Industry Talk: Saudi Arabia To Raise A Multi-Billion Dollar, 35,000 Member ‘Facilities Security Force’ With US Help

In October 2008, Ford Fraker, then the U.S. ambassador to Saudi Arabia, called the facilities security force program “probably the single biggest initiative for the U.S.-Saudi relationship” and said the value of contracts associated with the program could reach tens of billions of dollars…..

The special security force is expected to grow to at least 35,000 members, trained and equipped by U.S. personnel as part of a multiagency effort that includes staff from the Justice Department, Energy Department and Pentagon. It is overseen by the U.S. Central Command.
The force’s main mission is to protect vital oil infrastructure, but its scope is wider. A formerly secret State Department cable released by the WikiLeaks website described the mission as protecting “Saudi energy production facilities, desalination plants and future civil nuclear reactors.”

Oh boy.  Now everyone was freaking out about the whole R2 contract in the UAE for an 800 man battalion, but a 35,000 man ‘facilities security force’ is way bigger and more valuable. I will say that the Vinnell Arabia contract is a sizable and long term contract and has been a source of employment for the industry for awhile, but this new force could take contracts there to a whole new level.

And that quote up top by U.S. ambassador Ford Fraker is quite significant. He said ‘tens of billions of dollars’ folks!  Now you can see exactly what Erik Prince was thinking about when he wanted to create a mega training facility in the desert of the UAE.  A 35,000 man force requires a ton of training to start up and maintain over the years, and training providers will be a premium in that part of the world.

It also makes sense why the US is not freaking out about Prince and his plans in the UAE.  For a force this large in Saudi Arabia, and with all the competition for trainers and manpower throughout the world in places like Iraq and Afghanistan, you can see that every competent and capable training facility out there will be very popular. Especially facilities that are close, cost effective, and deliver a quality service.  Of course the Saudis will also build local facilities for training and housing these forces. But for the really specialized stuff that I am sure R2 will offer, they could easily cater to forces like this.

Let’s not forget about what the national interest is for the US and it’s allies–keep the oil flowing.  Saudi Arabia is a key part of our energy policy, and their oil and refinery capability is vital to the US economy.  Any threat to that oil, be it from terrorists, internal uprising or Iran, is a threat to US national security.  That is the relationship we have right now, and we will continue to have for awhile.

I also think that we cannot afford to see Saudi Arabia collapse via uprisings.  Libya or Egypt collapsing was one thing, but losing Saudi Arabia to political collapse would be unacceptable. And in the case of this massive facilities security force, we either train their forces to stand the line, or it could potentially be US troops standing that line if Saudi Arabia were to explode. Contracts like Vinnell Arabia or the future contracts for this current force, are insurance for the west pure and simple. –Matt

WASHINGTON — Despite their deepening political divide, the United States and Saudi Arabia are quietly expanding defense ties on a vast scale, led by a little-known project to develop an elite force to protect the kingdom’s oil riches and future nuclear sites.
The U.S. also is in discussions with Saudi Arabia to create an air and missile defense system with far greater capability against the regional rival the Saudis fear most, Iran. And it is with Iran mainly in mind that the Saudis are pressing ahead with a historic $60 billion arms deal that will provide dozens of new U.S.-built F-15 combat aircraft likely to ensure Saudi air superiority over Iran for years.
Together these moves amount to a historic expansion of a 66-year-old relationship that is built on America’s oil appetite, sustained by Saudi reliance on U.S. military reach and deepened by a shared worry about the threat of al-Qaida and the ambitions of Iran.

Maritime Security: Somalia News–Firms Bid For Contracts To Fight Pirates, UNSC Passes Resolution, And The PMC Halliday Finch

Now this is interesting for several reasons. The big problem everyone had with Saracen International was that they thought there was no transparency with that contract, and that they could be in  violation of the UN Arms Embargo placed on Somalia.  With this current resolution passed by the UN Security Counsel, this is basically giving legal authority for anti-piracy operations in Somalia, by making these operations fit in with this UN Arms Embargo.

Meaning, regions like Puntland can go forth and contract with private industry to set up UNSC approved legal apparatus to fight piracy with.  Companies could be used to train police forces or navies for anti-piracy, and not have to worry about any conflict with the UN–just as long as it fits in with the SC resolution.  That is why this conference was so interesting, and got little mention in the news. I guess a comparison here, is how private industry is used to prop up the police or military forces in Iraq or Afghanistan and have legal approval by authorities to do so.

Probably the most significant part that jumped out at me was this gem:

Halliday Finch, a Nairobi-based firm that is seeking funds to build a 1,500-strong maritime police force on behalf of the government in Mogadishu, said it follows such steps.
The company has already trained 500 non-maritime police, said CEO Sam Mattock, and has kept the UN and other organisations abreast of its activities.
“We’ve said, let’s do this properly, let’s make it transparent,” he said. “No secrets.”
The firm has drafted a law for the government to submit to parliament that would regulate maritime police.
To ensure the force is sustainable, the firm aims to spend $52 million in the first year and train up an officer corps within two years. With a Kuwaiti partner, Mr Mattock said, he plans to solicit the funds from the Kuwaiti government.

I have never heard of these folks before, but supposedly they have $52 million of Kuwaiti money to play around with, and they are helping their client in ‘drafting laws’?  Not to mention that they have already trained 500 police? Wow, how come this wasn’t reported and I am sure the folks at Saracen are scratching their head as to why they were singled out? Eager to capitalise on the rising threat of Somali piracy, private security firms are lining up to win contracts to train maritime forces in Somalia.
And while the international community backs the idea of building up Somali forces to fight piracy, it is raising eyebrows about the prospect of unregulated training and arming programmes that could later backfire.
Still, over 100 security firms have made pitches for contracts, said Saeed Mohamed Rage, the government minister overseeing counter-piracy for the Somali region of Puntland, where most pirates come from. (more…)

Job Tips: How To Get Into Security Contracting Without A Military Or Police Background

I wanted to do a post about this subject because of all of the emails I have been getting lately. In the past, I have hinted at this kind of stuff before, but I think now it deserves it’s own post.  The top question I get is ‘how do you become a security contractor without any military or police background?’. My top reply is for individuals to join the military or police, and get that background–with an emphasis on the combat arms and duty in the war.  That by far is the best route to go, and you will come up against the least amount of friction in this industry as you pursue your career in security contracting.

With that said, there is a way to become a gun carrying security contractor without that four year degree in the combat arms.  The loophole I am talking about is to become a paramedic. In my career, I have personally met three security contractors without any military or police background, that got their job as a gun carrying contractor because of their medical qualifications.  From PSD work to disaster response to site security work–these non-military/police contractors worked those gigs as gun carrying medical guys. Although not purely shooters, they are armed non-the-less, with an emphasis on their medical qualifications. That is what they were hired for, and they are right along side the guys who were contracted as shooters–much like how a combat medic is used in a military unit.

All three medical contractors I had met, were armed by their company so that they could defend self and/or client.  Out of the three I had met, two of them had invested in security/weapons training to supplement their medical certifications so they could be less of a liability in the field.  Most of them had to go through the same overseas type deployment spin up course, or similar company vetting to ensure they could operate well with whatever team they were assigned to. But to put it bluntly, paramedics/nurses/doctors are all highly valuable assets to companies, and companies will bend over backwards to get these guys out there on contract, and especially when medical assets are required for a specific contract. A company must look beyond a lack of military or police background with a job seeker to fulfill a contract requirement, just because there isn’t enough qualified medical folks out there willing to do this kind of work.

Which is the one caveat that I tell folks when they pursue this loophole of contracting.  I suggest to folks to not only get their paramedic certification, but to also invest in excellent security/weapons training that will at least introduce to them the basics of how to operate out there.  I really emphasize the weapons schools because most of the companies will have their medical contractors do a shooting test with the weapon they will be issued in the field as a requirement of the contract. At the least, a contractor should be proficient with a pistol and rifle, and any investment in weapons training will pay off in the long run when you pass that shooting test and get that six figure job overseas.

To take this a step further.  If by chance you are able to sign on to the WPS program, you will have to shoot and qualify with some of the belt fed weapons that this program uses. I have even heard of medical officers being used in training to teach the usage of weapons like the AK 47 or PKM on the TWISS program.  The point here is that once you get involved as a security/medical contractor, you should expect to be around weapons and know how to use them if you want to be useful and a  non-liability to the team. So get some good reputable weapons training, and learn the fundamentals. I suggest CSAT as a an excellent starting point if you are looking for ideas.

Of course you must also maintain your fitness level because companies will require a PT test as per the contract. Keep up to date mentally by following the latest news in this industry through the forums and blogs. You must also ensure your background checks clean for any kind of clearance issues, because in this war, the US government is using the ‘security clearance’ as a means of vetting. So keep your finances in check, keep your nose clean and do not lie on your SF 86 form.

The most important thing though is to maintain your paramedic certification and stay up to date on all the medical protocols. If you are a former 18 Delta or military medic, I still suggest getting the paramedic certification because it will help you to bridge your military experience to the civilian world.

I would even suggest some exposure to military themed medicine (TCCC) for those without a military/police background, through some of the private schools that offer such things. Deployment Medicine International is one such company that I can recommend, and with a search, you can find others.  Also, you can learn more about training by talking with other medical contractors via the forums.  That is what’s called networking and getting ‘locked on’, which will help you big time in your security contracting career.

Now I am sure there are other ways of becoming a security contractor besides the medical route, and hopefully some folks will put their ideas down in the comments section.  But personally, the medical angle is probably one of the best ways that I have seen to accomplish this task. It is also one of those certifications that will be quite useful when you are done doing the overseas contracting game and are wanting to settle back home.  You could spend all that money you earned on going to Nursing school or similar, and advance your career in the medical world.  The experience you gained as a medical professional in the war zones will also be highly respected back home in the hospitals and ambulances.

The other thing that I wanted to touch upon is that if you are a security contractor with a military or police background, and are wanting to increase your marketability in this industry, then getting a paramedic or EMT certification would be an outstanding move.  Even with executive protection gigs, out of two guys with equal shooter backgrounds applying for the same job, the guy that can save the client medically will be of higher value than the guy that does not have any medical experience or certifications. If you want an edge in this highly competitive world of security contracting overseas or at home, get that paramedic certification.  To me this is all about being the ‘Useful Contractor‘ and diversifying your capabilities.(Miyamoto Musashi would approve) This one investment could save your buddy or client’s life, it could get you that high dollar contract you have been dreaming about, and it could keep you marketable in a highly competitive industry both CONUS or OCONUS for years to come. Something to think about if you are coming up against a wall in your career path, or wanting to get a foot into the door of this highly competitive industry. –Matt

Industry Talk: NATO–740 Trainers Still Needed For Afghan Forces

     Boy, that is a ton of trainers needed. What is really crazy is this is how many trainers are needed, on top of the massive billion dollar contract the Army has already with DynCorp for ANP/MoI facility and training? Amazing.  I can tell you one thing though, if NATO cannot produce these trainers, DynCorp certainly will.

     If you are a retired police officer, or out of work for whatever reason, I suspect that your experience and qualifications will be in high demand for awhile over there. Between this requirement and the UN stuff, or CNTPO stuff you will have plenty of opportunities. –Matt

More nations are pledging support, yet NATO still faces a shortage of 740 trainers needed to get Afghan soldiers and policemen ready to take the lead in securing their nation, the coalition’s top training official says.

Needed most are 290 police trainers, including those to work in new training centers opening in Afghanistan this year, U.S. Lt. Gen. William Caldwell, the commander of NATO’s training mission, told The Associated Press in an interview Saturday.

Afghan President Hamid Karzai wants his nation’s police and army to take the lead in protecting and defending their homeland by 2014, a deadline that will be reached only if the training effort – already on a fast track – gets even more support from NATO and other nations. Caldwell said the coalition wants to have the additional 740 trainers in place by this summer.

Industry Talk: DynCorp Awarded One Billion Dollars For Training And Mentoring In Afghanistan

     Now this is impressive.  But what is even more impressive is DynCorp not mentioning a peep of this award in a press release.  This will be a huge endeavor and all eyes will be on this company.  For their sake, and for the sake of the war effort, I hope they will get it right out there. –Matt

     DynCorp International, LLC, Falls Church, Va., was awarded on Dec. 20 a $1,043,726,525 cost-plus-fixed-fee contract.  The award will provide for specialized training and mentoring services for the government of Afghanistan, and provide logistics and life support components for 14 training facilities in Afghanistan.  Work will be performed in Afghanistan with an estimated completion date of Aug. 19, 2014.  The bid was solicited through the Internet with eight bids received.  The U.S. Army Research, Development and Engineering Command Contracting Center, Aberdeen Proving Ground, Md., is the contracting activity (W91CRB-11-C-0053).
