Building Snowmobiles: For Total War And Netwar, You Need Both A ‘Defense Industry’ And An ‘Offense Industry’

Total war is a war in which a belligerent engages in the complete mobilization of all their available resources and population.

Netwar is a term developed by RAND researchers John Arquilla and David Ronfeldt to describe an emergent form of low intensity conflict, crime, and activism waged by social networked actors. Typical netwar actors might include transnational terrorists, criminal organizations, activist groups, and social movements that employ decentralized, flexible network structures.-wikipedia

Very cool and this was by far the most interesting article I have read about netwar or networks in this current war.  Bravo to General McChrystal for writing this and sharing. It is food for thought, and I highly recommend reading this thing.

Probably what really jumped out at me after reading this, is that mimicry strategy is what McChrystal is talking about here.  Funny how this pattern continues to repeat itself in war fighting.  It also really complements what John Arquilla and David Ronfeldt talked about with Netwar. But most importantly, McChrystal and the authors of this concept both agreed that the best way to defeat a network, is with a network.

Now this is where I want to add my little angle to the whole concept.  I personally think that the US military is not nimble enough or organized properly to act like a network. Even these leaders and strategists mentioned have agreed on that point. Sure, maybe some of the special forces units within the military might be able to accomplish this, but will there be enough SF teams to keep up with all the cartels, pirates, terrorists, and cyber-hackers?

What about the police, both federal and state?  With transnational terrorists, criminal organizations etc., are there enough law enforcement to keep up with the deluge? In both the military and police examples, I do not think that they can match the size, spread and scope of today’s miscreants.  An example is the drug war against the cartels. It is overwhelming the Mexican government, and the US is not doing that great of a job either, despite all the efforts of law enforcement.

In the war against these folks like Al Qaeda, pirates or the cartels, I have doubts that there are enough military, police or intelligence assets to keep up with the formation of all of these networks. And the simple fact that Osama Bin Laden is still free to move around in this big world of ours, indicates to me a problem. When trying to locate a needle in the haystack, the more folks you have participating in that process, the higher the chance of finding the thing or person you are looking for. Many hands make light work, so to speak.

So what is missing is scalability of the current netwar that governments are waging against these viruses of society. What I propose is that what is missing is an equally decentralized and flexible network that can compete with the growth of these non-state actors and their enterprises.  What I think is missing in this war, is a licensed and regulated market that profits from our enemy’s destruction. One created to promote netwar (or whatever works). That last part is crucial.

I have talked about the concept of the Letter of Marque and Reprisal in the past, and of how important privateers were to early America.  I have also highlighted what makes the drug cartels or modern day pirate industries so strong–and that is the drive of monetary gain or profit.  With terrorists, their profit is a different currency that is spiritually based. A suicide bomber profits from their act, because they are told and belive that they have secured a better life in heaven (or whatever place they go). Everyone does what they do, because of personal gain.  It could be monetary gain, spiritual gain, political gain, etc.  The point being is that this gain or profit, is what fuels their enterprise.  In order to defeat that enterprise, you need an enterprise that is equal in size and scope and vitality.

I believe that a purely government venture is a half measure. The full measure of war against these non-state actors, is to include private industry in the process of destroying these folks. Today’s private industry is not used in this way, and the resistance against such a thing indicates the ego and naivety of today’s war planners and law enforcement leaders. No one likes to admit that they are overwhelmed and they certainly do not want to compete with private industry.

It’s kind of like how the Postal Service viewed companies like Fedex or UPS in the beginning. But of course the government postal system and private industry are still in existence today, and they co-exist just fine. If anything, they learn from each other and the competition drives innovation in each group. If you go into a Post Office today, they look and feel like a Fedex or UPS store, and their prices and even customer service are comparable.

Now to apply this example to the war effort, imagine a company like Dyncorp capturing or killing Osama Bin Laden? I mean after Gary Faulkner did his thing in Pakistan, all types of feathers were ruffled, and everyone in government, military and the media were all balking at the idea of an individual without any government guidance going after OBL? Talk about ego…. I think most Americans, and most of the world wouldn’t care who nabbed this guy or how it was done–just that he was captured or killed–end of story.

And this is the point I am trying to convey.  I think a private company or individual could be quite effective in this war, if given the license and legal authority to do so by their government. But what is most important to this relationship between private industry and government, is that once given the approval, a company can organize, hire the talented people, find the most suitable ideas for the task, purchase the best equipment and weapons, and create a winning strategy to gain profit.  That is a very powerful concept.  Those companies that are not innovative or are hard working, will not succeed.  But those companies that get it, and have the flexibility needed to do what they got to do, will be rewarded by profit, and that profit will drive that engine of innovation for the fight.

Not only that, but once successful companies come onto the scene–whether small or large, then others will copy what they are doing.  Pure mimicry strategy, but at the business/war fighting level.  You see the same pattern with today’s pirates, cartels, and terrorists. They too use mimicry strategy, and copy the models of operation that give them the most profit and reward.  Money or spiritual reward is what fuels the engines of these industries, and as a result, they are unstoppable. Piracy and the drug trade are prime examples, and following the rules of mimicry strategy, it would take an industry to stop these industries. Or at least keep up, because in the end, not only do you want to copy what they are doing, but add one or two things to the model of operation that gives you the edge.

Now for those that are reading this and saying, ‘what happens if these privateer companies, turn into pirates’? Funny, that is exactly the argument that the US government used after they wanted to get rid of the privateer concept and develop a fully functional navy.  The war planners used all sorts of excuses to get rid of the competition of private industry.

Of course there were privateers back then that went on to be pirates, but to me, this very small percentage of possible outcomes of this industry, are far outweighed by the positives of using private industry in this way.  I would also suggest that out of the thousands of security contractors that have cycled in and out of today’s security contracting industry, that a few might have gone on to commit crimes back home and abroad–but that is the 1 percent of 1 percent. To me, I have yet to see this ‘privateer to pirate’ phenomenon that folks continue to use as an argument against private security.

Most have served honorably, and most do not sell their services to criminal organizations. Of course there are few, and of course there are also corrupt cops or unethical and immoral military folks that do crimes as well.  Criminal acts and bad behavior are things that happen in all organizations.  And even during the Revolutionary War, most privateers went back home to be fishermen or work in shipping. Piracy was a crime that attracted criminals, pure and simple, and to classify all privateers as criminal because of the acts of a few, is dumb.

So going back to the Letter of Marque and Reprisal, which happens to be a law that the US congress has the right to use, would be just one way of licensing and regulating this private industry designed to destroy our enemies. If that is too unsettling to the powers that be, then modify the ITAR and issue license that way. I would also require companies to be bonded, and I would reopen Prize Courts so that asset seizures could be another way that companies could profit from the destruction of our enemies.

Another argument that I continue to hear against the concept, is that the Hague forbids privateering and the issuing of Letters of Marque and Reprisal.  In my view, it is not the Hague that stops us from doing this–it is a lack of political will and courage to toss out old and outdated treaties and do what is most important.  That is to win the war that is of national interest, and of the interest of the people. If winning wars is the priority, and the current war has a virus in the form of networks, then in order to compete with such networks will require an equal amount of networks–plus whatever innovation/edge.

Finally, there is another point I wanted to make, and that is today’s ‘Defense Industry’ profits off of creating weapons and equipment for the war effort, or providing defensive or logistics services in the war zones. In terms of war fighting, all companies benefit from the war continuing, and there is not a market mechanism in place to put a stop to that process. Winning a war stops that process though.

To me, what makes better sense is to create an ‘Offense Industry’, which is purely focused on destroying the enemy as quickly and as efficiently as possible, and essentially working itself out of a job. I compare it to the commercial hunting of the Buffalo in the wild west–when there was no more buffalo left (or enemy), the hunters worked themselves out of a job.  What fuels a ‘Defense Industry’ is war, and what fuels an ‘Offense Industry’ is the destruction of an enemy.  Or at least that is the goal when you create, regulate and license an ‘Offense Industry’.

Also, it should be the goal of politicians and war planners to win the war as quickly as possible, once a war has been deemed necessary to fight.  As time drags on, the enemy will learn how to compete against you, because they too have learning organizations and continuous improvement as part of their plan.  To me, if winning a war is a priority, then it should also be a priority to send everything you got at the problem to finish it as soon as possible.

The current war is coming up on the ten year point, and I have yet to see Osama Bin Laden’s head on a pike. Nor have I seen any ‘Closing Business’ signs in front of cartel businesses in Latin America. Nor have I seen today’s pirates whimpering back to their countries because piracy sucks. And we are definitely not seeing today’s lone wolf hackers or state sponsored cyber criminals receiving any threats that would give them pause. Total war (and netwar) require the strategic use of all available manpower of a nation, and/or world effort, and that requires both a vibrant Defense Industry and a well regulated and licensed Offense Industry among the fielded armies in this endeavor. Or we can continue to depend upon the few and the overwhelmed to win these wars. –Matt

From the outset of my command in Afghanistan, two or three times each week, accompanied by a few aides and often my Afghan counterparts, I would leave the International Security Assistance Force headquarters in Kabul and travel across Afghanistan — from critical cities like Kandahar to the most remote outposts in violent border regions. Ideally, we left early, traveling light and small, normally using a combination of helicopters and fixed-wing aircraft, to meet with Afghans and their leaders and to connect with our troops on the ground: Brits and Marines rolling back the enemy in Helmand, Afghan National Army troops training in Mazar-e-Sharif, French Foreign Legionnaires patrolling in Kapisa. Publications: Breaking Ranks–Dissent And The Military Professional, By Andrew Milburn

Should dissent be founded on the right action or the right effect? A third of the MCWAR officers surveyed argued that in the face of a moral dilemma, the military professional should focus on the effect desired: mitigation of the immoral order, rather than the conscience- salving but possibly ineffectual act of resignation. These officers advocated an indirect approach: addressing higher authority, leaking the story to trusted journalists or politicians, and dragging their feet in execution— “slow rolling” in military parlance. “What else can I do?” asked one officer rhetorically. “My only option is to conduct covert actions to reduce the risks of misfortune and of American casualties.”18 This approach is certainly not without precedent. As one Army colonel commented in response to the survey, “The most (commonly) used form of disobeying an order I’ve seen is slow-rolling.”19 This option does have some prima facie appeal, combining its own moral logic with a pragmatic focus on effects.

     Thanks to Paul from Facebook for bringing this to my attention.  This paper is actually causing quite a stir amongst the military crowd, and is certainly thought provoking. It also is relevant considering the General McChrystal firing a couple months back.

     What struck me as extremely interesting, is the conclusion and the preferred method of dissent with today’s command. That would be covert dissent, because it allows the commander to stay in their position of power and continue to protect their people and others.

     Commanders have a choice when they have decided that an order is immoral. They could be overt or covert with their protest. If they are overt, they would be fired or have to resign, but their message would be loud and clear. This is a symbolic stance, and can be successful if used properly.  The problem with that one though, is their men would still be a victim of that order because the replacement leadership would probably be selected for it’s ability to carry out the order and not question the higher command. You would hope that the symbolic open protest would stop the activity, but what if it doesn’t? Now you are no longer in the loop to stop the source of this terrible and life threatening decision making.

     Or an officer can stay in that position, yet covertly protest the order using a number of methods. You can fight it from within. Slow rolling or ‘dragging your feet’ was mentioned as the most commonly used way to disobey an order. Other methods were to leak the immoral or unethical order to the press or appealing to higher authorities. With these methods, an officer can stay in command, achieve the goal of commanding and protecting their troops, while at the same time disobeying the order. In other words, to stay in their position of power and dissent covertly is preferred.

     Now if I was to compare this to the private industry, there are similar themes. On the blog I have talked about some of this stuff under the category of Jundism. ‘Have the courage to do what is right’ is one of those topics that I have touched on. I have also discussed ways in which managers or contractors can report wrong doing within the company. You can be an overt whistleblower, or you can dissent covertly.  My thoughts on it are to dissent covertly, use whatever strategy you can to protect self and others, and leave the company as soon as you can find another gig. With this last method, you can also educate your subordinates to do the same and as a manager you can protect them until they too can leave. Just leave and don’t waste your time and life on a pathetic company. With this method, the company will either suffer massive attrition, damage to their reputation and a loss of money. Or if they care to be competitive in today’s market, they will learn that ‘taking care of your people’ is pretty darn important.

     The only time I advocate open protest is when lives are needlessly put at risk because of a company policy, and time is of the essence. You must protect yourself and others, and do it the smartest way possible. But I also realize that the situation dictates.

     Another point to bring up for those of you that have an interest in monitoring companies.  Probably one of the best indicators of the quality and health of a company, is to review how many folks have resigned or were fired. Those companies with high attrition rates are usually the ones that do a terrible job of taking care of their people. Or to review those companies with numerous defaults on contracts.

     I have even heard of guards organizing and striking, and that would be another area to investigate. Or better yet, guards collectively jumping contract, and crossing over to another company.  That way they maintain work and their team cohesion,  and they overtly hurt the company by costing them money (training, transport, etc.) or causing a default on contract.

     But these contractors can also become blacklisted by said company with both of these incidents. A contractor’s reputation might be negatively impacted by an action like this as well. So with that said, a contractor really has to be smart as to the best course of action.

    With that whole blacklist thing, I will have to do a separate post.  You can get blacklisted or put on a ‘do not hire’ list for all sorts of reasons and it is another reason why dissent must really be thought through before you take action. There are circumstances under which a military officer is not only justified but also obligated to disobey a legal order. In supporting this assertion, I discuss where the tipping point lies between the military officer’s customary obligation to obey and his moral obligation to dissent. This topic defies black-and-white specificity but is nevertheless fundamental to an understanding of the military professional’s role in the execution of policy. It involves complex issues—among them, the question of balance between strategy and policy, and between military leaders and their civilian masters.

Any member of the military has a commonly understood obligation to disobey an illegal order; such cases are not controversial and therefore do not fall within the purview of this article. Instead, the focus is on orders that present military professionals with moral dilemmas, decisions wherein the needs of the institution appear to weigh on both sides of the equation. Whether the issuer of the order is a superior officer or a civilian leader, the same principles apply. However, because issues at the strategic level of decisionmaking have greater consequences and raise wider issues, I focus on dissent at this level.

Leadership: The Next Petraeus–What Makes A Visionary Commander?

You will have to make your compromises and … turn your back on your friends, but you will be a member of the club, and you will get promoted and get good assignments. Or you can go the other way, and you can do something, something for your country and for your Air Force and for yourself. … You may not get promoted, and you may not get good assignments, and you certainly will not be a favorite of your superiors, but you won’t have to compromise yourself. … In life there is often a roll call. That’s when you have to make a decision: to be or to do.”

     As I read through this I was thinking ‘What makes a visionary PMC/PSC CEO?’ You really don’t hear much about that kind of thing in our industry.  Although there is plenty of good stuff to learn from the military community, and that is why I wanted to post this.

     I also had that famous quote running through my head ‘to be, or to do…’ from the mighty Col. John Boyd. One of the points of this article is that the military has a hard time producing leaders that are there ‘to do’ the job, primarily because the system really doesn’t lend itself for that.  It is more restrained and not very flexible.  Everyone has a specific career track, with boxes that must be checked off. God help you if you draw outside the lines in this world, or dare to take a different path.

     The other point made was that of life experiences and preparation for the real world of being in the high command. That these guys are having to not only be masters of the combat arms and strategy, but must also be the ultimate ‘everyman’.  They could be working with civilians, talking with Rolling Stone reporters, hanging out with Presidents that could care less about winning wars and more about politics, working with disaster relief organizations in disaster zones, trying to manage a massive civilian contractor force and ‘building snowmobiles’ on a daily basis just to win the numerous political wars, as well as the real wars. Being a general these days is no joke.

     I would also apply the same standard to today’s CEO of PMC’s and PSC’s.  This is an incredibly fast paced and technological world we live in. In order to stay competitive, a company and it’s leaders must always stay ahead of the game and their competitors. At least in our industry, CEO’s either do well and keep the company profitable, or fail miserably and be kicked to the road.  The free market is what produces our ‘visionary commanders’.

President Obama recently demoted General David Petraeus, the man who led the turnaround in Iraq and is widely acknowledged to be the most effective military officer of his generation.

In June, the president needed a new commander to lead the war effort in Afghanistan, after General Stanley McChrystal spoke too openly with a Rolling Stone reporter and was forced to resign. And, while few may realize this, when Petraeus was appointed to take over in Afghanistan, he was replacing a subordinate. Petraeus may yet be hailed for saving the day. But he also got a new boss and moved one step down the chain of command.

How does this happen to the best our military has to offer? Why was there no other general to take the job?

The short answer is that the US military has failed to produce enough leaders like Petraeus–the kind of broad-minded, flexible strategic thinkers needed to lead today’s most difficult missions. And a large contributor to this failure is the military’s inflexible system of promotion, which can actively discourage young officers from getting the mind-expanding, challenging experiences that could turn them into potent generals.

Military News: Gates Recommends Mattis For Central Command Job

   What a strange and crazy couple of weeks.  Who would have guessed that all of this shuffling of military leadership would have happened, and like this?  We get rid of McChrystal because of comments his team made in a Rolling Stones article, we pull Petraeus from CENTCOM and make him the guy in charge of Afghanistan, and now the toughs as nails Marine named Mattis will be in charge of CENTCOM. What a ride! Interesting stuff and I look forward to how this new mix of leadership will pan out for the overall war effort. –Matt

Gates Recommends Mattis for Central Command Job

WASHINGTON, July 8, 2010 – Defense Secretary Robert M. Gates today recommended Marine Corps Gen. James N. Mattis to be the next commander of U.S. Central Command.

Defense Secretary Robert M. Gates has recommended to President Barack Obama that he nominate Marine Corps Gen. James N. Mattis, commander of U.S. Joint Forces Command, to succeed Army Gen. David H. Petraeus as commander of U.S.

If confirmed by the Senate, Mattis will succeed Army Gen. David H. Petraeus, who now commands U.S. and NATO forces in Afghanistan.

Mattis currently is commander of U.S. Joint Forces Command.

“General Mattis has proven to be one of the military’s most innovative and iconoclastic thinkers,” Gates said during a Pentagon news conference today. “His insights into the nature of warfare in the 21st century have influenced my own views about how the armed forces must be shaped and postured for the future.”

Somalia: Al Shabab Is Gaining Strength, TFG Corruption Causes Soldier Defections

     Boy, this isn’t a pretty picture.  I have mentioned in the past on why it is important to ‘pay your soldiers’ if you want them to stick around, and this is a prime example of how important that is. Al Shabab has made some moves lately that have increased their size and hold on territory.  Not good for the TFG, and not good for the west.

     I also wanted to mention that Petraeus was the one that signed off on US military covert operations in Somalia. So if we have guys there right now, then a really excellent thing they could do to stop the bleeding is to gain a foothold on the payment and management of these Somali troops.  We spent the money to train them in Ethiopia, we can certainly watch over the payment of their services in Somalia. I compare this to our handling of the HTN contracts in Afghanistan that are causing so many headaches.  We must insure there is adult supervision with this stuff.

     Or, we should just allow the TFG to crumble, and let Al Shabab to take over….  Because as it stands right now, Al Shabab has momentum and they are closing in fast.  And as they conquer and absorb these other Islamic extremist groups, the people will see this strength and bow down to this Islamic force.  How could they not, if the TFG can’t even do the simple task of paying their troops? (and that’s after we gave them the money to pay their troops with) This is basic Governance 101.

      I guess what I am saying is that Al Shabab, and in a larger sense Al Qaeda, is on the verge of a ‘win’ in Somalia. Can we afford this, and especially with what is going on in Afghanistan, or with the victory we are claiming in Iraq? Momentum is quite a thing, and if you give an enemy ground, they will now have something to promote their effectiveness with.  Hell, if we want to give General McChrystal a way to redeem himself, I say let the ‘industrial death machine of Iraq’ have a go in Somalia? Don’t put him charge of AFRICOM, but definitely put him in charge of some kind of project he can focus his talents on. Somalia needs that kind of talent and attention, or we will lose it. –Matt

The Transitional Government (TG) is negotiating with Hizbul Islam. This Islamic radical group is the smaller rival of al Shabaab, and less radical. The more radical members of Hizbul Islam are defecting to al Shabaab, so it makes sense that the less radical ones would try to cut a deal with the TG. Otherwise, an even smaller Hizbul Islam could be crushed by al Shabaab. Meanwhile, the TG is itself threatened with fragmentation as many members of the government strive to rearrange the deal that determines which clans get how many seats in the parliament. Somalis have a hard time compromising, and prefer to fight, which is the main reason the country is such a mess. Corruption is the other big problem. This was seen recently when hundreds of government soldiers, trained by foreign instructors, demonstrated at the presidential palace for back pay. The money had been stolen by government officials, who consider a government job as a license to steal. Donor nations have a hard time convincing officials that effective government cannot survive such attitudes.
