Afghanistan: DynCorp Contractors Cleared By Kabul Police In Auto Crash

     The question I have now is who was in the crowd that helped to create this riot?  Because it wouldn’t take much to bring a crowd to that point, and especially if they had experience doing such a thing in past riots. –Matt

U.S. Cleared in Afghan Crash That Led to Rioting

KABUL, Afghanistan — The Kabul police have cleared a United States Embassy vehicle of fault for a deadly collision on Friday that set off anti-American rioting near the embassy, a senior police official said Sunday.

After the crash, hundreds of enraged onlookers threw rocks, chanted “Death to America” and set ablaze two American vehicles.

The intensity of the response revealed the deep-seated hostility toward Americans and raised fears of a repeat of the pandemonium that swept the city and left 14 people dead after a fatal crash in May 2006. In that case, a truck in an American convoy plowed into a dozen Afghan cars and killed at least five people.

On Sunday morning, several hundred Afghans marched peacefully through central Kabul to protest both Friday’s collision and the deaths of other civilians caused by American and other Western military forces. Escorted by Afghan police officers, they chanted slogans against the United States, as well as against Iran and Pakistan.

Afghanistan: DynCorp Contractors Attacked By Crowd After Fatal Auto Accident

   If anyone has any information on this one, I am all ears. It sounds like to me that they were unfortunately in a part of town that is not too friendly towards contractors or foreigners.  Or worse yet, the crowd was fed by some instigators who took it upon themselves to twist the story around and try to create a riot.

   All I know is that some Afghanis are dead from a horrible crash, and some DynCorp contractors are wounded because of a hostile crowd. If they were attacked by the crowd, then they showed some serious discipline to ‘not’ fire their weapons in self defense. I mean this could have ended up like another Blackwater Bridge scenario, the way it sounds. Who knows, and as more information comes out, I will make the edit. –Matt

Edit: July 31, 2010 – A big thanks to Ashley Burke from DynCorp, who sent me this update and statement from the company. The thing I keep looking at here, is how quickly the crowd formed and attacked this crew. There must have been instigators in the crowd.  And it sounds like the Afghans who pulled out in front of the DynCorp convoy are at fault here. But yet the crowd could care less. Here is the statement:

I saw your recent posting and wanted to make sure you had the full DI statement on this incident.

On July 30, 2010, DynCorp International (DI) personnel were involved in a car accident in Kabul when an Afghan vehicle unexpectedly pulled in front of them on a road to the airport. Several Afghan civilians were killed in the tragic accident.

When the DI personnel exited their vehicle to assess the situation and assist, a crowd quickly formed, the DI team was attacked, and their vehicle was set on fire. A second DI team arrived on the scene to assist, that DI team was also attacked by the crowd, and their vehicle was set on fire.  Local police arrived quickly. DI personnel took no action against the crowd and did not fire any shots, deferring to the local police who took action to disperse the crowd and remove the DI team to safety.

Any accident involving a loss of life is tragic. Our condolences go out to the families of those who were killed or injured in the accident. An investigation into the accident is underway and, until that investigation is complete, it would be inappropriate to comment further.

The employees involved in the accident are working under a program sponsored by the U.S. Department of State.

Auto Accident Involving American Contractors Leaves 4 Locals Dead; Mob Hurls Stones, Sets Fire to Vehicles

A fatal traffic accident involving private U.S. security contractors sparked an angry demonstration in Kabul Friday, with enraged Afghans hurling stones, setting fire to two vehicles and shouting “death to America” before police fired guns into the air to disperse the crowd.

Four Afghans were killed in the accident on the main airport road, according to Kabul’s criminal investigations chief, Abdul Ghaafar Sayedzada.

U.S. embassy spokesperson Caitlin Hayden confirmed to CBS News that the SUV involved was carrying four contractors from DynCorp, a private security firm affiliated with the embassy. Afghan police officials said the Americans were traveling in a two-vehicle convoy.

There were conflicting accounts of the accident and its aftermath. Local witnesses told CBS News that the Americans were driving the wrong way down the road, though DynCorp said that version of events was “not correct.”

Witnesses also said only three locals were killed in the crash, with the fourth dying after the U.S. contractors opened fire into the crowd.

Industry Talk: DoS Doubling Their Security Contractor Force In Iraq?

     But according to a joint statement issued by commission co-chairs Michael Thibault and Christopher Shays, the State Department may also need to more than double its private security force, from around 2,700 today to 6,000 or 7,000 personnel.

     All I have to say, is wow!  That is a lot of jobs for the industry.  I posted awhile back about the DoS’s coming requirements in Iraq as troops draw down, and it is amazing to me that congress or anyone covering this would be surprised by what will be required of this contractor force. Rescuing downed air crewmen or diplomats won’t be the only jobs for these types of forces, now that the troops will be gone.  Other scenarios might present themselves as well, and taking care of these problems was usually the task of troops.

     With the troops in Iraq, the mission of searching for and destroying mortar teams or rocket teams was their task.  (even counter sniper missions, but DoS and others have always had their own contractor designated marksmen)  But now that the troops will be leaving, who will take over these jobs?  The Iraqis?  Well I hope for the sake of the DoS and their various camps throughout Iraq, that they trust the Iraqis enough to take care of these kinds of attacks. Because as the troops leave, I think attacks will surge, and the insurgency or others will be focusing on making the phased withdrawal look like a bloody retreat.  That means an increase in attacks, and it is what I would do if I was the enemy.

     With that said, it does not surprise me that DoS would want this kind of hardware and manpower.  It would also not surprise me that the missions of contractors will include a lot more responsibilities.  Rescuing downed crewmen in aircraft or sending quick reaction forces to aid convoys and motorcades in trouble will require equipment and capability that mimics what the military had for such operations.  Anything less, and now you are putting those crews at risk, as well as putting the lives of folks doing work in the field at risk.  Congress must know that if DoS does not have dedicated reserves, either military or contractors, that it cannot safely do what it has to do.

      I will take it a step further.  Contractor QRF’s will be the ones responding to these indirect and direct attacks on the bases, and these QRF’s must have all the tools necessary to do the job.  Whatever a platoon in the military has, a contractor force should have, and I see no reason for limited that QRF or hamstringing them by only allowing them small caliber weapons with limited range or capability.  I say contractor QRF’s, because what happens when the Iraqis refuse to do the job?  It’s either use that contractor QRF, or sit in your base and take fire indefinitely, and watch as your casualties grow and your compound gets reduced to ashes and rubble?  Or you could send up a Blackhawk with weapons mounted on it, and that contractor crew will have to take care of the problem from the air.

     My point with all of this, is that in order for us to achieve this troop draw down, as well as maintain a civilian presence in Iraq so we can continue to help that government stay on track, congress is going to have to face some realities. I think that is the overall message that DoS was sending to congress, and it is the message I got out of all of this.  The way I see it, security contractors are all they have….. unless congress wants to implement the draft or halts the troop drawdown. But then of course you have Afghanistan and all their troop requirements.  So yet again, we are presented by a scenario where contractors are the best thing we got in order to fill a manpower/security vacuum, during a crucial phase of a war…..  Your welcome. lol –Matt

U.S. Contractor Use in Iraq Expected To Rise

As the U.S. military pulls troops and equipment out of Iraq, the State Department will have to rely increasingly on contractors to perform such services as flying rescue helicopters and disarming roadside bombs, a congressional commission warned.

That is not an ideal solution but none other seems available, members of the Commission on Wartime Contracting in Iraq and Afghanistan said during a July 12 hearing.

While the Defense Department works to reduce its dependence on contractors, the State Department will have to greatly increase its use of hired help.

“Boy, that really troubles me,” said Dov Zakheim, a commission member and former Pentagon budget chief. “You’re going to be getting contractors not only doing what they’re doing today, but doing things that are inherently governmental.”

Industry Talk: Two DynCorp Contractors Killed In Afghanistan

     This just came up on my virtual desk, and this is all that is known about it so far. I do not know the names and there isn’t any chatter on the forums yet. This attack was at the police training center in Kandahar.  I will post any edits if anything pops up. Ms Sparky has it up on her blog as well.

     Rest in peace to the fallen, and all condolences go out to the friends and families of these brave men. –Matt

Edit: 06/08/2010- Two Killed in Attack on Afghanistan Police Training Facility– An American police mentor and a Nepalese security guard working under DynCorp International’s Afghan police training contract were tragically killed yesterday, when insurgents attacked a police training facility in Kandahar, Afghanistan.

Gary W. Willard, 44, of Resaca, Georgia, deployed to Afghanistan as a police mentor on June 22, 2009. Prior to his work in Afghanistan, he was a sergeant with the Calhoun Police Department in Georgia. Earlier, he spent almost ten years with the Whitfield County Sheriff’s Office in Dalton, Georgia. Before his law enforcement career he was a member of the United States Marine Corps.

Hit Bahadur Gurung, 39, of Nepal worked as a security guard at the Kandahar police training facility.

“These men supported the mission in Afghanistan with courage, honor and excellence, and gave their lives in pursuit of a more secure Afghanistan,” says CEO Bill Ballhaus. “We extend our deepest sympathies to their families, loved ones and colleagues.”

US Contractor, NATO Troops Killed In Afghanistan

Two foreign nationals, including a U.S. contractor, were killed on Monday in a suicide-bomb attack by Taliban on a police training camp in southern Afghanistan, reports said.Also on Monday, three soldiers of the NATO-led International Security Assistance Force (ISAF) were killed in the country.The U.S. Embassy said an American working for Dyncorp, a U.S. security company, was killed when a suicide-bomber rammed his explosive-laden vehicle into a police training center in the southern city of Kandahar. It did not disclose the nationality of the other person killed.Moments later, an attempt by two other bombers to enter the compound was foiled by security forces who shot them to death, reports quoting a spokesman for the provincial Governor said.

Industry Talk: What Investors Are Attracted To, And Why Companies Should Take Care Of Their People

    Private equity investors are attracted to companies as target platform acquisitions that have the sufficient size, management talent, and infrastructure to support the critical mass necessary to achieve arbitrage available through increased scale. In addition, the rate of growth, profitability and customer base and how they are perceived by investors are important factors to consider. Finally, the capabilities of the management team and its commitment to the execution of plan which will enhance the growth of the firm are other important considerations.

   “In my opinion, DynCorp has always been a tough public stock,” says Joseph Vafi, a stock analyst covering defense contractors at Jeffries & Co. “A lot of what they do carries a lot of headline risk with it.

   I don’t usually talk about the money stuff in this industry, because it is out of my lane.  But I want to understand it, and emphasize what matters to our industry. If in fact a company wants to be attractive to investors, they need to pay attention to what those investors are looking for in a company. With our industry, headline risk is a factor that can make or break a company.  Customer service and satisfaction can make a or break a company as well. To me, it is the guy on the ground, and his leadership, who matters most when it comes to preventing headline worthy incidents or preventing poor customer service. So in this case, taking care of your people is pretty damned important–if you want to be attractive to investors.

   The guy on the ground is what I like to focus on here at the blog, and any time I can convince a company to make the necessary investments into their people, I am happy. The individual on the ground, with the gun in his hand and fulfilling that contract in a war zone, can make or break that company. It is so important that a company do all they can to insure that contractor is happy and has guidance. Because the opposite of that, is an individual that can sabotage your company purely because they feel the company has wronged them or could care less about them.  Worse yet, if the company has not done the necessary things to insure quality management at all levels, and sound policy implementation at all levels, then that can further erode the desire of an employee/contractor to do well.

   In other words, customer service and satisfaction is highly dependent on how your people perform out there and how they feel they are being treated.

   Your leadership needs to be treated well too. They should be well compensated, well supported, and given plenty of guidance.  Because those are the guys who will either work hard to make their team shine, or fail miserably by not really caring what his people are doing.  So with both cases, a company must care for both the management and work force out in the field.

   Here is a metaphor for what I am talking about.  In this war, there is a lot of effort and talk about not creating more insurgents in a village through violent or repulsive actions.  When we accidently bomb a village and kill innocents, or go back on promises made to that village, or do actions that are offensive to that local population, we create people that hate us.  They will work against us in all manner, either by joining the insurgency or helping the insurgency in little ways.  We could create a hatred in someone that lasts a life time, and that someone will tell everyone about how they were wronged–for a life time. Some of these folks will even recruit people into their hatred campaign, and the damage will just keep perpetuating. Is your company creating insurgents in the work place?  That is the point.

  If a contractor felt they were wronged by a company, they could become like the villager turned insurgent.  These folks will not care to do a good job, they will tell others how terrible the company is, and they will not care about the property of the company.  And because most guys need to work in order to feed a family and pay bills, they will do just enough to stay with the company, but not care to do well for the company. Oh, and any guesses about how this individual will impact customer service and satisfaction?

   Worse yet, their drive to not care could translate into an incident that actually requires them to care.  Incidents where if that individual who has a gun, is tasked with a critical job in a convoy operation or static security, and now they are pissed off–will this askew their decision making ability for shoot/no shoot situations?  War zones are stressful enough, and companies should do all they can to minimize undo stress upon their contractors/employees.  Companies should ask, ‘will our actions and policies, create insurgents within my company’? Something to ponder if you want to make your company more appealing to investors. –Matt

Private equity firms have left an indelible mark on the Defense and Government Technology Services (GTS) markets. The investments made by private equity funds in the industry have spawned many of the premier public companies, including Anteon, SI International and Veridian. Once dominated by the activity of a few giants such as the Carlyle Group, Frontenac, and GTCR Golder Rauner, the number of private equity firms that are active acquirers today has increased dramatically. Private equity funds now account for a significant share of the M&A transactions. In 2005, approximately 20% of the 85 M&A transactions in the GTS market were completed by either private equity funds directly or the platform companies within their portfolios. A wide array of private equity players have emerged as buyers including Arlington Capital, Veritas Capital, The Edgewater Funds, New Mountain Capital, Littlejohn and Company, and Riordan, Lewis and Hayden. While Veritas Capital has been an active acquirer of defense hardware companies since the early 1990’s, they recently turned their attention to the large and rapidly growing technical and professional services markets with their recent acquisitions of DynCorp International, McNeil Technologies, The Wornick Company and the assets of MZM, Inc, which they renamed Athena Innovative Solutions.
