Jobs: Program Manager-Merida, Mexico

I apologize if this is not an armed security type job like I normally post, but because this is for Mexico, I figured I would promote it here on the blog. The Merida Initiative is one of those deals where contractors can totally get in there and make a difference if given the task. There is a war in Mexico against these cartels, and they need all the help we can give them.

This is also a great job to post to coincide with this recent article about the ramped up efforts in Mexico. In the article they discuss how contractors are a way to get US resources into Mexico, and bypass Mexican law that prohibits US military help. This actually reminds me of something that MPRI would be doing. Here is the quote:

Officials are also looking into embedding a team of US contractors inside a specially vetted Mexican counternarcotics police unit. Officials on both sides of the border said the new efforts have been designed to get around Mexican laws that prohibit foreign military and police from operating on its soil, and to prevent advanced US surveillance technology from falling under the control of Mexican security agencies with long histories of corruption.

Now of course this gig does not at all sound like they will be ’embedded’ with counternarcotics officers. But if I find more jobs related to Merida, I will post them as I find them. Program Manager – Merida

Description Overview:
The Program Manager will reside in Mexico City, Mexico, and shall have direct responsibility for successful management of all phases of the assigned program. This position is required to implement and maintain project cost accounting and record keeping processes. The Program Manager prepares written and oral reports for the Director of Operations as requested and oversees the program related field operations of the company. In addition, the Program Manager works closely with other departments such as Human Resources and Accounting to provide timely project related information.


Primary Responsibilities:
•    Defines and leads top priority contract initiatives to successfully achieve project goals
•    Manages Customer Relations relating to the Merida Program
•    Develops and manages project budget
•    Leads project team, exercising a wide degree of creativity in solutions-oriented management
•    Reports to the Director of Operations of the Logistics and Operations Division and assists senior management in the development and implementation of contract performance measurement criteria that ensure alignment and enable performance tracking against strategic and operational objectives, goals and targets.
Contract Management Responsibilities:
•    Manages staff that provides payroll and human resources services for more than 100 Mexican nationals hired under the Olgoonik Technical Services subsidiary legally established in Mexico City to work on a range of projects established by the Embassy and directed by Embassy personnel.
•    Insures that the PMO strictly follows Mexican labor law and regulations practices.
•    Insures that Olgoonik Technical Services subsidiary complies with Mexican tax law
•    Maintains financial, accounting and business records as required by Mexican law, and Generally Accepted Accounting Principles (GAAP)
•    Reports as required to US Embassy, Department of State and Corporate offices on financial, HR and operational activities.
Corporate Management Responsibilities:
•    Supports strategic and tactical business improvements to create profitability, competitive advantages and customer value
•    Assists and supports senior management in developing strategic plan (SP) and executing SP initiatives
•    Designs and implements strategic and operational performance measurement systems
•    Assists the Director of Operations with financial and operational oversight of the project and act as support manager for other divisions when necessary
•    Supports the growth of the business through business development activities, including proposal preparation and client visits
•    Coordinates with other divisions to obtain required support on cross functional projects
•    Insures company policies, programs and information are communicated and implemented appropriately
•    Supports the Director of Operations in executing the business development plan
•    Performs other duties as may be assigned from time to time by Director of Operations
Supervisory Responsibilities: This position has supervisory responsibilities for program management office staff in Mexico City and other locations as assigned.
Education and/or Experience:
•    Ten years professional experience generally in high level logistics/supply chain management sales or operations.
•    A significant background in federal contract administration may be substituted in lieu of SCM experience.
•    The incumbent for this position must be a US Citizen, fluent in Spanish with firsthand experience in Mexico and a general understanding of Mexican labor law principals.
•    Management experience in a government contract setting is essential.
Candidate should have a strong understanding of cost & value creation drivers, knowledge of general customer requirements and trends within the supply chain management industry specifically pertaining to government contracting. Candidate should have experience with strategic planning/strategic management, project costing, operations analysis and financial modeling.
Candidate should have experience with professional quality programs such as ISO9001, Earned Value Management, Six Sigma as well as related tools & techniques. Demonstrated ability to apply project management methodologies is desired. Demonstrated ability to implement and maintain QA/QC procedures.
Must be able to think strategically and work towards meeting short and long term goals. Experience with employment selection and identifying developments needs of employees required. Must have the ability to monitor work and adjust priorities as needed. Sound business ethics and consistency in words and actions is required. Leadership ability that will enhance the skills and spirit of the employees, foster a stimulating work environment that embraces diversity, encourages open communication and fosters respect for the individual while accomplishing corporate objectives is essential.
Must be proficient with Microsoft Suite of products including, Word, Excel, Access and E-mail business software. Must demonstrate a good attitude and ability to work as a member of a Team. Position requires self-motivation and the ability to work effectively under a minimum of supervision. Must be able to multi-task efficiently, work in a fast paced environment on multiple projects, and have a strong attention for detail.
