Dignitary Protection Officer

Job Description Position Summary: International civilian police work helps ensure that law and order are maintained effectively and impartially according to democratic policy principles by assessing, monitoring, advising and mentoring the local host country civilian police. This work helps ensure that human rights and fundamental freedoms are fully protected.
A Dignitary Protection Officer is a specially trained agent who has mastered protective operations and possesses extensive investigative skills, allowing them to deploy countermeasures that ensure the security of all protected dignitaries. The countermeasures consist of the collection of protective intelligence about the environments and sites to be visited. All proper steps and measures are taken to eliminate or reduce all risks including, threats, hazards, embarrassment and compromise of information, thus allowing us to establish a secure area for a dignitary. On duty, a Dignitary Protection Officer may be training/advising/mentoring host country officers or performing protection duties as part of a team.
Incumbent Dignitary Protection Officers must possess and be able to train others on fundamental skills and procedures necessary to provide personal protection to dignitaries, officials, witnesses and others in need of protective security. The host country counterpart may range from the entry-level novice getting started in the field all the way up to the experienced protection provider. The Dignitary Protection Officer must be able to train/advise and mentor counterparts at all levels of experience and training.
An incumbent will have knowledge and experience in the following areas of functional expertise to effectively perform assigned duties:

Dignitary Protection Officers are drawn from various backgrounds consisting of military, local, state and federal law enforcement including United States Secret Service.
Once the Officer has passed all essential requirements for employment, each may then cross-trained to ensure that each Officer is familiar every aspect of the protection skill set.
Preparation for assignment to a host country may include assurance that each is trained in and able to train host country officers in protective maneuvers, advance work, first aid, protective driving, close quarters combat, anti-terrorism techniques, surveillance and firearms. Some Officers who are not already certified may be required to train for and obtain high certificates of medical treatment such as Emergency Medical Technician and Paramedic certifications.
International civilian police work helps ensure that law and order are maintained effectively and impartially according to democratic policy principles by assuring that elected and other government officials, religious and business leaders, and other dignitaries are able to perform official duties and travel in safety. This work helps ensure that human rights and fundamental freedoms are fully protected.
JSI will provide uniforms, equipment, and gear to include weapons for those involved in armed missions. Living quarters are usually arranged by the host country or sponsoring agency (e.g., United Nations, Department of State). In some specific situations, JSI will provide all lodging, food service, and associated services. Deployed Officers will also be supported by a JSI Project Management Office (PMO) that will be staffed by U.S. personnel, host country and other nationals. The PMO, as circumstances permit, may provide necessary morale, welfare and recreation (MWR) needs which may include work-out facilities and equipment, audio-visual entertainment, reading material, internet access and other resources.
Minimum Qualifications Essential Qualifications, Education, Skills and Experience:
– U.S. Citizen
– Valid/Current U.S. Passport
– Ability to communicate in English
– Unblemished background determined by a background check, drug/alcohol/substance abuse screening, employment verification, credit check and validation of references and qualifications. Background checks will be supported by information in the resume, DoS Form 1440 and SF-85 submitted by the applicant.
– Valid U.S. Driver’s license and ability to operate a standard transmission 4×4 vehicle
– Excellent health and ability to pass a law enforcement-type physical, an agility test and a psychological test is required.
– Eight (8) years of active law enforcement experience including a minimum of five (5) years in a position of sworn civilian law enforcement officer in a full-service law enforcement entity with direct experience in a dignitary protection role; or
– Currently serving as a sworn law enforcement officer or separated from sworn law enforcement service within the past five (5) years with direct experience in a dignitary protection role; or
– Two years of service in the US Secret Service in a dignitary protection capacity; or
– Former active duty military experience with training and experience in an armed dignitary protection capacity
– Two or more years working for a licensed Personal Protective Services company with at least one year of experience in a dignitary protection capacity.
Note (1): Current service on or successful completion of a U.S. CIVPOL Dignitary Protection assignment is acceptable as active service time.
Note (2): Service in a Military Police unit or federal uniformed law enforcement entity (i.e. U.S. Capitol Police) is currently not qualifying.
– Knowledge of International Police Standards
– Experience in a multi-cultural environment
– Ability, motivation and willingness to train other individuals in the applicant’s area of expertise
Valued but not required Education, Skills and Experience:
Proof of graduation from a course or courses covering one or more areas of functional expertise listed above; e.g., Basics of Dignitary Protection.
Fluency in host Country native language(s)
POST certification or other equivalent certification
EMT certification
Completion of Adult Learning training
Physical Demands and Work Environment:
Successful applicants can expect to live and work in a harsh and austere environment.
Working days and hours will be longer than that experienced on assignments in the U.S.
Location: Various including Lebanon, West Bank, Sudan, Haiti, Kosovo, Liberia, Pakistan and other countries yet to be determined that seek criminal justice sector development support.
Reports to: Program Manager through the local Country Task Order manager
Compensation and Benefits:
Compensation packages range from $115,000 to $182,000, and consist of base salary plus applicable bonuses and benefits for a one-year contract. Salary is paid biweekly or twenty-six times during a 12 month tour of duty. . Salary may be available for foreign income tax exemption as well. To fulfill the time requirement on a one-year contract, an employee must work 312/313 days out of 365. Working hours are twelve (12) hour days six (6) days per week. Vacation is accrued at 4% of the hours worked, or approximately two (2) weeks over the course of the assignment. Actual compensation offered may be higher but will depend on the special qualifications, experience and intended role of the successful applicant among a variety of factors.
