Job Tips: Navigating The FBO And Learning About Security Contracts OCONUS And CONUS

-From a question on one of the solicitations from the FBO. 

     This is cool. I have been playing around with the FBO search features and figured out a way to identify all the armed security related solicitations that have come out over the last year, for Iraq and Afghanistan. This is how you can find out what is coming up for contracts, and who has won what. It is also a way to put rumors to rest and refer to a source that you can depend upon for clarification.

     For those contractors and businesses that are interested in tracking FBO, just use these NAICS codes ‘561612 — Security Guards and Patrol Services’ and ‘561613 — Armored Car Services‘ in the Advanced Search feature of the site. Then play around with locations and see what pops up. I have already searched Europe, Asia, South America, etc., and lots of interesting things pop up.

     What was really intriguing to me was to see how many documents came out this last year, both in the US and abroad in regards to the search input of security guards, patrol services, and armored car services. 328 pages of solicitations came up! That is remarkable and it sure doesn’t sound like the government is shying away from contracting security. If anything, that just shows how dependent the government really is on private industry to provide these services.

     Also, if you click on any of the Afghanistan solicitations below, you will find the questions and answers section under synopsis. This is where vendors ask the contracting officer about the particulars of the solicitation. This is very interesting to me, because a lot of the questioning revolves around Crazy Karzai’s decree and how it will impact these contracts.

     Along with these clarifications, might I also point out that two awards just came out in regards to armed security contracts in Afghanistan. There were also some solicitations that were cancelled, and probably because of the latest crap going on in Afghanistan. Maybe not, and I am not privy to the particulars of these contracts and the deciding factors.

     Either way, please check out the links below because you can learn a lot about these armed security contracts overseas. I also need more folks checking this stuff out so they can pick up on any little details that are of interest that is being missed by the industry or public discourse. The FBO is a wealth of information, and if you are a small business owner or independent contractor trying to get into the game, it is vital that you track and understand what is coming out on FBO so you can ‘be prepared’ and ‘know your stuff’. –Matt

Executive Protection: Current Status Of Fortune 500 Security Expenditures

   This is one of the best articles I have come across in awhile, just because it is full of some very good info on the money side of executive protection. I have never seen such a complete compilation of this stuff, and bravo to Mr. Andrejczak for putting this together. Maybe he could do a report on the overseas contracting industry one of these days?

   A couple of highlights.  Obviously the recession is causing many companies to pinch pennies, to include security expenditures for CEO’s and management.  But like the article mentions, the report is not able to get a complete picture on expenditures. With that said, you can still get a lot out of this thing.

   It looks like the top companies are Starbucks, Dell, and Oracle (for disclosed expenditures).  I imagine Apple and Microsoft pay big as well, but that was not disclosed.

   I also thought the listing of companies who had interests in Mexico was telling.  The expenditures for security services for Coke and Citigroup has increased, which makes sense. I imagine many companies with offices and CEO’s located in Mexico, will be paying a premium for protection.

   The final point that made this article really cool, was the mention of security companies who were players in the fortune 500 protection game.  And most of them had blogs! lol  Although I don’t think they are blogging for the same reason I am. Blogs on websites are usually part of the SEO strategy of companies, so they can be more searchable to potential clients.

   Most corporate websites are stagnate, because they don’t get a lot of content coming into the site to make them highly searchable.  You attach a blog to a site and that increases a companies chances of being found in Google Search. That is also why they set up Facebook and Twitter accounts, so they rate high in search.  Either way, I put these companies up on my reader, and I look forward to what they have to say.  I have no clue if they are hiring, but it wouldn’t hurt to send them a cover letter and resume if you are looking for work CONUS. CEO security-tabs fall at Google, FedEx and Disney

Starbucks pays more to protect CEO Howard Schultz

Executives at Kodak and Deere are now paying for their own home-security systems, a sign that executive-security is one perk corporate board’s are scrutinizing more closely.

Indeed, other companies cut back on security expenses, too — especially those known to spend big bucks on protecting their CEO, according to a MarketWatch review of proxy statements filed so far this year by Dow 30 components and larger S&P 500 companies.

The security tab for Google CEO Eric Schmidt fell 42% to $233,542 last year. The bill for FedEx CEO Fred Smith dropped 23% to $461,405, while the cost for Disney CEO Bob Iger dipped 9% to $589,102.

Since 2007, Google has paid $1.1 million in personal security expenses for Schmidt, FedEx has paid $1.5 million for Smith, and Disney has paid $1.9 million for Iger.

Compensation consultant Todd Gershkowitz of Farient Advisors said CEO security is not an egregious perk compared to goodies like country-club memberships, chauffeurs or taxes companies pay on super-sized severance packages for axed CEOs.

But company-provided security “becomes an invasion of privacy, some CEOs don’t want it, some accept it,” said Gershkowitz, who considers CEO security expenditures more of an issue about risk than one of executive perks handed out by directors.

He said he’d like to see more detailed disclosures about CEO security in proxies.

Deere and Kodak won’t pay the bill for residential security anymore, according to their yearly proxy statements filed with the Securities and Exchange Commission.

Starting this year, Deere said eight executives will have to reimburse the company for security services that had included “drive-by surveillance and response to security alarms” for certain executives by Deere’s corporate security staff.

CEO pay: Who made the big buck in 2009?

Median CEO pay declined for a second year in 2009, according to the Wall Street Journal’s annual CEO pay survey. WSJ’s Erin White talks with David Wise of Hay Group about the survey.

This perk cost Deere less than $19,000 last year, but the exact number is unknown since the tractor maker lumped the cost in with spouses attending company events.

Government Work: Army To Hire 3,000 Security Guards, CONUS

   I actually think this is good news for the guards at these facilities, just as long as the pay doesn’t change. You can dress it up any way you want, but as long as you pay peanuts, you will get monkeys for these positions.  What’s worse, is that if the government does hire someone who sucks, it is incredibly difficult to fire them. Trust me on that one, because I saw it time and time again when working for the feds.

   On the plus side, these guys can hopefully participate in federal benefits (TSP, healthcare, education, etc.).  That’s unless the feds hire them on as temporary employees or some other federal classification that allows the government to not hook them up.

   As to the reasons for switching over, who knows.  Congress somehow thinks that waving the federal wand over a project will somehow make it magically run better.  I beg to differ, and I have seen some screwed up agencies and departments in the federal government.  Poor management, poor communications between agencies and departments, and apathy amongst employees who think that the government will never fire them no matter what they do, seem to be the down sides with this.

    The big one is management, and what applies to private industry, applies to the feds as well. And with government, managers tend to protect themselves with loopholes and government rules to do whatever the hell they want.  Employees can use EEO to do some crazy stuff as well.  As best I can describe, if you wanted to do zero work, you could figure out a multitude of loopholes in the system that would help you accomplish that.  The feds are soooo inefficient, it’s not even funny. But hey, whatever floats congress’ boat.

    What comes to mind is the TSA and how they are viewed by the public. Once you join the ‘govy’, you are now ‘the man’ that everyone loves to hate on. lol If you want to apply for this stuff, just follow the links below for USAJobs and type in ‘security guard’ for your part of the country. –Matt

Army to hire 3,000 security guards

SAN ANTONIO, Texas (April 7, 2010) — The Army is converting about 2,500 installation access control point security guard positions from contractor to federal employee status at nearly 50 stateside locations.Overall, Installation Management Command will be announcing 3,076 openings for guards that will be needed at every garrison, except those aligned under Base Realignment and Closure or those transitioning to joint bases where another service is the lead agency.Why is the conversion being made? Congressional mandates and the expected loss of a waiver established after 9/11 that allowed the Department of Defense to contract security guard services at military installations in the States, said Craig Shreiner, branch chief of physical security for IMCOM.
