Jobs: Team Leader For MPRI, Mexico

Very interesting. This is the first big advertisement I have seen for work down in Mexico, and I hope it is not the last. Although being that this is MPRI, you practically have to be a retired General to get these types of jobs. But it is a great company to work for, and they have lots of interesting projects around the world.

MPRI is also the go to company for this kind of training and assistance around the world, and I am sure their ITAR license was very particular with this one. I doubt these guys are armed, and I am sure Mexico and the company is intent on keeping these guys out of the lime light. I just hope the cartels don’t sniff them out and make them a target.

Either way, very cool and let me know if you pick up this contract or not? The assistance you provide will save lives and help the Mexican and American governments by making their counter-drug forces more effective. Quotes: The Interior Ministry In Kabul Depends On 282 Foreign Advisors, And 120 Are Contractors!

     The Interior Ministry in Kabul has 282 foreign advisers working there, according to the NATO Training Mission Afghanistan, which placed them in the ministry. Of the 282 advisers, 120 are contractors, costing $36 million a year, paid for by the U.S. government. The rest are made up of 119 U.S. military and U.S. government civilians, and 43 from other coalition countries…..

     …..Several Interior Ministry officials, serving and retired, were complimentary about the work of the foreign advisers. One mid-ranking security official, who didn’t want to be named because he wasn’t authorized to speak to reporters, said that corruption would be “many times” greater if the foreigners weren’t present. 

     That last part of the quote up top is what I was focused on.  If you read through the article below, you hear all sorts of negative comments about the services of this foreign advisory group, to include bashing the contractor element. Of course those corrupt souls in the Afghan government would bash these pesky foreign advisors that would report on their greedy activities…. To me, this advisor crew is vital to the war effort, by helping to minimize the amount of corruption in this government.  Imagine if there was no adult supervision?

    Also, DynCorp and MPRI were listed as some of the top contractor advisors, which is interesting.  MPRI is like a retirement home for retired military officers. So it would make sense that this collection of military mind power and experience would be directed towards a very crucial part of the war.  And that is getting the Afghan government on it’s feet, and trying to make it look good in the eyes of the people.  A tall order if you ask me.

     This also indicates to me the strategic importance of contractors.  The US and NATO could have insisted on having an all federal or military group of advisors.  But they do not have that capability, and they have had close to ten years to try and develop an all government force.  As you can see, private industry has been able to answer the call just fine, and a majority of this group is composed of smart and very capable contractors, doing a very important job.

     It is also an example of the ‘blended workforce’ concept. This advisory corps has 162 government and military advisors in it, so they too can contribute in building the Afghan government, as well as keep track of and manage the advisory corps and it’s efforts. A federal/public partnership, or blended workforce is what you call this. You see this arrangement with other areas of war zone contracting, like with the WPS program–a federal handler, overseeing a contractor security team. Hopefully this blended workforce concept does not impede the advantages of private enterprise, or decrease the strength of government oversight. It should complement both, and the end result should be something everyone can support.-Matt

  

Afghans rely heavily on foreign advisers as transition looms

Nearly 300 foreign advisers, most of them Americans, work at Afghanistan’s Interior Ministry, and hundreds more work in other government departments, a reliance on foreign expertise that raises doubts about the viability of the West’s exit strategy.

Afghan President Hamid Karzai will announce later this month his plans for “transition” from heavy international involvement in Afghanistan’s governance and security to local control. But the number of civilian advisers in the ministries suggests that either Afghans lack the ability to govern themselves or that the international community is trying to run the administration itself, more than nine years after the U.S.-led invasion of the country.

There’s no clear plan to reduce that number.

Foreign advisers in the Interior Ministry, for example, appear to outnumber the senior Afghan officials they serve.

The Afghan government’s capacity to execute plans is so lacking it will spend only half of its $1.5 billion budget for economic development projects this fiscal year, according to the Ministry of Finance — despite the desperate need for investment in education, health and other basic services.

Legal News: MPRI The Target Of Class Action Lawsuit For Operation Storm

    Interesting case, just because it kind of highlights some history about Operation Storm and the work MPRI was involved with. I wouldn’t mind hitting on this in a future ‘history’ or ‘strategy’ post, because I am sure there are some very intriguing areas to explore when it comes to this operation.  It certainly sounds impressive.

    As to the case, I will not comment too much because I don’t know a lot about either side’s position.-Matt

Edit: 08/20/2010 – David Isenberg has far more to say about this, and the consensus he found is that this is a weak case. David also reported on MPRI back in the day, and interviewed the participants of Operation Storm.  So I tend to think he has this one nailed.

U.S. Mercenaries Accused of Abetting Genocide

     (CN) – A private U.S. defense contractor “trained and equipped the Croatian military for Operation Storm and designed the Operation Storm battle plan,” which killed or displaced more than 200,000 Serbs in 1995, in the largest European land offensive since World War II, the Genocide Victims of Krajina say in Chicago Federal Court. They demand billions of dollars in damages from MPRI, founded by U.S. military officers who were “downsized” at the end of the Cold War, and L-3 Communications, which bought MPRI for $40 million in 2000.”This is a class action brought by ethnic Serbs who resided in the Krajina region of Croatia up to August 1995 and who then became victims of the Croatian military assault known as Operation Storm – an aggressive, systematic military attack and bombardment on a demilitarized civilian population that had been placed under the protection of the United Nations,” the 40-page complaint begins.”Operation Storm was designed to kill or forcibly expel the ethnic Serbian residents of the Krajina region from Croatian territory, just because they were a minority religio-ethnic group. Defendant MPRI, a private military contractor subsequently acquired by Defendant L-3 Communications Inc., trained and equipped the Croatian military for Operation Storm and designed the Operation Storm battle plan. Operation Storm became the largest land offensive in Europe since World War II and resulted in the murder and inhumane treatment of thousands of ethnic Serbs, the forced displacement of approximately 200,000 ethnic Serbs from their ancestral homes in Croatian territory, and the pillaging and destruction of hundreds of millions of dollars worth of Serbian-owned property. ABOARD USS GUNSTON HALL (Reuters) – Men in blue overalls haul on the ropes alongside American crewmen sporting hardhats shaped as Stetsons and decorated in the stars and stripes.

“Pull harder! Coil the ropes!” one of the Americans barks at the “ship riders,” a term used for the West African sailors aboard the U.S. amphibious landing vessel as she slips her moorings in the port of Dakar.

This is a floating academy, part of an effort by the U.S. military to train local navies and coast guards to combat rising instability in the Gulf of Guinea — an increasingly important source of oil and other raw materials for western markets which has drawn huge international investment.

The United States says the destabilizing effects of piracy, drug smuggling, and illegal fishing in the area are also costing West and Central African coastal economies billions of dollars each year in lost revenues.

“You have an area that is traditionally a landward-focused region which is awakening to the impact of the maritime domain,” said Captain Cindy Thebaud, commander of the U.S. Navy’s Destroyer Squadron Six Zero and head of the project.

Maritime Security: MPRI/L3 Awarded Maritime Security Work In Equatorial Guinea

     Awhile back I posted the job ad for this contract, and it sounds like MPRI has been given the go for it.  For you guys that were on standby or are currently involved, congrats and I hope it works out for you.

     I am still a little foggy as to what exactly MSEP will entail, and there might be a little bit of everything there.  The original job ad had positions in security, search and rescue, detainee processing, information technology, logistics/maintenance, and administration. I suspect it will all be ‘teaching’, as opposed to ‘doing’.  But you never know with this stuff, and there might be a little bit of mentorship going on here. This is a PMC (or now maybe a PNC) standing up a coast guard for Equatorial New Guinea, and that is definitely significant.

     Also, MPRI has some experience with Equatorial Guinea, as well as other gigs in Iraq and Bosnia. This definitely diversifies their contracts and is a good move in my opinion (not everything is in Iraq, which is smart). If any MPRI guys are reading this and would like to fill in some blanks, we are all ears. –Matt

L-3 Awarded Maritime Security Work in Equatorial Guinea

NEW YORK (BUSINESS WIRE) — L-3 Communications announced today that its MPRI division has been awarded a $58 million firm-fixed-price task order with the government of Equatorial Guinea to establish a Maritime Security Enhancement Program (MSEP). This task order is the first part of a multi-year contract, with a potential value of approximately $250 million. The MSEP is designed to provide nationwide coastal surveillance coverage for the Republic of Equatorial Guinea.

“This important contract award represents a strategic opportunity to contribute not only to the vital maritime security of Equatorial Guinea, but also provides a thoughtful approach toward establishing long-term stability for the entire region,” said Jim Jackson, general manager for MPRI’s International Group.

The MSEP envisions completion of a surveillance site network and operations centers in Equatorial Guinea within three years. This would be followed up by two years of sustainment and maintenance support for an estimated contract total of five years.
