Building Snowmobiles: Cyber Privateers

     Ahhhh, time to fire up the old Building Snowmobiles category again, and thanks to James from Death Valley Magazine for giving me the heads up on this story below. Wired’s Danger Room wrote up an interesting article on the latest contract that Booz Allen Hamilton won with the Air Force in regards to cyber-security. This is interesting to me, because it is a government contracting a PMC to provide security in a commons called cyber space.  It reminds me of our original privateers in the US who were contracted by Congress via the Letter of Marque, to go after the British in that other ‘commons’ called the open sea. And with this latest contract, I would have to say that Booz Allen Hamilton gets the award for top cyber privateer. lol (that is not to say that Booz Hamilton will be getting bounties or seizing assets any time soon, but private industry is certainly answering the call for this one and making some serious money)

     I have lately been toying with the idea of how the Letter of Marque (LoM) could be applied to today’s current cyber security threats and to cyber warfare.  The scope of threats are so large and so complex, that there must be a strategy implemented that can keep up with these threats.  It is my belief that you should approach the problem with multiple solutions that all contribute to the overall strategy, and to create those solutions you need some analysis and you need synthesis.  And cyber privateers is some serious synthesis in my opinion, and I don’t think anyone has really delved into this before.  Issuing a LoM to individuals or companies might be one way to tap into the creativity and freedom of private industry, and still keep a leash on them based on the legal requirements of the letter.  It would be a way for congress to keep control over these kinds of contractors, yet still allow them to do their thing out there.  That kind of free market warfare coupled with very specific control mechanisms is crucial to this concept.

     The LoM can also allow the government to contract with one person or an entire company.  Companies like Booz Hamilton might not be able to attract the star players of cyber warfare.  So if the government wants to get these lone wolves on their side(both foreign and domestic), the LoM and an extremely lucrative bounty or prize law system would be one way to do that. The LoM could also give that lone wolf cyber warrior a license that is signed off and approved by the nations top law makers.  That to me has more appeal than being a subcontractor for some military branch of service, and hanging in limbo as to what laws and policies I need to follow or pay attention too.  Please note all the legal issues surrounding today’s usage of private military companies in the war.  The LoM could be the answer to mitigate those issues for today’s union between private industry and the government.

     Also, the way the LoM works is pretty flexible in my view.  It can be as complex or as simple as we want to make it.  After all, congress would be the ones forming the committee to issue the things, and they would be writing the thing up.  I am sure no one would want the LoM if it did not fully answer all and any legal issues, hence ‘my lawyer will talk with your lawyer’.  That is the way I would envision this.  Because if not, no one would want to do business with Congress and the US government if it did not have all the right protections in that document.

     As to what kind of activities the cyber privateers could do?  Hmmmm. Let your imagination run wild I guess.  Basically, if China wants to use hackers to go after the US for example, those Chinese hackers would be prime targets for cyber privateers.  Hell, cyber privateers could be tasked with going after entire countries that we consider threats. You could also use cyber privateers to go after organized crime, terrorists, etc., and set up bounties for all types of activities that a congress would want their cyber privateers to do. You might want to use cyber privateers for a very specific corner of the cyber warfare market, and the imagination is the only limit. Like Thomas Jefferson once said “Every possible encouragement should be given to privateering in time of war.” Using cyber privateers to conduct cyber warfare or defend the country, is one tool that the government could implement. Consulting giant Booz Allen Hamilton Inc. is going on a major hiring binge.

The McLean-based government contractor is hiring 1,500 people over the next two months and expects to hire about 5,000 workers in 2010, some of which are rehires.

More than 60 percent of those jobs will be in the Washington area, said Leslie Esposito, director of recruiting.

Most of the positions are for consultants and include cost estimators, intelligence analysts, operations research analysts, program managers, acquisitions analysts, clinical health consultants, energy consultants, environmental consultants and human capital management and organizational efficiency experts. There is also a wide range of technology-related positions.

Defense Firms Pursue Cyber-Security Work

WASHINGTON — The biggest U.S. military contractors are counting on winning billions of dollars in work to protect the federal government against electronic attacks.

U.S. agencies from the Pentagon to the Department of Homeland Security have experienced major cyber-break-ins in recent years, even into classified systems. Cyberspies also have siphoned off critical data from Pentagon contractors, including one breach that cost a major aerospace contractor $15 million.

Intelligence officials estimate annual U.S. losses from cyber breaches to be in the billions of dollars, and some worry that cyber attackers could take control of a nuclear power plant or subway line via the Internet — or wipe out the data of a major financial institution.

Technology: SBInet Redux And Drones In Texas

I think this is great that they are looking to bring back some form of SBInet and tap into what is currently available on the market to get the job done. There are tons of cool sensors and technologies that folks can use to get the job done, and probably for a whole lot cheaper than what was originally intended.

But the other component of this must be human. You have to have enough folks to respond to all and any incidents out there, and the best sensors and interdiction devices are human brains mounted on two feet. That is why I like the idea of moving more folks near the border and creating FOBs or Stations throughout the border. Get those human sensors called Border Patrol closer to the action. To own terrain, means being on that terrain, and I really don’t think commuting to those areas is the way to go.

I kind of look at this like forest fire fighting, and we had camps strategically located throughout the forests of the West. We have state camps and federal camps, or ‘stations’. Firefighters actually live at these camps during the summers, and these camps keep them close to the action. If the Border Patrol’s ‘forest’ is that border, then they should have stations dispersed properly throughout that border to cover every square inch of that thing.

I should also note that this FOB idea or stations along the border is nothing new. I am sure numerous groups have been screaming for this to happen for awhile. The Arizona Cattleman’s Association even called them FOB’s in their report, as a homage (probably) to the outposts in Iraq and Afghanistan. With the advent of armed smugglers and drug dealers, maybe FOB’s is a more appropriate term for these stations, than just a ‘station’. And with all of these drones and sensors, you gotta have some officers close to the action in order to act on that information and work with the ‘eye in the sky’. –Matt

Technology Continues to Flow to Southwest Border

While the Department of Homeland Security conducts a program review of its troubled border fence program, Customs and Border Protection has not stopped deploying new sensors in the Southwest, said a senior DHS official.

The Secure Border Initiative’s technology piece, known as SBInet, was designed to create “virtual fences” along remote parts of the northern and southern borders. The program suffered delays, setbacks and cost overruns for years, but the Obama administration signaled its intent to proceed with the plan and field a second version of the system of sensors, cameras and a communications backbone that would tie them all together. That was before the airing of a 60 Minutes report that repeated the conclusions of several Government Accountability Office and DHS inspector general investigations that said the system did not work as envisioned. Two days before the broadcast, DHS Secretary Janet Napolitano announced that SBInet was on hold and that there would be a sweeping review that would look for possible alternatives to the program.

Nevertheless, the department is continuing to spend money on border technology, CBP Commissioner Alan Bersen told the Senate Homeland Security and Governmental Affairs Committee. The agency has spent $50 million of American Recovery and Reinvestment Act money to deploy proven surveillance systems along the border. The bulk of that, $37 million, has been used to purchase several mobile surveillance systems — a suite of sensors mounted on a rugged truck that can be driven to hotspots along the border. The Border Patrol has also received $12.3 million to spend on thermal and backscatter imagers. CBP’s Air and Marine division has received $4.5 million to buy thermal imaging and other cameras for its boats and aircraft.

The key difference is that these are “commercially available, stand-alone” technologies, Bersen testified. No money has been allocated for networking the sensors into a larger communications system.

FAA OKs Drones For Texas Border

This is one of two COAs that have been submitted to the FAA seeking approval for UAV flights along the Texas-Mexico border.

Technology: California Ranchers Wield British Radar To Detect Illegal Border Crossers

   Thanks to Cannoneer #4 for sending me this, and this is an excellent addition to The Defense of Farms and Ranches post.  The other thing I like about articles like this, is it highlights exactly what works and what doesn’t work out there.  What these ranchers are dealing with, is a daily issue that has been going on for years.  An individual protecting his land will come across a multitude of ideas, and try everything under the sun to get a job done.  They will also be pushing that equipment’s lifespan to the limits, and all of this information about the products longevity and usefulness is vital to other end users and to the company that made it.

   Personally, I have not used this product, so I cannot endorse it. I also have no connection to the company, and this just came across my desk as something that was interesting.  If any FJ readers have experience with this equipment, I am sure the rest of the readership would be interested to hear about that-good or bad. –Matt

Calif. Ranchers Wield British Radar to Detect Illegal Border Crossers

LONDON — Frustrated by trespassers attempting to cross into the United States illegally, ranch owners in southern California have purchased a British radar in an effort to protect their property and to help Border Patrol agents nab more intruders.

The Blighter B202 Radar, developed by Plextek Ltd., an electronics and communications design consultancy based near Cambridge, U.K., detects people walking or crawling through the rocky, hilly landscape from four kilometers away, says Nicholas Booth, manager of Blighter sales and marketing.

The man-portable, scanning radar is mounted on a tripod and runs on rechargeable lithium ion batteries. It has a 20-degree wide vertical elevation beam that permits the detection of targets in the distance as well as up close.

“You can see people walking up and down the mountain and on the plains at the same time,” says Booth.

Traditional radars would require tilting to cover the same area.

Logistics: Energy Islands And Biodiesel

     A significant step in reducing the length, complexity and cost of the US military supply chain for fuel.

     According to army-technology.com, “Every 55,702 barrels of fuel burned in Afghanistan by the US military forces corresponded to one casualty…a 10% reduction in fuel consumption over a five-year period could lead to a reduction of 35 fuel-related resupply casualties over the same period.”

     Also, the development of mobile energy systems allows military commanders options for avoiding a trade-off between lighter weapon systems that offer greater range, and heavier weapon or support systems that offer greater armor protection.

     A report by Deloitte calculated that fuel makes up 50 percent of all convoy activity in Iraq and Afghanistan.

    Today’s discussion is about the military going green. I really like the idea of this, because as the articles below have stated, it takes a lot of fuel to power a military during time of war. Fuel is also a strategic asset, and without it, an army can be dead in the water and lose a war. So I like the idea of bringing in alternative sources of fuel, and diversify the fuel consumption process. And I really like the idea of manufacturing fuel locally, via micro processing plants. Better yet, if those micro processing plants focused on fuel, power and water for the operations of the local base as well as the local population center, well then that is a win win situation for everyone.

     Imagine having the local populations focused on growing fuel, for their use and for the local military base’s use? Plus, each processing plant that we cart into that area, could be a gift to the local population when that military base leaves? Better yet, we could teach the locals how to make biodiesel, and an entire industry could emerge. We keep looking at alternative crops for the farmers in Afghanistan? How about we have them grow fuel for the war effort. I have also talked about that here before, and I really like that concept because it makes sense. I also determined in my research that fuel producing plants like Jatropha could be grown in the south of Afghanistan.

     What’s cool about Camelina Sativa or wild flax seed is that it can be grown very easily in ditches or whatever, and does not require a lot nitrogen or water. Therefore, it does not compete with the local food growing or suck in a massive amount of water. It’s a weed more or less, and I like the idea of turning weeds into fuel. It is also native to Central Asia, so that means it could be grown in Afghanistan.

     The energy island concept is very cool. An all in one processing plant, that takes in the biomass and converts it to fuel, heat and power for the base and the local community. If these ARIES systems can do all of that, that is impressive and that is the kind of thing that could win over populations for COIN strategy. It would keep locals busy processing fuel, it would provide power to light homes and streets so they can see threats at night, and it would invigorate business and make people’s lives more comfortable. Lots of benefits from an energy island. Plus it defines the ‘small and many’ aspect of war. You want multiple power/fuel sources, not just one big one in which all of your cookies are in one basket. So I like having multiple energy islands scattered throughout a war zone, and that makes strategic sense.

     There is also another benefit of processing fuel locally, as opposed to shipping it in. Contractors and military personnel are both tasked with transporting fuel in war zones. If it cannot be flown in, it is convoyed in. And like the quote up top has mentioned, how many deaths can we attribute to this high demand for imported fuel for the war effort in Iraq and Afghanistan? How many contractors have died, trying to bring in fuel or water to some outpost? It is an interesting question, and my thoughts on the matter is that if we can minimize the amount of convoy operations it takes to supply an outpost or some FOB, the better. –Matt

On Earth Day, 22 April, the US Navy conducted a test flight of an F/A-18 Super Hornet at Naval Air Station Patuxent River, Maryland, run on a 50-percent mixture of a fuel refined from the crushed seeds of the flowering Camelina sativa plant. The flight of the Green Hornet, as it was called, followed an Air Force test a month earlier of an A-10C Thunderbolt II at Eglin Air Force Base, Florida, fueled with a similar blend.

Both events had the purpose of testing the performance of biofuel/petroleum mixtures with an eye toward the eventual certification of the fuels for routine use. They also demonstrate the efforts of the Department of Defense to increase its use of renewable energy, not only for environmental reasons but also to protect the military from energy price fluctuations and dependence on overseas sources of petroleum.

Technology: Boron Nanowires Could Turn T-shirts Into Body Armor

Boron nanowires could turn T-shirts into body armor

(Nanowerk News) A simple cotton T-shirt may one day be converted into tougher, more comfortable body armor for soldiers or police officers.

Researchers at the University of South Carolina, collaborating with others from China and Switzerland, drastically increased the toughness of a T-shirt by combining the carbon in the shirt’s cotton with boron – the third hardest material on earth. The result is a lightweight shirt reinforced with boron carbide, the same material used to protect tanks.

Dr. Xiaodong Li, USC College of Engineering and Computing Distinguished Professor in Mechanical Engineering, co-authored the recent article on the research in the journal, Advanced Materials.

“USC is playing a leading role in this area. This is a true breakthrough,” Li said, calling the research “a conceptual change in fabricating lightweight, fuel-efficient, super-strong and ultra-tough materials. This groundbreaking new study opens up unprecedented opportunities.”

The scientists started with plain, white T-shirts that were cut into thin strips and dipped into a boron solution. The strips were later removed from the solution and heated in an oven. The heat changes the cotton fibers into carbon fibers, which react with the boron solution and produce boron carbide.

The result is a fabric that’s lightweight but tougher and stiffer than the original T-shirt, yet flexible enough that it can be bent, said Li, who led the group from USC. That flexibility is an improvement over the heavy boron-carbide plates used in bulletproof vests and body armor.
