Al Qaeda: Jihadist Privateers and The New Holy War Business Model

A senior Saudi Arabian al Qaeda operative has called on Somali jihadists to step up their attacks on “crusader” forces at sea in the pirate-infested Gulf of Aden, and on land in neighboring Djibouti, which hosts France’s largest military base in Africa. 

“To our steadfast brethren in Somalia, take caution and prepare yourselves,” Sa’id Ali Jabir Al Khathim Al Shihri (aka Abu Sufian al-Azdi) says in a new audiotape acquired by CBS News. “Increase your strikes against the crusaders at sea and in Djibouti.”

    That’s right, make money and fight holy war!  Now that is the kind of Jihad that sells itself. lol

    You know, it doesn’t take a counter-terror expert or an economist to realize that eventually the enemy will figure out that piracy is an excellent business model.  Think of it.  They could disrupt world economies, control large multi-ton vessels that can easily be used as weapons of mass destruction (oil and chemical tankers, etc.), terrorize western ‘non-believer’ crews and even kill them, and on top of that, they can make money in the process off of selling the loot or ransom. Not to mention that Al Qaeda and company have no laws to follow, and no borders to respect. The only rules they abide by, are the ones that will increase their odds of winning their war against the Infidels.

     Matter of fact, I can see an entire Jihadist industry developing out of this piracy deal. It happened in the early beginnings of U.S. history, why wouldn’t these guys do it?  So here come the Jihadist Privateers I guess, because if this activity is sanctioned by the enemy, then in their eyes it is not piracy, but privateering.

     These donors that keep giving money to Islamic extremists to wage holy war will eventually realize that they could turn into investors of the Jihadist Privateers, and make some money.  Much like our early privateers in the US, or the pirates off the coast of Somalia, these guys could actually start making money off the Jihad.  The business model is there, and it is a proven method that has made the Somalis millions.  Why wouldn’t the booger eaters take advantage of that?

     Same thing with the drug trade?  I could easily see Al Qaeda looking at the drug business as acceptable for their jihad against the west.  They could say they are only selling drugs to westerners, and only a truly devout muslim would not use those drugs. So that would make it ok, in the crude logic of the jihadist.

   Counterfeiting?  Why not.  How else would they be able to finance the boats or weapons for their privateers, or purchase the aircraft for transporting the drugs? I am telling you, the next level of Jihad, is killing infidels and making money in the process.  They could still martyr themselves by crashing a boat into some country’s port city, but hey, if they could make some money off of Jihad to send back home before being martyred, now that is something.

   And what is really scary, is the concept of open source piracy.  That means other supporters of Jihad, will look at this act as not piracy, but as a business venture in the name of Allah, and terrorize western shipping throughout the world’s oceans. If you have a boat and an AK 47, you are in business. You don’t have to go to Afghanistan to train to be a pirate.  All a fellow has to do, is read and watch what the Somalis are doing, and copy it. Think Ft. Hood, but on the high seas. Something to think about and watch over the coming months and years.  The war is evolving. –Matt

Al Qaeda Urges Somalis To Attack Ships

Shihri warns Somali militants against a conspiracy led by “the crusaders, the Jews and traitor Arab rulers,” to put an end to the Muslim extremists’ progress in Somalia.

Strategy: Privateering and National Defense, by Larry Sechrest

    I am telling you, this is an interesting paper to read if you can find the time.  If you are a big Ayn Rand fan or a Mises Institute fan, then you will enjoy this.  Even if you aren’t into that stuff, I still think you will like this treatment of the subject.

    It is basically all about privateering and how it could be used for national defense. To basically use free market forces to defeat an enemy.  The reason why this is not being implemented, even though the mechanism is still in place in the constitution is that big government and it’s military is really not down with sharing the stage with private industry. Although if you look at the evolution of the industry the last eight years or so, you could make the case that we are sharing the stage.  Either way…..

     Larry has pointed out that private industry is certainly capable of doing extreme damage to an enemy, if given an opportunity. And as you can see with his final commentary on the subject, the professor thought it would have been a good tool to use against Usama Bin Laden and Al Qaeda. I wonder if we could have got him by now, if we would have set up a system like this to go after his merry gang of miscreants?-Matt

Although there was a group of Fortune 500 Companies who raised over a billion dollars to finance mercenaries to kill Bin Laden within weeks after 911, and 2 years before Bush sent in U.S. troops, something needs to be made clear to your readers. The article from Seacrest in 2001( repeted on your site) implies that myself and my company raised these funds. U.S. News & World Report broke the story. But it is not the case that we raides-or help raise the funds. In fact our public relations firm was only brought in to consult on spreading the quest and to liason with the media- we were retained by the cooperating Fortune 500 companies who remained secret fearing more planes crashing into their corporate offices in New York and Los Angeles. There was intent fear of this happening for almost a year. Thank you.

Privateering and National Defense: Naval Warfare for Private Profit

Abstract: The claim that all legitimate defense functions can and must be privately supplied flies in the face of certain economic doctrines that are almost universally accepted. Almost all economists declare that national defense is a “public good” that will be provided in sub-optimal quantities—or not provided at all—by private, profit-seeking firms. The purpose of this paper is to challenge just that sort of statement. The attack on national defense as a public good which must be provided by the state will be two-pronged. One part, the briefer of the two, will raise theoretical questions about public goods in general and national defense in particular. The second part will be devoted to a detailed survey of privateering, a form of naval warfare conducted by privately-owned ships which lasted from the twelfth century to the nineteenth century. What privateers were, how they operated, the legal customs that grew up around them, how effective they were, how profitable they were, and why they disappeared will all be addressed. The common employment of privateers during wartime will be offered as empirical evidence that defense need not be monopolized by the state.

In the wake of the Sept. 11th attacks, a group of American businessmen has decided to enlist the profit motive to bring the perpetrators to justice. Headed by Edward Lozzi of Beverly Hills, California, the group intends to offer a bounty of $1 billion—that’s billion with a “b”—to any private citizens who will capture Osama bin Laden and his associates, dead or alive.Paying private citizens to achieve military objectives seems novel but is hardly untried.

Podcasts: The Pirates of ’76’–NPR Interviews Robert Patton, Author of Patriot Pirates

     Check it out. It is a little old, but still a pretty cool little show about Robert Patton’s book. Probably the most interesting parts are the comparisons between today’s Somali pirates or security contractors in the war, and yesteryear’s privateers.  

   The one thing they did touch on that I thought was particularly interesting, and might be a future Building Snowmobiles topic, is the privateer versus privateer concept.  I guess the British got so fed up with the American pirates, that they started issuing letters of marque to their own privateers to go after these American privateers.  They even were able to get some Loyalist privateers out of New York to go after these guys, and according to Patton, these privateer vs. privateer battles were some of the most bloodiest and most desperate battles.  The fear of being captured by one side or the other, plus the fight over hard gained loot, all contributed to a fierce desire to win the fight. Building Snowmobiles: Using Letters of Marque to Battle Drug Cartels and Terrorists

   First off, this post is not an endorsement of Ron Paul, and I purposely try to keep it apolitical here.  My goal with this post was to present the ideas of the Letter of Marque, and it’s possible use in the wars dealing with drugs or terrorism. This is a tool of government, that has been used for a long time in the history of this world.  It’s only in modern times that we have drifted away from these tools.  In some cases, countries have made the Letter of Marque illegal, and that is too bad.  But with Mexico and the US, it is still on the books and we purposely did not sign the Declaration of Paris because we wanted to retain our right to use privateers.  Interesting stuff I thought, and applying this old tool to today’s problems is to me, building a steam powered snowmobile. lol And also to clarify, I am applying the concept of privateering and the Letter of Marque to land operations, as well as sea.

   I also found out that the last time the US used privateers was at the beginning of World War II. The United States Navy issued a Letter of Marque to the Airship Resolute on the West Coast of the United States making it the first time the US Navy commissioned a privateer since the War of 1812. So privateers is not necessarily that old of an idea in the history of the US.  Throughout the world, it is especially an old idea.  Of course I have also pointed out the use of privateers during my country’s young history, and how important they were, and in this post I wanted to bring the idea up again for today’s problems.

   Imagine if you would, if we issued Letters of Marque to PMC’s, with the express interest in destroying the enemies of the state and allow those PMC’s to profit from that action.  That means if there is a Drug Cartel or Terrorist(s) out there that we want dead or even captured, we issue out these letters and lay out the specific terms of what that PMC could get out of the deal.  Let’s say for a Drug Cartel, that PMC could capture Drug Cartel members and their property, a Prize Court could determine if they were lawfully captured and how much the PMC could take (based on the Letter of Marque), and then issue the award.  That means the PMC could sell the planes, the mansions, the cars, or divvy up any cash.  As for the capture of drugs, the Letter could also state exactly what is to be done with that stuff, in order for a PMC to retain the award.  The draft of the Letter of Marque is extremely important, but not impossible to make.  Best of all, the Letter of Marque is backed up by the US Constitution.

   How about all of these bounties we issue for terrorists and drug cartels? We are trying to insert a financial incentive to the equation of capturing enemies.  The next step is to just issue these letters, and I just don’t see the reasoning for not doing this?  Perhaps a lawyer or any experts in Constitutional Law could explain why Letters of Marque could not be used to deal with some of our modern day issues? What is the resistance to this?  

   Another point I wanted to make is that Mexico has a history of using privateers as well, and they didn’t sign the Declaration of Paris either.  They could set up a similar deal in their country in regards to the Letter of Marque, and implement this tool against the Drug Cartels.  Or join with the US, and allow companies with this document to come in and do what they have to do. The best part about all of this, is if a company is out of control or the war is over, the issuing country could just null and void the document, or put a expiration date on it.  So it would benefit the PMC to follow the Letter of Marque and not violate the agreement–or in other words, from privateer to pirate.  

     I could see the same thing being done in Pakistan.  In both Mexico and Pakistan, you will never see US troops on the ground and that would make things really bad.  Instead, the US could issue these documents to companies operating in those countries who are willing to go after the enemies of the US. Or Pakistan could issue Letters.(I don’t know if they signed any agreements forbidding it) This could also be used in for dealing with actual pirates in the Gulf of Aden–go figure?  We have used this sucker before, we can use it again. 

     And going back to the profit of this activity, a Prize Court would have to be used to divvy up what assets these companies captured and if the actions of the company was held to the Letter.  In the Letter, things like the financial assets of that organization would be fair game.  Even the weapons could be sold off, or that government would pay for drugs captured as per agreement.  The key component of this concept, is to make it profitable to go after these unique, and stateless enemies, yet not declare war on entire countries to get it done. If done properly, this could work, and there is certainly historical proof that this model is feasible.  Actually, I owe the humble beginnings of my country to the concept.  –Matt

Privateering eventually died out as nations increased the sizes of their regular navies.  In 1856, the maritime nations of the world signed the Declaration of Paris that outlawed privateering.  Three nations–Mexico, Spain, and the United States–did not sign.
