Interesting. I am not familiar with Germany's laws or constitution. All I do know is that Germany is looking at different ways of doing business, as well as actions that are cost effective and an efficient use of manpower. Ideas like using contractors or using a foreign legion are ways of raising an army, or maintaining force levels during peace time or war time. But who knows how things will go there? Budget concerns, manpower concerns, and the strategic goals of a country are all factors.
