Military News: A Historic Success In Military Recruiting!

    This is great news, and I am happy for all the recruiters and teams who were responsible for all of the hard work getting this done.  Of course the economy has helped too, but yet again, to get guys to sign up for a military service during wartime can be a tough sell.

   On that note, I wonder if the security contracting industry would ever see a recruitment campaign, equal to that of today’s military?  My industry has no problems in recruiting folks now, and if anything, the competition is so stiff that guys are turned away. And for war zone employment!

   The other commentary I have on this, is that I have seen guys who could not get contracting gigs, go back to the military.  Mostly because of money issues, or to obtain a clearance.  The clearance is mandatory for jobs these days, and if you didn’t get one in the military or in a company within the last couple years, then guys are kind of screwed.

    You don’t know how many readers I get, who are always asking me for job information, and how to get a clearance.  I can point them in the right direction for jobs, but the clearance thing is a huge problem.

   One suggestion I would have for the government, is to set up a third party accreditation service that can give guys a blessing for a clearance as well as the blessing for training and background (the whole Red Card concept).  Then the companies could look at bringing in guys with these ‘interim’ style clearances, and not worry about cost or the investigation or the time waiting for all of this.  They would just bring the contractor on, and sponsor his clearance without the wait.(like a day, or week at tops)  Contractors should not have to wait for a year and half to get a clearance, and clearances should be something that guys can seek on their own if they want it.

   As it stands now, the companies and the government is losing out on some squared away folks, all because folks do not have a clearance. I am talking about guys who have been working contracts that never required these clearances in the past.  So if the companies are looking for some experienced folks, but having to turn away these guys because they do not have clearances, then what does that leave the company with?  Are we hiring folks out there with little to no experience in the contracting industry, all because they have a clearance? Something to think about, and I think there is a better way.

   Now back to recruiting.  The other thing I wanted to touch on, is the running joke in the industry that everyone views their time in the military, like a four year degree. lol But seriously, when you are gunning for these six figure jobs in the defense industry, and the requirements are military service with a clearance, then you actually do think about the military in terms of a necessary education.  I wonder how many folks have joined the military, with the idea that they would like to contract afterwards?  It is probably a small number, but I do get younger guys asking me from time to time, what service and MOS to get into, in order to be marketable for contracting. Crazy huh?

   It goes the other way too.  I know guys that were in the military, started contracting when they got out, ran into road blocks with the clearance, and went back into the Reserves or National Guard to get a clearance and a more specialized job, and then got back into contracting later on.  It is kind of like going back to school (the military) to get a Masters or Phd. in the Combat Arms, with a thesis written on contracting. lol

   Even the duration of contracts are shrinking.  The National Guard is like a year and half or two years now?  There are some contracts in the private industry that are a year long–so both sides of the house are meeting in the middle these days (it seems).  The military is trying to shorten deployments and contracts, because that is how you get guys to sign up.

     The private industry has been losing guys who jump contract to companies with shorter deployment times too.  Why?Because contractors have families, just like the military. Contractors also do not want to burn out, and for those of us that are serious about this business, pacing is everything.  But to each their own, and everyone has their own limits and goals.  That is the advantage of contracting, and guys like the choices, along with the money.

     My advice to the military is to get deployments down to three months and a two to one ratio for time off.  If you do three months in country, you do 6 months back home off.  If you do 6 months in country, you do 12 months off at home.  This seems to work well in my industry, and guys could work a long time for a company on a schedule like that.  Families would be stoked too.  Hell, if the military started doing that, you would see lines forming up at the recruiting offices, and probably an increase in re-enlistments. –Matt

For the first time in more than 35 years, the U.S. military has met all of its annual recruiting goals, as hundreds of thousands of young people have enlisted despite the near-certainty that they will go to war.

The Pentagon, which made the announcement Tuesday, said the economic downturn and rising joblessness, as well as bonuses and other factors, had led more qualified youths to enlist.

The military has not seen such across-the-board successes since the all-volunteer force was established in 1973, after Congress ended the draft following the Vietnam War. In recent years, the military has often fallen short of some of its recruiting targets. The Army, in particular, has struggled to fill its ranks, admitting more high school dropouts, overweight youths and even felons.

Company Spotlight: CSA Kuwait

   CSA Kuwait has always been one of those companies that provided the stepping stone to bigger and better contracts for guys.  In essence, it has been one of those gigs to cut your teeth on, in order to prepare for the war zone stuff.  I consider the Kosovo contract with ITT(or whoever owns that contract now) and the Qatar contract with DynCorp to be the same thing.  These are all static security posts, tasked with securing a large US base in these countries, and they can be used as experience for overseas security contracting in the war zones on a resume.

   Now on to this latest report on CSA and what the company’s response is. It isn’t that pretty, if you know what I mean.  I do not see customer satisfaction there.  I also hear on the circuit that contractors are not to happy with the way the company has treated them.

     If you read below, the company mission statement has Toyota and lean systems written all over it.  It has all the stuff you want in a company. The thing I want to emphasize though is that anyone can write a mission statement that looks impressive, but to me, actions speak louder than words.  Is the customer truly satisfied or happy and are your contractors and leaders truly satisfied or happy? How about the local populations or the public as a whole?  What is their impression of your company? That is all that matters, and results are what the company should be striving for.

   I would like to reiterate though that I really dig the mission statements and the language.  It is great, but does the CEO of the company really believe this stuff with his heart and soul?  Does the leadership in this company have this stuff ingrained into their soul? And does all of this impress and motivate their contractors/employees, and the customer?

   And for all I know, all of these mission statements and ISO 9001:2000 and Six Sigma stuff happened as a result of all of these issues listed below?  If so, that is great, and I really hope the company can achieve greatness in their little corner of the security contracting world. The proof is in the pudding, and until I start hearing glowing reviews of the company’s performance, then I will continue to remain skeptical.

   My suggestion to the company is to seek out feedback from the customer(s) and to seek out feedback from your workforce.  Actually listen to what they have to say, and get some shared reality.  You should also be doing performance evaluations, and constantly evaluating the health and vitality of your company.  How else are you to know how you are doing out there on these contracts? Be proactive about your performance, not reactive.

   Furthermore, performance evaluations, if done correctly, can certainly add to your company’s Kaizen. The sleeping guard  mentioned below could have shown a history of sleeping on post or poor performance elsewhere, and it should have been noted in performance evaluations and corrected early on.  If the guy sucks, then there should be documentation that he sucks, and the leadership should have a means to express to that contractor that it is unacceptable.

   The guard should know exactly what the company policies are, they should know what the chain of command is, and they should know the disciplinary process.  My suggestion for disciplinary stuff, is to have a three tiered system.  The first tier is the warning.  If the guard does the same thing a second time, then make a note on their performance evaluation and take one day’s pay.  If the guard does it a third time, then fire him.  Either way you do it, disciplinary programs should be clear, graduated, and the punishments should be fair.  Most of all, disciplinary actions should be consistent and there should be no favoritism.  If there is, it will kill your program.  Too many companies implement a disciplinary system that is either you do well, or we fire you for whatever reason.

   The question to ask with that, is how much money is a company losing by not doing all they can to hang on to guys?  To actually treat them well and listen to what they have to say, as opposed to not caring about them, and reacting with a knee jerk action like firing the guard. An evaluations system, coupled with a fair and effective disciplinary program, is the better way to go.  Taking a guys pay for the day, is money in the company’s pocket and a day of free work.  But when you fire a guy, you have to spend the money to recruit, train, equip, and deploy someone new.  Do the math on that, and turnover is not cost effective.  The three tier disciplinary system I am talking about makes sense and if coupled with a sound company mission statement and evaluations program, you can certainly do great thing to shape and manage your workforce.

   Likewise, a contractor or leader should be able to communicate up the chain of command what is going right and what is going wrong with the company, and that upper management should be responsive to that.  This contractor cares enough about your company, to let you know some deficiencies, the least you could do is listen to what they have to say and thank him or her for coming forward.  If you have a culture that does not allow for this, then how is your company to grow/evolve and continuously improve?  A performance evaluation system, that is properly conducted and gives both sides (contractor and manager) a voice, is vital. Most of all, a company that acts upon this information and really implements changes based on this information is even more important.  Other than that, it is all hot air and ISO-Bologny. –Matt

INSIDE WASHINGTON: Oversight lacking on war costs

WASHINGTON — During a routine check of a watch tower at a U.S. military base in Kuwait, an Army sergeant found the guard leaning back in a chair, his sunglasses on, apparently sound asleep. When the soldier woke the guard, an employee of a defense contractor named Combat Support Associates, he denied he’d dozed off while on duty.

“It’s so weird that I can close my eyes for one second and then you appear out of nowhere,” the guard said, according to the sergeant’s March 2008 inspection report.

The episode illustrates the problems between the U.S. armed forces and the industrial army supporting military operations in Iraq and Afghanistan. Demand for contractor services is heavy, while oversight of their work isn’t. That means problems often aren’t discovered until long after the payments have been made.

     Warning, this story is a positive story about security contractors.  So if you are one of those ‘contractor-hater’ types, stop reading right now.  If you are actually interested in what it is we do in the war, or interested in the motivations of actual security contractors, then read on.

    Overall, this was a pretty basic human interest story, and showed EODT and it’s employees in a non-biased way.  Good stuff, and thanks to the Star Tribune for having the courage to actually approach this story devoid of any pre-tense or subjectiveness. –Matt

As troops draw down, more contractors hired

Their unit was a target almost every time it went off-base. Friends from high school died in front of them, and they were hit by rocket attacks while trying to retrieve fallen comrades on the desolate roadways of Iraq’s Anbar Province.

Just as they were starting to pack to leave in 2007, they learned that they were part of a group of 2,500 Minnesota National Guard troops whose deployments had been extended an additional four months as part of President George W. Bush’s “surge.”

So where did two veterans from Detroit Lakes end up after coming home? Back in Iraq.

Dustin Heard and Dan Wilson, who were in the same unit in Iraq during a 15-month tour with the Guard, are now working as private security contractors at a base near the Baghdad International Airport.

“This time is a lot different,” said Heard, who was hired to supervise security at the base’s high-occupancy areas such as the dining hall and the gym.

“Stuff has calmed down. It doesn’t seem like the same place.”

As it draws down its combat forces in Iraq, the United States is contracting with more private security companies to protect its installations.

In June, there were more than 13,000 security contractors in Iraq and services for security represented 11 percent of all contractors, a 19 percent increase from the three previous months. In the coming years, the costs of these contracts could exceed $1 billion.

The jobs have changed

The actions of some contractors, such as the former Blackwater, have given security firms something of a Wild West aura and raised questions about their proper role in wartime. There is no doubt that the work can be dangerous — former St. Louis Park police officer Paul Johnson-Reuben was one of five contractors killed in 2008 after being kidnapped near the Kuwait border.

PMC 2.0: Mesh Networks

   This is important research for PMC’s and PSC’s, because if companies want a simple way for contractors to communicate with each other on some disaster zone or war zone gig, then this will allow them to do that.  Especially since most guys have, or will soon have smart phones that are bluetooth and wifi capable. You could add this capability to your communications plan, and if these guys can make this open source and free, then it would be a no-brainer to utilize Mesh Networks.

   In disaster zones and war zones where there is no infrastructure for 3G or cell towers, or those things were destroyed somehow, you must have a communications infrastructure back up system.  Mesh Networks is a possible solution if they can pull it off.  To make it free is even cooler, because then it will not be something that is exclusive to one company or another.  Along with the Mesh Networks, there must also be a way to encrypt the communications or something, and I am sure some technology will come along to do such a thing.  But first things first–get the Mesh Networks going.

    And for military/police/medical/disaster response crews, this will be awesome. For coordinating purposes and for evolving incidents like the Mumbai attack, you must have communications and information sharing systems that have redundancy built into them. If terrorists or some flood destroys the cell tower(s), then you must have an alternative network for everyone to talk on.  This is smart and I wish them all the luck in their research. –Matt

Can provide comms during mobile network blackout?

Researchers from Australia and Singapore are developing a wireless ad-hoc mesh networking technology that uses mobile handsets to share and carry information including high quality video.

The mesh network will make use of Bluetooth or Wifi and could be used at a large sporting event, conference, or even a crowded city centre during an emergency, to swap information between handsets – even if the mobile phone network was offline.
