 “Even acting outside the limits of my role as mayor, I will end the kidnappings, extortions and drug trafficking. We are going to do this by whatever means, fair or foul.”

Asked if his new squad would operate outside the law, Mr. Fernández said: “In some ways, that’s right. What the criminals want is that they can break every law, but that we have to respect every law. Well, I don’t get that.”

Government Efforts to Control Drug Turf Wars Aren’t Enough, Some Say; Mayor Promises to ‘Clean Up’ Organized Crime

MEXICO CITY — Mexico’s war on drugs took a grim twist this week, as a prominent mayor said he had created an undercover group of operatives to “clean up” criminal elements — even if it had to act outside the law. Underscoring why the mayor may have felt compelled to take such steps, the new police chief in a neighboring town, a retired brigadier general, was shot and killed Wednesday, four days after taking up his post.

The events shed light on the state of Mexico’s battle to try to control powerful drug cartels and stop the turf wars between rival gangs that have killed an estimated 14,000 people since President Felipe Calderón took office in December 2006. Frustrated with the government’s approach, Mexicans are searching for other solutions.

Mayors and state governors across the country say they feel powerless to control the traffickers, who have corrupted local and state police to such a degree that they are considered part of the problem, rather than part of the solution. Mr. Calderón has sent 45,000 army troops to various Mexican states to try to stem the violence, but the killings have continued, with more than 6,300 people dead in drug-related violence so far this year, according to Mexican newspaper estimates.

Law Enforcement: DEA Announces Largest Single U.S. Strike Against Mexican Drug Cartels

   Awesome.  That is all I have to say.  Clean up this infestation of criminal enterprise, and do it with style I say.  I hope to watch this operation on Discovery Channel in the near future, and maybe someone at the DEA will sell t-shirts? lol  Anything to support the destruction of these cartels, is alright in my book.

    Now if Congress issued Letter of Marques again, then that would really be cool.  To use private industry to eradicate an enemy of the state (and to the world) like these drug cartels, would be an excellent use of the Letter of Marque. Plus the LoM is still on the books!  (Article 1, Section 8 of the US Constitution) Anyhoo, good job to the DEA, and happy hunting guys. –Matt

DEA Announces Largest Single U.S. Strike Against Mexican Drug Cartels Project Coronado results in 1,186 arrests and huge drug and money seizures against one ofthe world’s most violent drug cartels

DEA Acting Administrator Michele Leonhart announces the results of Project Coronado.  Joining her to announce the results are Attorney General Eric Holder, FBI Director Robert Mueller, and ATF Acting Director Kenneth Melson.

OCT 22 – WASHINGTON – DEA Acting Administrator Michele M. Leonhart joined Attorney General Eric Holder and other federal officials today to announce the results of “Project Coronado”, a 44-month multi-agency law enforcement investigation which targeted the La Familia Michoacana drug cartel. FBI Director Robert S. Mueller III and ATF Acting Director Kenneth E. Melson also participated in the announcement.

Yesterday and today, 303 individuals in 19 states were arrested in a series of takedowns through coordination between federal, state and local law enforcement. More than 3,000 agents and officers operated across the United States to make the arrests during the two-day takedown. 62 kilograms of cocaine, 729 pounds of methamphetamine, 967 pounds of marijuana, 144 weapons, 109 vehicles, 2 clandestine drug labs were also seized in the past two days.

Somalia: William Lind on Piracy, and Letter of Marque in the News

Everything old, is new again!  lol

    This article is from last month, but it is still pretty good.  It has pissed off some folks though, because some say Lind’s assessment is too dated or simplistic for today’s complex world.  But hey, Lind is just using history to help answer today’s questions and this is the 4th Gen. Warfare master talking here.  I also posted a Google search for Letter of Marque, and surprisingly the concept has some legs. –Matt

      On the surface, the antics of Somali pirates and the comic opera response of the maritime powers is worthy of a re-visit by Gilbert and Sullivan.  Despite the presence off Somalia of the largest concentration of international warships since World War II, Somali pirates go on their merry ways, taking ships and holding them for ransoms.  While they seldom make their captives walk the plank and most prefer the green flag of Islam to the Jolly Roger, they are pirates in the full sense of the word, owing allegiance to no state.  Pirates might be justified in claiming they were the original Fourth Generation warriors.
