Job Tips: Navigating The FBO And Learning About Security Contracts OCONUS And CONUS

Vendor: Are individual guard weapons truly required to be fully automatic, as semi-auto weapons are shown to be safer and increase accuracy?

-From a question on one of the solicitations from the FBO. 

     This is cool. I have been playing around with the FBO search features and figured out a way to identify all the armed security related solicitations that have come out over the last year, for Iraq and Afghanistan. This is how you can find out what is coming up for contracts, and who has won what. It is also a way to put rumors to rest and refer to a source that you can depend upon for clarification.

     For those contractors and businesses that are interested in tracking FBO, just use these NAICS codes ‘561612 — Security Guards and Patrol Services’ and ‘561613 — Armored Car Services‘ in the Advanced Search feature of the site. Then play around with locations and see what pops up. I have already searched Europe, Asia, South America, etc., and lots of interesting things pop up.

     What was really intriguing to me was to see how many documents came out this last year, both in the US and abroad in regards to the search input of security guards, patrol services, and armored car services. 328 pages of solicitations came up! That is remarkable and it sure doesn’t sound like the government is shying away from contracting security. If anything, that just shows how dependent the government really is on private industry to provide these services.

     Also, if you click on any of the Afghanistan solicitations below, you will find the questions and answers section under synopsis. This is where vendors ask the contracting officer about the particulars of the solicitation. This is very interesting to me, because a lot of the questioning revolves around Crazy Karzai’s decree and how it will impact these contracts.

     Along with these clarifications, might I also point out that two awards just came out in regards to armed security contracts in Afghanistan. There were also some solicitations that were cancelled, and probably because of the latest crap going on in Afghanistan. Maybe not, and I am not privy to the particulars of these contracts and the deciding factors.

     Either way, please check out the links below because you can learn a lot about these armed security contracts overseas. I also need more folks checking this stuff out so they can pick up on any little details that are of interest that is being missed by the industry or public discourse. The FBO is a wealth of information, and if you are a small business owner or independent contractor trying to get into the game, it is vital that you track and understand what is coming out on FBO so you can ‘be prepared’ and ‘know your stuff’. –Matt

Jobs: Ship Security Officers, OCONUS

   The thing to focus on with this gig is that you must be SSO trained, and medical/ SIA certified.  This is a UK company and unless you have these kinds of credentials, I wouldn’t even bother submitting a resume.  But, they do offer the courses for SSO, SIA, and probably medical as well. (go figure, lol)  Which is cool, and you could knock out a bunch of really necessary courses through this company, if you wanted to get into the maritime security industry. That is not to say that you will get a job with EOS, if you go to their courses, but it will definitely make you more marketable.

   I am not the POC or recruiter and please use the email provided below in order to submit your resume. Now if this is another ‘notional opportunity’ thing, who knows, but it doesn’t hurt to get in the ring and submit anyways.  I noticed that Wakenhut was advertising as well for WPS guys. (I am sure all of the big companies are in on the bid) So we will see.

   A couple of things about this.  First, I mentioned yesterday that the requirements for security is pretty high right now in Afghanistan, and this drive to up the numbers of WPS folks is a part of that process.  The worldwide requirements for securing government employees out there is tremendous. So the WPS program will need some folks, and it will be interesting to watch that evolve and grow.  Although the one thing I continue to hear from contractors on this program, is that the rules and policies can get pretty ridiculous, and it is filled with typical government bureaucracy. But work is work.

   The other thing I wanted to mention, is that EODT has a great company website.  What makes it so cool is the RSS it has for company news.  Now if they could do the same for jobs, and if all the companies could set up RSS for their jobs and news, well then all of us would be happy.  I might have to do a post on this. –Matt

Project Manager/Site Manager/PSS/DM

EOD Technology, Inc. (EODT), a global provider of professional support services to a broad range of Federal markets, is presently seeking qualified candidates for the Worldwide Protective Services (WPS) Program. This Department of State program will satisfy anticipated and unanticipated personal protective, static guard, and emergency response team security service requirements worldwide.

Some general requirements and information for these positions are:

• Projected start dates commence in the Summer/Fall of 2010

• 12 month contracts with various rotation schedules

• Must be at least 21 years of age

• Must have valid, current driver’s license and passport

• In the case of military service, all military discharges must have been under honorable conditions

• No impediments to traveling overseas to and within countries that are considered dangerous or unhealthy

• Must pass detailed medical evaluation and physical fitness test

• Must be able to qualify and remain current in weapons normally carried by law enforcement officers, e.g., semi-automatic pistol, rifles, sub-machine guns, and shotguns

• Must be able to obtain and maintain a Personnel Security Clearance and/or Public Trust Certification

Some of the positions we are seeking are:

Project Manager

·         Must have a Bachelor’s degree by an accredited institution

·         Fifteen (15) years of experience

·         Ten (10) years of the fifteen years must have been working on or overseeing personal protective, static guard and emergency response team assignments

·         At least three (3) of the ten years must have been in a management or in-charge capacity

·         The remaining five (5) years of experience shall be generalized experience

Complex/Site Manager

·         Ten (10) years of military service as an Officer or Senior NCO, or similar police/local guard force supervisory experience

·         Experience and/or service shall include physical security, access control and force protection, and must be similar in complexity and scope to the specific requirements of the Task Order

Protective Security Specialist (PSS)

·         Three (3) years of experience

·         One (1) year of the three, shall include experience in protective security assignments

PSS/Designated Defensive Marksman

Description: Responsible for OCONUS-based mobile PSD security operations of assigned International Preparedness Associates (IPA) program(s) under the direction of the Personal Security Detail (PSD) Team Leader. Develops and implements PSD security plans to affectively ensure mission compliance. The PSD Team members will assist in the review and development of PSD policies, guidelines and procedures to ensure mission required performance.

Functions: Performs personnel protective service detail assignments as they pertain to assigned programs:
