Industry Talk: DynCorp Contractor And Former Police Officer Brett Benton Killed In Afghanistan

Rest in peace to the fallen. Brett was part of a very important effort in Afghanistan to train the Afghan police forces. He has paid the ultimate sacrifice and the US and Afghanistan both owe him and all contractors whom have paid the ultimate sacrifice in this war a tremendous amount of gratitude. No one wanted Brett Benton to leave the Kenton County Police Department.The well-liked officer had been there for 10 years, started the department’s K-9 program and had been promoted to sergeant.“He was one of the best and brightest that we have, no question about it,” said Chief Ed Butler. “He was the kind of police officer you like to have work for you as the chief.”But Benton had a plan.He and his wife of nearly nine years wanted to move to from their Dry Ridge home to Madison County.

Afghanistan: New Century Contractors Credited For Stopping Attack On 3-Star SEAL’s Osprey During Jailbreak

McGonigle was a retired Irish police officer serving as a consultant with New Century, a private security firm based in London that advises Afghan forces. He and another unidentified British contractor are credited with opening fire on the escaped detainees after seeing one of them aiming the RPG launcher, forcing them to take cover and abandon targeting the Osprey.
“The initial actions of [name redacted] and Ken McGonigle diverted a potential disaster by engaging the armed individuals leaving the DETFAC,” the report said. “The individual carrying the RPG was in a launch posture aiming in the direction of the LZ.”

When this happened last year, there wasn’t a lot of details about the incident. I did a post about the death of McGonigle, and found a little information about New Century. But now that a FOIA was filed and these details are front and center, I think it is appropriate to recognize the heroic actions of these contractors whose actions ‘diverted a potential disaster’. –Matt

Edit: 06/09/2011 – I received an email from a reader that identified a mistake in this newspaper. Here it is:

Ken was a member of the Royal Ulster Constabularly (RUC), he was from a village outside of Londonderry.  He was not an Irish police officer but a British one.

3-star SEAL’s Osprey targeted in jailbreak

Two detainees escaped from a detention facility on a Marine base in Afghanistan, then used a grenade launcher to target an MV-22 Osprey about to take off with a three-star Navy SEAL on board, Marine Corps Times has learned.
Vice Adm. Robert Hardward was in the Osprey on base Aug. 7 after visiting the headquarters of 1st Battalion, 2nd Marines, in the Musa Qala district of Helmand province. He heads Joint Task Force 435, which oversees detainee operations in Afghanistan, and has been nominated to replace Marine Lt. Gen. John Allen as the deputy commander of U.S. Central Command. Allen is expected to become the top commander in Afghanistan this fall.
The details are outlined in an investigation report obtained by Marine Corps Times through the Freedom of Information Act. Marine officials in Afghanistan said last summer that two Marines and a contractor were shot to death by a detainee who escaped from an Afghan-run detention center. However, it was not disclosed that a detainee had taken aim at the landing zone with a grenade launcher, or that Harward was on base when the detainees escaped.

Industry Talk: DynCorp Wins AFRICAP Training Task Order For The DRC

I couldn’t find anything more about this on FBO.  Hell, I couldn’t even find the task order. I did find my old post about AFRICAP and all of the folks involved, but that is the last I have heard about it.

This latest deal for the Congo will be quite the contract. That place is definitely a hardship tour, but it also fits in with DynCorp’s future leaning statement the other day. –Matt

DynCorp International Wins AFRICAP Training Task Order

DynCorp International (DI) announced today that it has been awarded a task order under the Africa Peacekeeping Program (AFRICAP) to provide basic leadership training to personnel within the military of the Democratic Republic of the Congo.
“DI has extensive experience and success in providing training designed to enhance the leadership and management capability of our partners in the government of the Democratic Republic of the Congo.”
“We are proud to continue our work in promoting peace and stability in Africa,” said DI President Steve Schorer. “DI has extensive experience and success in providing training designed to enhance the leadership and management capability of our partners in the government of the Democratic Republic of the Congo.”
The task order, awarded by the U.S. Department of State’s Bureau of African Affairs, has one base year and two option years. The total potential revenue is $17.1 million if both option years are exercised. The AFRICAP program supports regional stability in Africa by building the capacity of African countries and regional organizations to prevent, manage and resolve conflicts on the African continent.
Under the task order, DI will provide basic leadership and specialty training focusing on junior and mid-level military personnel in functional areas such as communications, logistics, and engineering.

Industry Talk: Xe Gets A New CEO And Some New Blood

Xe is starting to infuse some new blood into their game. Red McCombs, John Ashcroft and Bobby Ray Inman all make the list and here is a quick run down of each.

The Texas oil executive (Red McCombs) is a co-founder of Clear Channel Communications and a former owner of the Minnesota Vikings, Denver Nuggets and San Antonio Spurs.
In addition, former Attorney General John Ashcroft and retired Adm. Bobby Ray Inman, a former director of the National Security Agency, have been brought on board as independent directors.

Not to mention the new CEO Ted Wright who came from KBR. It will be interesting to see where the company goes from here. –Matt

Xe Services, successor to Blackwater, names new CEO

Xe Services, the security and training company formerly known as Blackwater, has named a new chief executive officer. He is one of several new faces joining the company as it tries to distance itself from a history of legal troubles and international controversy.
USTC Holdings, Xe’s parent company, announced Wednesday that Ted Wright will join the company as CEO effective June 13. Wright comes to Xe from Houston-based KBR, a global engineering, construction and services company, where he had been president for North American government and defense. He spent 30 years on active and reserve duty in the Air Force.

Legal News: Donnelly Amendment To Improve US Oversight Of Private Security Contractors Passes House

You know, better late than never.  We will see how this goes and if in fact this impacts the industry positively.  Stuff like this only helps to legitimize security contractor use in the war and ensure that this industry is more asset than liability. I would be curious to hear what any industry folks have to say about the amendment and it’s possible impact on the war? –Matt

Washington, D.C. – Today, Congressman Joe Donnelly offered an amendment to the National Defense Authorization Act for Fiscal Year 2012, H.R. 1540, legislation authorizing Pentagon programs for the coming year and setting forth our nation’s defense policies and priorities.  Donnelly’s amendment would direct the Department of Defense (DOD) to devise a comprehensive strategy setting out standards for oversight plans governing all private security contracts funded by the DOD and designate a single official in the country of operations with the responsibility of certifying that each private security contract has an effective oversight plan and that the contractor’s employees are properly licensed and permitted to do their work.
