Publications: GAO-09-351 Summary–Background Screenings and Other Standards for PSC’s

   This is great, because it is a metrics for how the DoD is doing in regards to fixing this stuff and addressing each of these areas.  So it would be cool to check on this report in the future to see how far along the DoD has come.  But going back to leadership, someone needs to motivate the DoD to make this happen, and that someone should be Secretary of Defense Gates.

   Personally, I think he needs to make an official statement that recognizes the legitimacy and the good work of security contractors in this war, then crack the whip to insure these recommendations become ‘implemented’.  I say legitimacy, because that would shut up those freaks out there, who still contend that we are a bunch of blood thirsty mercenaries that care only about money.  I also mention good work, because despite the few incidents in which have been negative, there have been hundreds of contracts that have helped out tremendously.  The CMC projects come to mind, and that program removed tons of munitions off the battlefields in Iraq, thus resulting in less munitions being used by the enemy. Or the thousands of missions contractors have performed, protecting convoys or personnel with their lives, and sometimes losing their life. –Matt

Contingency Contract Management: DOD Needs to Develop and Finalize Background Screening and Other Standards for Private Security Contractors

Summary

Currently in Iraq, there are thousands of private security contractor (PSC) personnel supporting DOD and State, many of whom are foreign nationals. Congressional concerns about the selection, training, equipping, and conduct of personnel performing private security functions in Iraq are reflected in a provision in the fiscal year 2008 National Defense Authorization Act (NDAA) that directs DOD to develop guidance on PSCs. This report examines the extent (1) that DOD and State have developed and implemented policies and procedures to ensure that the backgrounds of PSC employees have been screened and (2) that DOD has developed guidance to implement the provisions of the NDAA and (3) that DOD and State have addressed measures on other issues related to PSC employees in Iraq. To address these objectives, GAO reviewed DOD and State guidance, policies, and contract oversight documentation and interviewed agency and private security industry officials.

Industry Talk: DoD Lacks Standards for Hiring Foreign Nationals, GAO Says

Defense was ordered to establish departmentwide standards under Homeland Security Presidential Directive 12 but has been hindered by bureaucratic wrangling and a lack of leadership, GAO said in a report released July 31. 

   As you have seen, I like to put the best quotes that summarizes the story, front and center.  And the two key points are bureaucratic wrangling and a lack of leadership.  Ding, ding, ding, and the GAO wins a prize!!!

   If you have been a FJ reader for a bit, you would know that leadership is a big thing here.  It is one of the dominant themes of Jundism as well, and I am glad to see that the GAO is willing to call it like it is.

     This is a total lack of leadership, plain and simple. And what kills me with this, is that they are now just talking about standards for LNs.  How many thousands of LN’s have we hired for this war, and yet no standard background check or skills assessment?  That we have depended upon the companies to pick and choose, and apply whatever standard they think is acceptable?

Industry Talk: GAO Finds Major Security Lapses at Federal Buildings

    I see a couple of failures here.  For one, you pay peanuts, you get monkeys. I would guarantee if the companies paid a decent salary for these positions, they would attract employees that would care.  But the one salary they certainly should not skimp on is the supervisor.  A well paid supervisor that knows what they are doing, could easily shore up these security issues brought up by the GAO.

  Be that as it may, most of these companies could care less about customer service or satisfaction, and most could care less about Kaizen.  Primarily because the feds have yet to put the pressure on them, and doing just ‘good enough’ is financially sound to them.  It costs money to train and costs money to get good people.  Might as well just run the show all shabby until someone blows the whistle–no one cares, until now.

   And then there is the lapse of federal oversight, which continues to be lightly mentioned in the MSM over and over.  I will not beat that dead horse.  Although I will go back to the main solution to these problems.  It’s leadership all the way.  It’s a good leader that monitors and tests the abilities of it’s security force and insures that the post orders are being followed.  It’s a good leader that recognizes deficiencies in the guard force and corrects them on the spot.  It’s a good leader that applies Kaizen, customer service and customer satisfaction to their security services. If the FPS and the companies recognized the value of focusing on these supervisors, and insuring that they are in fact getting the right man for the job, then these issues will be corrected.

   The leadership within the FPS and Companies need to be evaluated as well.  Did those leaders tasked with managing these supervisors and regions do the things necessary to insure things were going well out there?  Did they have a ‘shared reality’ with their men out in the field, or did they lead from a desk?  I think we know the answer, and the proof is in the pudding. –Matt

Reporting from Washington — The Government Accountability Office told a congressional panel Wednesday that its investigators were able to carry bomb-making materials through 10 security checkpoints monitored by the Federal Protective Service, which guards nearly 9,000 facilities throughout the country.

Technology: So How Safe is GPS?

   Thanks to several readers for sending me this one, and this is certainly an important story.  For one, I certainly hope the Obama administration will review it’s policies on GPS, and infuse the necessary funding to make this thing solid and secure.  We should not be reading stories about GPS possibly breaking down by 2010 or whatever, and this bogles my mind on how this is even a concern.  Bottom line, GPS is a vital and life saving technology, and should be treated as such. –Matt

Global Positioning System: Significant Challenges in Sustaining and Upgrading Widely Used Capabilities

Summary

The Global Positioning System (GPS), which provides positioning, navigation, and timing data to users worldwide, has become essential to U.S. national security and a key tool in an expanding array of public service and commercial applications at home and abroad. The United States provides GPS data free of charge. The Air Force, which is responsible for GPS acquisition, is in the process of modernizing GPS. In light of the importance of GPS, the modernization effort, and international efforts to develop new systems, GAO was asked to undertake a broad review of GPS. Specifically, GAO assessed progress in (1) acquiring GPS satellites, (2) acquiring the ground control and user equipment necessary to leverage GPS satellite capabilities, and evaluated (3) coordination among federal agencies and other organizations to ensure GPS missions can be accomplished. To carry out this assessment, GAO’s efforts included reviewing and analyzing program documentation, conducting its own analysis of Air Force satellite data, and interviewing key military and civilian officials.
