This is a very important job, much like the C-RAM contract I mentioned in the past, and the defenses of these bases will depend upon the job performance of these companies. Good leadership on the ground and team dedication towards doing a good job is critical for this stuff.

     It is also critical that these companies take care of their people. Angry and disgruntled contractors in these positions could definitely be a threat to the contract/mission. It is a reality that impacts both the military and private industry, and it is important to treat your people right if you want them to perform. DoD would be greatly served if they maintained a close watch on the performance of these companies and their crucial task, because lives depend upon it. ManTech Awarded $70 Million Contract to Operate Advanced ISR, Battle Command and Force Protection Systems in Iraq

ManTech International Corporation, a leading provider of innovative technologies and solutions for mission-critical national security programs, announced today that it has received a task order under its Strategic Services Sourcing (S3) prime contract to provide Base Expeditionary Target Surveillance Systems-Combined (BETSS-C) operators in Iraq. The multiple-award task order, in support of the U.S. Army’s Project Manager Night Vision/Reconnaissance, Surveillance and Target Acquisition (PM NV/RSTA), has an initial period of performance of 12 months and two optional six-month extensions. The expected value to ManTech is $70 million if all contract options are exercised.

Technology: Cyber Assassination

In Italy, not too long ago, a mob boss was shot but survived the shooting. That night, while he was in the hospital, the assassins hacked into the hospital computer and changed his medication so that he would be given a lethal injection. He was a dead man a few hours later. They then changed the medication order back to its correct form, after it had been incorrectly administered, to cover their tracks so that the nurse would be blamed for the “accident.”

     This is an interesting thought.  Is cyber assassination possible and if so, is there an example of cyber assassination?  The article below is what grabbed my attention and I wanted to investigate.

     From what I can gather, I found these three sources for the mob boss killing, but I have yet to find a news source. If anyone can confirm or deny that this actually happened, complete with a source, I would be very interested to read it.  I will also make an edit.

     The other thing I wanted to do is present possible scenarios in which cyber assassination could be feasible.  Below I listed several news stories of medical device security and hospitals/industrial plants being hacked. I also think the latest cyber attack against Iran’s nuclear facilities is an example of this type of hacking. So the ability to get into these sensitive and supposedly secure places in the present day is feasible.

     Which leads me to my next point and that is if these things can be hacked into, then could the next step be actually causing death? A terrorist attack designed to kill many people, or an assassination of a specific individual? Food for thought. –Matt

Colombia: FARC Military Leader Mono Jojoy Death Is Blow To Four-Decade Insurgency

They said Operation Sodom, as it has been dubbed, started on Tuesday 21 September, when the heads of all three branches of the Colombian military, the police and the Ministry of Defence met in Bogota to finalise details of the attack.

In the early hours of Wednesday 22 September, 78 aircraft headed for the area known as La Escalera in the Macarena mountain range in Meta province.

They dropped dozens of bombs on Mono Jojoy’s camp, which Defence Minister Rodrigo Rivera has described as “the mother of all lairs” for its size and the number of hidden tunnels it had.

About 400 members of the Colombian special forces then abseiled from helicopters and surrounded the camp.

After hours of fighting, another 400 soldiers and police moved in on the camp, taking it in the early hours of Thursday morning.

     What can I say?  This is an incredible stroke of luck for the Colombian government in their war against the FARC, and bravo to them for pulling off such an operation.

     The first thing that jumped up at me was how they were able to find out who the boot manufacturer was that Mono used to make his custom made jungle boots.  Because from that little tip, this entire operation was grown.  Basically, once they had a fix on these boots, they were able to slip a GPS tracking device into them and follow the path these boots made from shop to secret jungle camp.

     Once the location was found, you can see from the quote up top that the government forces quickly took advantage.  They knew what they had, and they put everything they had into being successful.

     The use of their Embraer Super Tucanos in this operation is very interesting.  With these things, the cost of the air operation is significantly cheaper.  This aircraft is also getting a lot of looks from other countries who are fighting insurgencies where their enemies do not have jet aircraft or any serious air power.  The reasoning here is that why use multi-million dollar jets that cost thousands of dollars an hour to fuel and maintain, when you can accomplish the same task with cheaper prop aircraft?  Colombia is definitely proving the validity of the concept.

     The capture of computer hardware is impressive as well. I would suspect that the FARC is sweating bullets right now because everyone on Mono’s hard drive will now be a target. Expect to see more clean up operations designed to demoralize the FARC, and drive them to either dissolve or just surrender. I certainly hope that Colombia is able to break their will and sink this pathetic drug fueled organization. (Mexican drug cartels, you’re next. lol)

     Now onto some lessons here. The whole GPS in the boot trick is pretty damn cool and I think any chance we can do the same thing with other enemies in today’s various insurgencies would be a good thing. I say the smaller you can make the device, the better, and make it sturdy enough to insert in all and any objects.  Even troops in Afghanistan could be putting GPS devices in all types of things that the enemy could possibly pick up and want to use. These devices should not be just the tools of specialists, and they should be viewed as the tool of modern day combat trackers.

     One area that the GPS trick might be well served, is in the endeavor to track animals for anti-poacher operations.  Eeben Barlow talked about the Rhino poaching problem in South Africa the other day, and I think small GPS tracking devices would be very helpful in anti-poaching operations.

    Better yet, Joseph Kony of the LRA could be tracked using the same method the Colombians used against Mono Jojoy. Either set up some child’s AK with a GPS in the stock, or introduce several of these devices somehow into the possession of this group.  Any way possible to track these folks should be looked at and planned for. If you strive to know your enemy, you should be able to find some weakness or opening at one point in your hunt for him. The imagination is the only limit and the pay off would be incredible. –Matt

BOGOTA—Colombia’s army killed the military leader of the country’s communist guerrillas in a two-day battle that involved airstrikes against his jungle bunker, dealing a major blow to the four-decade insurgency, officials said Thursday.

Victor Suárez, 57 years old, nicknamed “Mono Jojoy,” was the second in command and top field marshal of the Revolutionary Armed Forces of Colombia, or FARC, Latin America’s biggest and oldest guerrilla group. To many ordinary Colombians, his thick moustache and Che Guevara-style black beret were synonymous with the FARC.

“Mono Jojoy is dead,” Colombian President Juan Manuel Santos told reporters in New York, where he is attending the United Nations General Assembly. “This is the most devastating blow ever dealt to the FARC.”

The strike was a big boost for Mr. Santos, who took office in August. He dubbed the military mission, which involved more than 30 aircraft, “Operation Welcome.” In his role as defense minister under Colombia’s previous president, Álvaro Uribe, Mr. Santos oversaw some notable blows against the FARC.

PMC 2.0: Paying Your Local Guard Force With ‘Mobile Cash’

     This is an excellent article that discusses a very unique solution to a problem that we are dealing with in the war zones and other places throughout the world.  When companies subcontract with local guard companies for security, you often hear about how the managers screw over their guard force by skimming off the top of their pay.  They do all sorts crappy things to their people, and it can do a lot of damage to the morale of the guard force.

     The idea of mobile cash is about how the customer that pays for this guard service, can ensure that their contracted guard force is getting paid on time and in full via cell phone/text messaging.(read the article below for details) This is especially pertinent in war zones where telecom might be up and running, but not much else. Africa, Afghanistan and Iraq all have thriving telecom markets, and everyone has cell phones, and this is one more way to tap into this technology for the good of the company and mission.

     In order to maintain the edge in this market of force, and not lose folks to the enemy or a competitor, you need to make sure every last penny you are spending on these guard contracts is accounted for.  It also makes it very hard for your subcontracted field managers to take from the guards, which will also help in your market of force optimization. Anything you can do to minimize the potential for corruptive activities is a good thing.

     Now on to some ideas with this ‘mobile cash’ concept that the authors could have expanded on.  I have talked before about COIN and SMS, and this kind of cell phone payment system will make it easier to crowd source and spread messages. Some of the ideas I was thinking of is to offer bounties through the same system for any individuals that can locate wanted enemies or provide information. You could also provide bonuses to guards that participate in surveys.  How about an english learning program, which would make it a game for guards to learn english?  There are a ton of things you could ask the guards to do in order to get ‘feedback gold’ before they could collect their paycheck. I guess the point is, is just offering payment through this convenient service will be reward enough for anything you need them to do.

     The other thing that you could do with this concept for government related services, is to constantly ask police, military, and government folks to identify issues that need to be addressed within their organizations–before they collect their paycheck via phone. You don’t want to piss them off by making them go through too many hoops, but you could definitely tap into all of these ‘human sensors’ throughout the organizations, and get a feel for what is going on and collect data.

     I really like the commerce angle on this.  If this mobile cash concept makes transactions more transparent with better record keeping, then that will make banks more accountable. Especially when you have dorks like Karzai’s family in charge of the Kabul Bank, and because they keep playing games and writing checks to all their friends, that now you have a bank in trouble. (and I will pull my hair out if the US bails out this bank…pfffft) Hell, if there was a way to bypass corrupt local banks and maybe use international banks or even try a telecom bank type system?  Who knows, but either way the cell phone transaction will only add more record keeping to the whole thing.

     Now for the future.  I believe in several years, the smart phone market will catch up in these war zones.  People might joke, but locals in the cities will purchase these things because they are status symbols. The car, motorcycle, satellite dish, cellphone, and the soon to become a hit ‘smart phone’ are all status symbols that locals in these countries want to have. These devices will also be within their reach just because there will be such a large supply of them throughout the world.  The telecom industries in these countries will also do their best to keep up with this latest trend.  That is just my thoughts on the future of this stuff.

     Now imagine a local Afghan businessman with basically a computer in his pocket?  The apps, the online payment systems of international banks, the social networking, all of it, will be available to these folks in developing countries. It will be wise for us to take advantage of this new reality, and develop strategic communications plan that utilizes these devices as a means to reach out. American commanders are preparing for a major offensive in Afghanistan to attack one of the most formidable enemies we face in country: corruption. Despite sincere efforts to promote governance and accountability initiatives, Afghanistan has slipped from 112th to158th place on Transparency International’s global corruption index. One reason the international community has been unable to effectively tackle corruption in Afghanistan is that our own reconstruction efforts perpetuate the problem. As Secretary of State Hillary Rodham Clinton recently acknowledged, “Corruption, frankly… is not all an Afghan problem.” Money appropriated to secure and stabilize the country is too easily siphoned and redirected as it changes hands, inevitably making its way to local powerbrokers, insurgent networks, and offshore bank accounts, rather than the individuals who need it most. One solution to this problem lies in the palm of our hands: the mighty cell phone.

Weapons: Goodbye TNT, Hello IMX-101

     This is excellent news, and a no brain-er. By switching to an explosive like this, IED’s or RPG enemy attacks will have a less likely-hood of detonating these IMX-101 based munitions. I have no idea if they will put this in the smaller munitions, but the bigger artillery rounds will have it.

     That is good news for the guys who have to transport this stuff by air, land or sea. Even those that are posted at combat outposts where one rocket or mortar could land on an ammunition magazine, and potentially blow it and the base up.  Having these types of munitions will at least minimize the chance of ‘secondary’ type deaths and injuries that can happen in these types of attacks. –Matt

Goodbye to TNT: Engineers qualify safer, more stable explosive

The U.S. Army recently qualified a new explosive that has the same lethality as traditional TNT, but is safer for Soldiers because it is far less likely to explode if dropped, shot at or hit by a roadside bomb during transport.

The new formula, called IMX-101 (Insensitive Munitions Explosive 101), is proven to be safer and more stable than TNT, which ultimately eases the warfighter’s job when it comes to transporting, storing and loading ammunition containing the new explosive.

“It allows us to meet the lethality of TNT, while being more thermally stable,” said Philip Samuels, a chemical engineer with Armament Research, Development and Engineering Center (ARDEC).

“We’re taking the conventional explosive and replacing it with a group of ingredients that are less sensitive.”

Anthony Di Stasio, ARDEC Project Officer, said, “Because it’s less sensitive, the Army can store more shells in a magazine, they can store more of it in one building at a closer distance to the Soldiers. It significantly reduces the logistics burden both here in the U.S. and overseas.”

Throughout the last four years, experts at ARDEC and Project Manager, Combat Ammunition Systems (PM CAS) have worked together to select, test and prepare a more stable explosive to meet the Department of Defense requirement for insensitive munitions.

The goal was to find a safer, less sensitive formula that could easily be fitted for use in the Army’s existing large-caliber projectiles.

In 2007, the Picatinny team began an open competition, soliciting TNT-like formulas from government, foreign, and private organizations under the Common Low-cost Insensitive Munitions Explosive (CLIMEx) program. The team received 23 submissions, and after a year of testing, they selected the top three formulas to advance to another round of system level tests.
