Job Tips: Navigating The FBO And Learning About Security Contracts OCONUS And CONUS

     This is cool. I have been playing around with the FBO search features and figured out a way to identify all the armed security related solicitations that have come out over the last year, for Iraq and Afghanistan. This is how you can find out what is coming up for contracts, and who has won what. It is also a way to put rumors to rest and refer to a source that you can depend upon for clarification.

     For those contractors and businesses that are interested in tracking FBO, just use these NAICS codes ‘561612 — Security Guards and Patrol Services’ and ‘561613 — Armored Car Services‘ in the Advanced Search feature of the site. Then play around with locations and see what pops up. I have already searched Europe, Asia, South America, etc., and lots of interesting things pop up.

     What was really intriguing to me was to see how many documents came out this last year, both in the US and abroad in regards to the search input of security guards, patrol services, and armored car services. 328 pages of solicitations came up! That is remarkable and it sure doesn’t sound like the government is shying away from contracting security. If anything, that just shows how dependent the government really is on private industry to provide these services.

     Also, if you click on any of the Afghanistan solicitations below, you will find the questions and answers section under synopsis. This is where vendors ask the contracting officer about the particulars of the solicitation. This is very interesting to me, because a lot of the questioning revolves around Crazy Karzai’s decree and how it will impact these contracts.

     Along with these clarifications, might I also point out that two awards just came out in regards to armed security contracts in Afghanistan. There were also some solicitations that were cancelled, and probably because of the latest crap going on in Afghanistan. Maybe not, and I am not privy to the particulars of these contracts and the deciding factors.

     Either way, please check out the links below because you can learn a lot about these armed security contracts overseas. I also need more folks checking this stuff out so they can pick up on any little details that are of interest that is being missed by the industry or public discourse. The FBO is a wealth of information, and if you are a small business owner or independent contractor trying to get into the game, it is vital that you track and understand what is coming out on FBO so you can ‘be prepared’ and ‘know your stuff’. –Matt

Logistics: US And NATO Making Deals With Russia, A New Rail Line, And Getting Closer To Dropping Pakistan Routes

     At the moment, about half those supplies come through Pakistan. The Pakistanis only closed, for about a day, one of the two main routes. About 30 percent of the supplies come in via Central Asia railroads, and another comes from the Black Sea, via rail to the Afghan border. The remaining 20 percent comes in by air. But some of that may be shifted to the Central Asian route, which is much safer (from bandits, bad roads and the Taliban) than the Pakistan routes.

     The U.S. and NATO supplies coming in via railroad from Western Europe, go through Ukraine, Belarus, Russia, Kazakhstan and Uzbekistan, to Afghanistan. This approach costs $400 a ton to get supplies into Afghanistan, versus three times that to truck it in from Pakistani ports, or $14,000 a ton to fly stuff in. This Central Asian route has been under negotiation since 2003, but Russia kept agreeing to it, and then withdrawing cooperation. What has finally compelled Russia to cooperate in the last year is the growing problems they are having with heroin and opium coming out of Afghanistan into, and through, Russia.-From Strategy Page

    Boy, this latest deal with Pakistan shutting down the border after the cross border accident is any indicator as to how unstable the logistics route is, then news like this should be good for the US and NATO. Although any deals they make with Russia will have to piss off Georgia, whom has contributed forces to the war effort. It is also risky to now make Russia a partner with all of this, because they could play games with the rail system. I guess they would be the best route to go with out of the two bad options available.

    The other point is that Russia is very smart when it comes to leverage and negotiations. The more we have issues on the Pakistan border with crucial logistics, the more the coalition is up against the wall to use a different route–and they don’t have many options. Especially when cost is increasingly becoming an issue. So at this point, Russia is going to negotiate all types of sweet deals in regards to NATO and how it impacts Russia. I just hope that whatever deals we strike up, that the US and NATO don’t get screwed in the long run. Russia knows it has the cards.

    On the flip side, I just posted a deal on Russia thinking about using private security firms for their companies overseas. I could see them utilizing these types of paramilitary forces for work in Afghanistan, if in fact the US and NATO could convince them to participate. Russian troops in Afghanistan would be too much to ask I think. You never know though and I never cease to be amazed with this stuff.

     I also mention private industry as a better option because of all of the Mi-17s that Afghanistan is buying up. Russia would be a good choice for instructors and maintenance types in these contracts to ensure that Afghanistan gets a good value. Plus, the Russians wrote the book on using the Mi-17 in Afghanistan during their war there and these Mi-17s are familiar to the Afghans. Most of all, there is the maintenance of these aircraft post war.  Poor countries with little in the means of parts or repair capability, will really appreciate the durability, cost and simplicity of this aircraft when everyone is gone and packed up.

     Afghanistan will also appreciate all of these railroads coming into their country, because that will make it significantly cheaper for investors to do business there.  The US and NATO will enjoy a cost savings as well, just as long as Russia is happy, and the Taliban can be put in check in the north. From the northern Afghan city of Mazar-e Sharif to the Uzbek border, the land runs flat with barely a hillock to block the way.

It is perfect terrain for building a railway. So, since Afghanistan inaugurated construction of its northern rail line in May, progress has been fast.

Now, the Uzbek company contracted to lay the track has completed almost all of the 75-kilometer line. According to the schedule, the construction should be finished by the end of this year.

If so, Afghanistan will get its first railroad in more than 100 years. That is when a former monarch, Amir Abdurrahman, banned rail lines as potential invasion routes.

Officials say the railroad will speed up freight deliveries across the Uzbek border dramatically.

Industry Talk: Aid Workers’ Security Situation Spurs Talks On Afghan Contractor Ban

        What happened to Linda Norgrove was tragic in two ways. First is if she was doing a critical job that put her in harms way, then she should have been given competent security folks who are professionals and capable. And second, the tragedy of her getting kidnapped and the government having to either rescue her or pay a ransom has become a PR nightmare for all involved.

     Of course in this case they felt it necessary to rescue her and that mission was not successful. So what is worse? Using private security or letting your people get kidnapped due to a lack of security? (it reminds me of the piracy debate) Which goes back to what this article is talking about.

     Afghanistan is a far more dangerous place these days and requires ‘true’ security professionals to safely transport crucial civilian specialists from point A to point B. With a shortage of dependable and professional local national security types, as well as a lack of available military escorts, private security contracted through experienced and capable companies are the final and best option in my view.

     Tim Lynch wrote a great post the other day that talked about Linda and the banning of security companies in Afghanistan. It is a good read and be sure to follow his posts as this situation develops.

     We will see how the State Department is able to navigate this one, because if they plan on continuing their missions out there they will need authorization by the Afghan government to continue using their security contractors on the roads. –Matt

Aid workers’ security situation spurs talks on Afghan contractor ban

Concerned a ban on security contractors in Afghanistan will curtail the efforts of development workers, the State Department is feverishly negotiating with the Afghan government about a set of conditions that will allow private security details to operate in the country, senior U.S. officials told CNN.

The officials, who spoke on the condition of anonymity because of the sensitivity of the negotiations, said the United States is concerned about a four-month deadline Afghanistan’s president imposed last month to phase out the country’s 52 private security companies by year’s end. If implemented, the move would leave critical aid personnel unprotected and unable to continue their work, a key pillar of the U.S. strategy as it seeks to stabilize Afghanistan.

The U.S. is in intense negotiations with the Afghan interior ministry for a “clarification letter” that would spell out a consistent and uniform set of guidelines by which contractors would be allowed to remain in the country and under what conditions they can operate. The guidelines should be finished within the next week, they said.
